WHEREAS, the Board of Commissioners of the City of Paducah,
Kentucky has heretofore -on the 22nd day of July, 1929 adopted an
ordinance entitled, "AN ORDINANCE PROVIDING FOR THE CONETPUCTION
AND RFC"NSTRUCTION OF THE DFIVE'^fAY ON THE LOVFL^CFVILLF ROAD, FROM

OWNERS AND PROVIDING THAT FAME MAY BF CONSTFUCTED UPON THF• TFN YFA.R
PAYMFNT PLAN" and
1ATHFREAS, in accordance with said ordinance it is provided that
the cost of construction of said driveway, together with all necessary
curb, gutter, driveways, manholes, intakes, catch basins, drain tile and j
se"aIer pipe. Pnd all necessary engineering, advertising and legal and
clerical service in connection therrwith and all other work done there-
under be paid for by the abutting property o::,ners on both sides thereof,
except that portion to be p,id by the City or Paducah as required by
law, and
VVHFFEAS, pursuant to sai^ ordinance a contract was entered into
on the day of ,1929 between N.F.Stone & Company,
Contractors, and the City of Paducah, Kentucky for the construction
thereof, and
WHEREAS, said contract has in all respects been completed and
the work thereunder finished and accepted by the Board of Commissioners
of the City of Paducah on the 16th day of January, 1930, pursuant to
notice duly given and inspection of said work and the recommendation
of acceptance made therefor by the Commissioner of Public Works of the
City of Paducah, Kentucky, and pursuant to a motion made by said
Commissioner, which motion was duly adopted by the Board of Commissioners,

OF PADUCAH, KENTUCKY:
SECTION 1.
That all of the property on both sides of the Lovelaceville
Road, from the north property line at the junction of the P,landville
Road and commencing at the north edge of the improved intersection of
the Paducah and Plandville Road and the Paducah and Lovelaceville Road to
the junction of the improved street or driveway at the intersection of
Broadway and the Lovelaceville Road, in the City of Paducah, McCracken
County, Kentucky, as shown by the Engineerls estimates, be, and the same
is hereby assessed for the cost of construction of an improved, or asphalt)
street with all necessary curb, gutter] driveways, manholes, intakes,'
catch basins, drain tile and sewer pipe, (excepting therefrom the curb,
gutter, driveways, manholes, intakes, catch basins, sewer and drain
pipe that had already been installed on the east side of said street
between Broadway and AX -ms Street) and all necessary engineering,

advertising and legal and clerical service in connection therewith.
All of said work has been done under the ordinance and contract
aforesaid and said assessment is as follows, to -wit;

As shown by the Engineer's Estimates on file in the office of the
Commissioner of Public Works, which estimates are adopted and made
1part hereof.
SECTION 2.
That all of the funds derived from the assessment of said
property aforesaid shall be used for the purpose of paying off the
tax bills issued against said property, or such bonds as may be
issued by the City of Paducah pursuant to Section 7,101 of the
Kentucky Statutes.
SECTION 3.
That pursuant to Section 3101 of the Kentucky Statutes,
as amended and re-enacted and now in force, said assessments may be,
at the option of the property owners, payable in cash within thirty
days from the date of the passing of this ordinance, or in ten
annual installments, pursuant to the provisions of said Statutes.
SECTION 4.
In order to provide a fund for the immediate payment of the
cost of that portion pf the special assessments herein provided for,
and which may be paid on the ten year installment plan, as herein-
before provided for, the City of Paducah may issue and sell improve-
ment bonds, and to secure the payment of which bonds there is
hereby pledged such taxes and liens upon the property assessed herein
for the payment of the principal and interest on such bonds, but said
bonds shall not be sold for less than par, and the proceeds thereof
applied exclusively to payment for the improvement of said street as
hereinbefore mentioned, and such bonds, if issued, shall bear
interest and shall be payable in accordance with the provisions of
Section 3101 of the Kentucky Statutes, as amended and re-enacted by
the General Assembly of the Commonwealth of Kentucky and now in
force and effect.

This ordinance shall take effect and be in force from and
after its passage, record and publication,
