SECTION 1.
That the driveway on 19th Street, from the North property
line of Broadway to the South property line of Jefferson Street; and on
20th Street from the North property line of Broadway to the South
property line of Jefferson Street; and on 21st Street, from the North
property line of Broadway to the South property line of Jefferson Street;
and on 22nd Street, from the North property line of Broadway to the
South property line of Jefferson Street; and on 23rd Street, from the
North property line of Broadway to the South property line of Jefferson
Street; and on 24th Street from the North property line of Broadway to
the South property line of Jefferson Street, in the City of Paducah,
Kentucky, erith all necessary curbs, gutters, driveways, manholes, intakes,
catch basins, sewer and drain pipe, and all necessary engineering,
advertising and legal and clerical service in connection therewith, be.
and the some is hereby ordered to be constructed and reconstructed with
concrete, asp-h�it, bitulithic, or other improved paving material as may
be determined by the Board of Commissioners -s the best altd most
economical material for the construction and reconstruction thereof,
upon Bids made therefor, and all to be done in strict accordance with
the plans, specifications, grades, widths, profiles and drawings of the
Commissioner of Public :Forks prepared by him for such purposes, all of
which are hereby adopted as a part of this ordinance�as fully as if
embraced herein or attaehed hereto and made part hereof and marked "A"
for more specific identification.

SECTION 2.
• That said. work shall be constructed under the direction
and supervision of the Commissioner of Public l!orks, and shall be
commenced at a time designated by contract for t' -e performance of
said work, and completed on or before eight months after the
passage and recording of this ordinance. j
SECTION 3.
i
That all the cost incident to said construction and re-
construction of said streets, as provided in Section 1 hereof, shall
be paid for wholly by the property o�,.ners and property abutting
or fronting thereon on both sides of said streets and to be
apportioned to and assessed against the property ovrners and property
abutting on both sides of said streets according to the number of
feet or abutting feet thereon, except that the City of Paducah shall
pay such portion of cost of construction as required. by law.
Provided that said improvement shall be made upon the ten year pay-
ment plan as provided in Sections 3101 and 3102 of the Kentucky
Statutes.
SECTION 4.
The contractor awarded the work herein provided for shall
be paid only from the funds arising from the Special Tax Bills and
assessments against the property abutting the improvement herein
provided for, and in no other xray, except that the said contractor
may be paid out of such bonds issued in accordance with the lavr
of the City of Paducah and charter cities of the second class of
the State of Kentucky, and for the payment of which, said tax bills
and assessments may be pledged by the said City of Paducah; and in
no event shall the said City of Paducah be liable to the Contractor
for the construction of any of the work herein provided for, except
the said City of Paducah stall be liable to the said contractor
for the excess of fifty (59%) per cent of the value of any property
assessed for the construction of the ^fork herein provided for.
SECTION 5.
The contractor aw,rder'the contract for the work herein
provided for shall be ppid monthly by Improvement Viarrants issued
by the City of Paducah Apon estimates furnished by the Com-issioner
of Public ':!orks, to the extent of sixty-five (65°0) per cent of the
value of the work done or materials furnished by the contractor
during the progm-fes of the •,ork, and said Improvement ''Jarrants shall
bear six (6%') per cent interest from date of issual and shall be
issued by the Commissioner of Public r finance upon order of the
Board of Commissioners. Said Improvement 'Narrants shall be

negotiable and shall constitute a lien upon the local taxes to be here-
after levied for such in-provement, and shall be payable at the office
of the Commissioner of Public Finance, without notice to the holder
thereof, upon completion and acceptance of the work herein providedfor,
out of the first collection of such local taxes, or out of the; proceeds

of the sale of any Improvement Bonds issued in anticipation of such
local taxes. The interest on such Improvement Warrants shr.11 be
estimated and assessed as a part of the cost of the imnrovement herein
provided for.
STCTIODT 6.
The ''ayor is hereby authorized end directed to execute
all written contracts and bonds -^ith the successful bidder for the
construction of said improvement, as recuire(' by law.
SECTION 7.
Bids shall be received for the construction of said work
out of concrete, asphalt, bitulithic, or any other improved paving
mriterial according to plans ,.nd specifications made and provided therefor.

Commissioners at the next regular or called meeting and said Board of
Commissioners se ll determine the material with which said streets shall
be constructed and award the contract therefor to the lowest and best
bidder, except that the right is exnressly reserved to reject any and all
bids within the discretion of. the Board of Commissioners.
SECTION 8.
This ordinance shall take effect and be in force ten
Jdays after its passage.
