HEREAS, there are numerous resident of the City
of Paducah livin.,; in certain slum districts of said city
rherc the housing acco:-modations are insanitary and not
suitable for human habitation, and because of such in-
nanitar; and substandard conditions under which such
citizens reside as a result of the occupancy of bui.ldin„
facilities now existing in such districts, serious
eptdeuni(3s have occurod from time to time, which epidemics

Paducah at rents which Individuals and families of law
income can afford, and such individuals and families
therefore are forced to occupy unsafe and insanitary and
congesttd housin3 accommodations; and
IMM- 48AS, the slum areas cannot be cleared nor
can the shortage of safe and sanitary housing accommoda-
tions for individulas and families be relieved through
the operation of private enterprises, so that there is
F public necessity to undetake municipal low-cost
housing projects for the purpose of providing safe and
sanitary dwellirZ accoroodations for such individuals
or falcflies of low income; and
:RL'RJAS, Chapter 113 of the 1934 Acts of the
General Assemtly of Kentuclvj, provides for the area -
tion of a Paducah :'unicipal Housing Commission to
clear slums or provide adequate and sanitary living
quarters for individuals or families of low intone;
and
1:1F?EREAS, the creation of such Commission is
a public necessity in order to promote and protect
the public health, safety, morals and welfare of the

citizens of the City of Paducah;

that the Honorable _dgar 1'. ::ashbimn, 'Cnyor of the
City of Paducah Is hereby requested and directed

as provided by said Act, to submit the names of j
four persons, together with his report as to their

qualifications, to this body of approval as m mbers
of such Commission.
Section 2. That followin; the a)pointment and Y
approval of said Commission, as herein provided, said
Cor.aission shall forthcrith proceed to function in the
manner and form contemplated, permitted, and directed
b! the Act of the General ;assembly of Kentucky as afore-
said, and that be,3innin with the date o the approval
o_ tbsir a-)pointments, the Commissioners and Chairman
shall r-ccive the folloi:inZ compensation:
The Chairman shall receive X25 annually.
The Commissioners shall receive ;5 annually.
Section 3. The sum of ';1000 is hereby appropriated
out of the "Contingency ?und" of the City of Paducah
to the Paducah 61'nicipal Housing Commission to Le used
to defray expenses incident to procurin7; and promoting

rhe Slun Clearance Program and said sum shall be paid
Lmnediately to Vie ?ad cah ;.:unicipal Housing Commission
and by it expended for its proper purposes from time to
time. Said sum when paid by the Treasurer of the City
of Paducah shall be paid out of and char7,ed to the "Con-
tinZe..cy Fund" of said City.
Sector. 4. All Resolutions and ordinances not in

conformity with this ordinance are hereby repealed.
Section 5. This Ordinance shall tatto effect from
and after its passage by the Board of Cormiisaloncrs.
