WHEREAS, the Board of Co-missioners of the City of Paducah, Kentucky has heretofore on the 4th day of March, 1929 adopted an ordinance entitled, "AN ORDINANCE. PROVIDING FOR THE CONSTRUCTION AND RFCONSTRUCTION OF THE DRIVFVIAY ON JEFFFRPON STREET, FROM THE TFST PPOPFRTY LINE OF TWENTY-FIFTH STRFFT TO THC ';[EST PROPERTY LINE OF TITIRTY-SECOND STREET; AND ON LABELLE AVENUE, FROM THE SOUTH PPOPFRTY LINE OF JEFFERSON STRFFT TO THE NORTH PPOPFR7 Page 505 LINE. That all of the property'on both sides of Jefferson Street, from the west property line of 25th Street to the west property line of 32nd Street; and on LaBelle Avenue, from the north property line of Broadrray bo the south property line of Jefferson Street, in the City of Paducah, McCracken County, Kentucky, as shown by the Engineer's estimates, be, and the same is hereby assessed for the cost of construction of an improved or asphalt street with all necessary curb, gutter, driveways, manholes, infskes, entcl, bs-sins, drain tile and sewer pipe, and all necessary engineering, advertisin4 and legal and c1rrical service in connection therewith. That all of the funds derived from the assessment of said property aforesaid shall be used for the purpose of paving off the tax bills issued against said property, or such bonds as may be issue, by the City of Paducah pursuant to Section 3101 of the Kentucky Statutes. SECTION 3. That pursuant to Section 3101 of the Kentucky Statutes, as amended and re-enacted and now in force, said assessments may be, at the option of the property owners, payable in cash within thirty days from the date of the passing of this ordinance, or in ten annual installments. pursuant to the provisions of said 8tatutes. SECTION 4. In order to provide a fund for the immediate payment of the cost of that portion of the special assessments herein provided for, and whieb may be naid on the ten ,year ins tallment:1plan, as lereinbefore provided for, the City of Paducah may issue and sell improvement bonds, and to secure the nnyment of which bonds there Ls hereby nledged such taxes and liens upon the property assessed herein for the payment of the principal and interest on such bonds, but said bonds shall not be sold for leis than par, and the proceeds thereof applied exclusivaly to payment for the improvement of said Page 507 street as hereinbefore mentioned, and such bonds, if issued, shall bear interest and sl -all be payable in accordance with the provisions of Section 3101 of the Kentucky Statutes, as amended and re-enacted by the Generegl Assembly of the Commonwealth of Kentucky and now in force and effect.
