SECTIO14 1.
That sidewalks and driveways on the south side of
Broadway from the west curb line of 28th Street to the junction of
Broadway and the Lovelaceville Road, in the City of Paducah,
kentacky; and sidevialks, curbs, gutters and driveways from the
junction of Broadway -nd the Lovelaceville Road along the East
side of the Lovelaceville Road to the North curb line of Adams
Street; ane.. sidewalks and driveways on the'North side of Broadway
from the ':'est c'irb line of 28th Street to 'be East curb line of
LaBelle, Avenue, in the City of Paducah, Kentucky, be constructed
of concrete, toaet-her "lith all necessary manholes, intakes, catch
basins and sever pipe, and .all necessary engineering, advertising
and legal and clerical service in connection therewith, upon bids
made therefor, and. ^j1 to be done in strict accordance with the
plans, specifications, widths, grades, profiles and dralvings in the
office of the Commissioner of Public '.'forks and prepared by him for
such purposes; all of which are hereby adopted as a part of this
ordinance ns fully as if embrace:] herein or attached hereto and made
part rereof and m^rke? "A" for more speci-ric identification.

That said--ork stall be constr,l.cted under the direction
and sup rvision of the Commissioner of T1;A'1ic 'Forks, and shall be
com^enced at a time lesignated by contract for the performance of
said -ork, ^.ne completed on or before eight months after the passage

SECTION 3.
That all the cost incident to said construction of said
street, as provided in Section 1 hereof, shall be paid for eiholly by the
property o�rners and property abutting or fronting thereon on both sides
of said street and to be apportioned to and assessed against the property j
o,^ners and property abutt-ing thereon on both sides of said street accorc'i.n'
to tl-e number of feet or abutting feet thereon, except that the City of
Paducah shall pay such portion of cost of construction as required by
law. Provided that said improve,^ent scall be made upon the ten year
pa7irent plan as nrovided in �'ections 3101 Pnd 3102 of the Kentucky
`tatutes.
FCTIOid 4.
The contractor awarded the contract for the eroxk herein
nrovided for shall be paid only from the funds arising from the Special
Tax Bills and assessments against the property abutting the improvement
herein provided for, eod in no ot'•ir.r say, except t'a-t said contractor
may be paid out of such bo -ds as siiay be issued, in accordance 1-1th the
lair of the City of Paducah and charter (itis of the second class of the
State of Kentucky, and for t',e payment or ,:hick, said tax bills and
assessments may be pledged by the said City of Paducah; and in no event
shall the, said City of Paducah be liable to the said contractor for the
construction of any of the work herein nrovided for, except the said
City of Paducah shall be liable to snid contractor for the excess of
fifty (500) per cent of the value of any property assessed for the
construction of the -work herein provided for.
SECTION 5.
The contractor awarded the contract herein provided for
shall be paid monthly by Improvement "'arrants issued by the City of
Paducah upon estimates furnished by the Commissioner of Public 11orks,
to tl-e extent of sixty-five (65%) per cent of the vaLie of the work done
or materials furnished by the contractor during the nrogress o" the work,
and said Improvement "Iarrnrts shall bear six (6/1,) per cent interest from
date of isdual and shall be issued by the Commissioner of Publin Finance
upon order of the Board rf Commissioners. Gaid Improvement %7!arrants
shall be negotiable andshall constitute a lien unon the local taxes
to be hereafter levied for such improvement, snd shall be payable at
the office of the Commissioner of Public Finance, :^ithout notice to the
holder thereof, upon completion and acceptance of the work herein provide(
for, out of the first collection of such local taxes, or out of the
proceeds of the sale of any Improver,:!ent Bonds issued in anticipation of
such local taxes. The interest on such Improvement 1.7arrants shall be
estimates and assessed as a part of tl-e r,ost of the improvement herein
provided for.

SECTION 6.
The Mayor is hereby authorized rind directed to
e all written contracts and bonds with the successful bidder
the construction of said improvement, as required by law.
SECTION 7.
Bids shall be received for the construction of said
acnording to the plans and specifications made and provided
tberefor•by the Commissioner of Public Works, and reported to the
Board of Commissioners at the next regular or called meeting and the
(contract therefor awarded to the lowest -nd best bidder, except that
the right is.expressly reserved to reject any and. all bids within the
discretion of the Board of Commissioners.
SECTION 8.
This ordinance shall take effect and be in force ten
after its passage.
