CITY OF PADUCAH, K`IITUCKY:
SECTION 1.
That the drive:^rny on Jefferson Street, from the ':lest
property line of Twenty-fifth Street to the West pronerty line of Thirty-
second Street, and on LaBelle Ade-ue from the south property line of
fefferson street to the north property line of Brondtay Street, in the
City of Paducah, Kentucky, with all necess-ry curb, ZW ter, drive�,ieys,
manholes, intakes, catch basins and se,:!er pipe, and all necessary
engineering, advertising and legal and clerical service in connection
therewith, be, and the same is hereby ordered to be constructed and re-
constructed with concrete, asphalt, bitulithic, or other improved paving
material as may be determined by the Board of Commissioners as the best
and most economical material for the construction thereof, upon bids
made therefor, and all to be done in strict accordance with the plans,
specifications, grades, widths, profiles and dra•:.,Dings of the Commissioner
of Public .7orics prepared by him for such purposes, all of erhich are
hereby adopted as a part of this orcinence as fully as if embraced
herein or attached hereto and made part hereof and marked "A" for more
specific identification.
SECTION 2.
That said ':.,ork shall be constructed undrr the direction
and supervision of the Commissioner of 11-ib_ic "!orks, end s',all be
cormenced at a time designated by contract for the performance of said
work, and completed on or before eight months after the passage and
recording of this ordinance.
SECTION 3.
That all the cost incident to said construction of said
streets, as provided in Section 1 hereof, shall be paid for wholly by
the property o—hers and property abutting or fronting thereon on both
sides of srid streets and to be apportioned to and assessed ngainst the
pro,7erty owners and nronerty abutting thereon on both sides of said
streets sc^ording to the n•lmber of feet or abutting feet thereon, except

that the City of Paducah shall pay such portion of cost of
construction as required by la,rr. Provided that said improvement
shall be made upon the ten ycnr Dayment nlan as provided in Sections
3101 and 3102 of the Kent.uc?cy Statutes.
STCTION 4.
The contractor awarded the work herein provided for
shall be paid only from the funds arising from the Special Tax
Bills and assessments against the property abutting the improvement
herein provided for, and in no other way, except that the said
contractor may be paid out of such bonds issued in accordance with
the law of the City of Paducah and charter cities of the second
class of the State of Kentucicy, :ind for the payment of -hich, said
tax bills and assessments may be pledged by the said City of
Paducah; and in no event shall the said City of Paducah be liable
to the said contractor for the construction of any of the eiork

herein provided for, except the said ty sball be liable to the
said contractor for the excess of fifty (5051 per cent of the. value
of any property nsse^sed for the construction of the -ork herein
provi-'ed for.
SECTION 5.
The contractor awarded the contract for the'ecork
herein provided for shall be paid monthly by Improvement '.7arrants
issued by the City of Paducah upon estisates furnished by the
Commissioner of Public ':!orks, to the extent of sixty-five (65%)
per cent of the value of the -:-cork done or materials furnished by the
contractor during the progress of the !!rotk, and said Improvement
P!arrant shall bear six (6;1�) per cent interest from date of issual
and shall be issued ty the Com-issioner of Tilu.blic Finance upon
oreer of the Board. of ftmissionr rs. Said Im-rovement 71arrants shall
be negotiable ani shall constitute a lien upon the local taxes to
be hereafter levied for such improvement, and mall be payable at
the office of the Commissioner of Putlic Finance, without notice
to the holder thereof, upon completion -nd acceptance of the tzork
herein provided for, out of the first collection of such local yaxes,
of out of the proceeds of the sale of any Improvement Bonds issued
ih anticipation of such local taxes. The interest on such

Improvement ":carrants shall be estimated and assessed as a part of
the cost of the improvement herein provided for.
SrCTION 6.
The Mayor is hereby authorized and directed to execute
all written contracts and bonds -ith the successful bidder for the
construction of said improvement, as rertuired by law.

Bids shall be received for the construction of said work out
of concrete, asphalt, bitulithic, or any other improved paving materia].
according to the plans and specifications glade and provided therefor by
the Commissioner of Public 17orks and reported to the Board of
Commissioners at the next regular or called meeting and said Board of
Commissioners shall determine the material with which said street shall
be constructed and award the contract therefor to the lowest and best
bidder, except that the right is expressly reserved to reject and ail
bids within ti -e discretion of the Board of Commissioners.
SECTION 8.
This ordinance shall take effect and be in force ten days
after its passage.
