11.13EREAS, the Board of Commissioners of the city of Paducah,
Kentucky has heretofore on the 5th day of August, 1929 adopted an
ordinance entitled, "AN ORDINANCE PROVIDING FOR THE CONSTRUCTION
OF CONCRETE CURBS, GUTTF•RS AND DP,IVENAYS ON BOTH SIDES OF NORTH
FOURTFENTH STRFET, FROM THE NORTH PROPERTY LINE OF JEFFER-ON STREET
TO THE SOUTH PROLE RTY LINE OF MONROE STRFET, IN 1'HE Cry OF
PADUCAH, MCCRACKrN COUNTY, KENTUCKY, TCGr•THER ?!ITH ALL NECESSARY
MANHOLES, INTAKES, CATCH BASINS, SEWER AND DRAIN PIPE, AND ALL
NECESSARY ENGINEERING, ADVERTISING AND L -GAL AND CLERICAL SERVICE
IN CONNECTION THFREWITH AT THE COST Ob' THE ABUTTING PROPERTY O!!NFRS

!VHFRrAS, in accordance with said ordinance it is provided
that the cost of construction of said driveways, curb and gutter,
together with all necessary manholes, intakes, chtch basins, drain
tile and sewer pipe, and all necessary engineering, advertising and
legal and clerical service in connection therewith and all other
work done thereunder be paid for by the abutting property owners
on both sides thereof, except that portion to be paid by the City
of Paducah as required by law, and
WHEREAS, pursuant to said ordinance, a contract was entered
into on the day of 1929, between J.M.

Contracting Company, Contractors, and the City of Paducah,
for the construction thereof, and

FlHERFAS, said contract has in all respects been completed
and the work thereunder finished and accepted by the Board of
Commissioners of the City of Paducah bn the 2fld day of December, 1929,
pursuant to notice duly given and inspection of said aork and the
recommendation of acceptance made therefor by the Commissioner of Public
Vlorks of the City of Paducah, Kentucky, and pursuant to a motion made by
said Commissioner, Which motion wss,duly adopted by the board of
Commissioners, NOI.9, TFFFFP'OFF,
BE IT OFDAINFD BY THE Bb!iRD OF COMi9ISSIONFPS OH' THE CITY OF
PADUCAH, KFNTUCKY:
SECTION 1.
That all of the property on both sides of North 14th Street
from the north property line of Jefferson Street to the south property
line of Monroe Street, in the City of Paducah, McCracken County, Kentucky,
as shown by the Engineer's Estimates, be, and the same is hereby assessed
for the cost of construction of concrete driveways, curb and gutter, with
all necessary manholes, intakes, catch basins, drain tile and sewer pipe,
and all necessary engineering, advertising and legal and clerical service -
in connection therewith. All of said work has been done under the
ordinance and contract aforesid and said assefrsment is as follows, to-ti:it;

As shown by the Engineer's Estimates on file in the office of the
Commissioner of Public Works, which estimates are adopted and made part
hereof.
SECTION 2.
That all cf the funds derived from the assessment of said
property aforesaid shall be used for the purpose of paving off the tax
Is issued against said property, or such bonds as may be issued by
the City of Paducah pursuant to Section 3101 of the Kentucky Statutes.
SECTION 3.
That pursuant to Section 3101 of the Kentucky Statutes, as j
amended and re-enacted and now in force, said assessments may be, at th(
option of the property owners, pyable in cash within thirty days from t]
date of the passing and recording of this ordinance, or in ten annual
installments, pursuant to the provisions of said Statutes.

SECTION 4.
In order to provide a fund for the immediate payment of the
cost of that portion of the special assessments herein provided
for, and which may be paid on the ten year installment plan, as
hereinbefore provided for, the City of Paducah may issue and sell
Improvement Bonds, and to secure the payment of which bonds there
is hereby pledged such taxes and liens upon the property assessed
herein for the payment of the principal and interest on such bonds,
but said bonds shall not be sold for less than par, and the
proceeds thereof applied exclusively to payment for the improvement
of said street as hereinbefore mentioned, and such bonds, if issued,
shall bear interest and shall be payable in accordance with the
provisions of Section 3101 of the Kentucky Statutes, as amended and
re-enacted by the General Assembly of the Commonwealth of
Kentucky and now in force and effect.
SECTION 5.•
This ordinance shall talo effect and be in force from and
after its passage, record and publication.
