COMMI SIONEF OF PUBLIC VORKS, AND PROVILING TPA.T SAID ASSESSMENT MAY BE
PAID IN TEN EQUAL INSTAI:LMINTS, BEING ONE EACH YEAR FOR A PERIOD OF TETT
YFARs.
WHEREAS, the Board of Commissioners of the City of Paducah,
Kentucky has heretofore on the 20th day of May, 1929 adopted an
ordinance entitled, "AN ORDINANCE PROVIDING FOR THE CONSTFUCTION AND
RECONSTRUCTION OF AN ALLEY LYING BFTWEFN BROADWAY AND KENTUCKY AVENUE,
AND EXTENDING BACK APPROXIMATELY 322..50 FEET FROM FOURTH STREET TOWARDS
FIFTH STRFFT, IN THE CITY OF PA7UCAH, McCRACKFN COUNTY, KENTUCKY, WITH
ALL NECESSARY CURBS, GUTTAS, DRIVEWAYS, MANHOLES, INTAKES, CATCH BASINS,
SEVTR AND DRAIN PIPE AND ALL N CFSSARY ENGINL•ERING, ADVERTISING AND LFGAL
AND CLFRICAL SFRVICE IN CONNECTION THFF!WITH AT THE COST CF THE ABUTTING
PROPERTY O`ANFFS AND PROVIDING TNAT SAME MAY BF CONSTRUCTED UPON THE TEN
YEAR PAYM,FNT PLAN," and
WHEREAS, in accordance with said ordinance it is provided
that the cost of construction of said alley, together with all necessary
curb, gutter, driveways, manholes, intakes, catch basins, drain tile
and sewer pipe, and all necessary engineering, advertising :and legal
and 'clerical service in connection therewith and all other work done
thereunder be paid for by the abutting property owners on both sides
thereof, except that portion to be paid by the City of Paducah as
recuired by law, and
THFPFAS, pursuant to said oridnance, a contract was entered
into on the --day of ! , ----1929, between J.M.
Rouse Contracting Company, and the City of Paducah, Kentucky for the
construction thereof, and
;'HrREAS, said contract has in all respects been completed

and the work thereunder finished and accepted by the Board of
Commissioners of the city of Paducah on the 18th day of October,
1929, pursuant to notice duly given and inspection of said work
and the recommendation of acceptance made therrfor by the
Commissioner of Public Works of the City of Paducah, Kentucky, and
pursuant to a motion made by said Commissioner, which motion was

OV THE CITY OF PACUCAH, MENTUCKY:

SECTION 1.
That all of the property on both sides of the alley lying
between broadway and Kentucky Avenue, and extending back approximate-'
ly 322;50 feet from Fourth Street towards Fifth Street, in the City
of Paducah, McCracken County, Kentucky, as shorn by the Engineer's
Estimates, be, and the same is hereby assessed for the cost of
construction of a concrete alley with all necessary curb, gutter,
driveways, manholes, intakes, catch basins, drain tile and sewer
pipe, and all necessary engineering, advertising and legal and
clerical service in connection there•^ith. All of said work has
been done under the ordinance and contract aforeaid and said
assessment is as follows, to -wit;

As shown by the Engineer's Estimates on file in the office of the
Commissioner of Public Works, which estimates are adopted and made
part hereof.
SECTION 2.
That all of the funds derived from the assessment of said
propert-r aforesaid shall be used for the purpose of paying off the
tax bills issued against said property, or such bonds as may be
issued by the City of Paducah pursuant to Section 3101 0£ the
1{entucky Statutes.
SECTION 3.
That pursuant to Section 3101 of the Kentucky Statutes,
is amended and re-enacted and nov in force, said assessments may
)e, at the option of the property owners, payable in cash within
shirty days from the date of the passing and recording of this
irdinance, or in ten annual installments, pursuant to the
provisions of said Statutes'.

SECTION 4.
In order to'provide a fund for the immediate payment of
the cost of that portion of the special assessments herein provided for,
and which may be paid on the ten year installment plan, as hereinbefore
provided for, the City of Paducah may issue and sell improvement bonds,
and to secure the payment of w%ich bonds there is hereby pledged such
taxes and liens upon the property assessed herein for the payment of
the principal. and interest on such bonds, but said bonds shall not be
sold for less than par, and the proceeds thereof applied exclusively
to payment for the improvement of said alley as hereinbefore mentioned,
and such bonds, if issued, shall bear interest and shall be payable in
accordance with the provisions of Section 3101 of the Kentucky,
Statutes, as amended and re-enacted by the General Assembly of the
Commonwealth of Kentucky and now in force and effect.
SECTION 5.
This ordinance shall take effect and be in force from
and after its passage, record and publication.
