':17IIREAS, the Board of Commissioners of the City of
Paducah, Kentucky, has heretofore, and more than ten days before the
introduction of this ordinance, adopted a resolution declaring the con-
struction of storm crater and sanitary sewers in eevier Zone Four "A"
within the City of Paducah, as therein defined and hereinafter specifics',
ly set out and described, a necessity and providing that the property in
said Sewer Zone Four "A" be subject to the payment of the cost of same*

SECTION 1.
That storm water and sanitary sewers be constructed in,
under and along the streets, alleys and other ways in Sewer Zone Four "A"
in the Oity of Paducah, Kentucky, as follows„ to -wit:
i On :?adison Street, from the center line of 21st Street
to a point about 270 ft. west of the west property line of 27th street,
approximately 2650 ft.
On P.onroe Street, from the center lire of 25th Street
o a point about 270 ft', east of the east property line of 28th street,

SECTION 2.
The cost of constructing said sewers shall be apportioned
equally against the abutting lots or parcels of land according to
the number of feet abutting thereon and shall be paid for by the
owners of said lots or parcels of land abutting or bounding on said
streets, alleys aamd other ways, provided the cost of same does not
exceed X2.00 per abutting foot. In the event the cost of said
improvement shall exceed $2.00 per abutting foot, then all the lots
or parcels of ground in said zone are hereby declared to be the
property benefitted by said sewers and the entire cost of construct-
ion of said sewers shall be assessed against each and all of said
lots or parcels of ground embraced in said zone in the proportion
that the area in square feet of such lots or g reels of ground shall
bear to the area in square foot of all the lots or parcels of ground
located in said zone, and the Bm rd of Commissioners shall fix and
assess the amount of tax to be levied upon each and all of said lots
or porcels of ground in said zone for the payment of. the construction
of said seders as required by law.
SECTION 3.
The lots or parcels of ground which are hereby declared'
to be benefitted by the construction of said sewers and subject to
the cost of the payment of same are located in said Sevier Zone Four
which is particularly described in the resolution declaring
said sewers to be a necessity, which was adopted by the Board of
Commissioners of the City of Paducah in regular session on June 18,
1928, and which zone and the propertg therein are particularly
described, bounded and defined as follows;
Beginning in the center line of 21st street in the west
boundary line of'Zone No.41, Sewer District No.3A, 207.75 ft. south
of the intersection of the center lines of 21st street and Jackson
Street, as located aest-of 21st street;'thence pr_rallel to and
207.75 ft. from the center line of Jackson street, approximately
1118.5 ft. to the center of 24th street; thence at right angles and
with the center line of 24th street, towards Jackson street 1.5 ft.

SECTION 11'.
Said severs shall be constructed in strict accordance
with the plans, grades,speci£ications and profiles as prepared and
furnished by the Co mnissi-ner of Public '."Works of the City df Paducah,
and all which are hereby adopted by the Board of Commissioners of
said city:
SECTION 5`.
Bids shall be received for the construction of said
sow;ers according to the plants, specifications, grades and profiles;
and the contract therefor shall be awarded to the loviest and best
bidder after due advertisement for bids as required by lava, except
that the right is expressly reserved to reject any and bids within
the discretion of the Board of Commissioners, and it may accept any
bid which appears to it to be for the best interest of the City of
Paducah. SECTION 6'.
The Commissioner of Public ':forks of the City of Paducah
is hereby authorized and directed to advertise for sealed bids for
the construction of said se,:,ers and report said bids so received
by him to the Board of•Commissioners to be opened by said Board
of Commissioners, and to be read, condidered and passed upon by
said Board of Commissioners'.
'SECTION 7.
Said Mork shall be constructed under the direction and
supervision of the Commissioner of Public ':forks of said City,
or any authorized agent duly selected or chosen by the Board of
Commissioners for such purpose, and said work shall be commenced
and be accepted in such time as may be designated by said contract.
SECTION 8:
The contractor awarded the contract for the work herein
provided for shall be paid only from the funds arising from Special
Tar, Bills or assessments made against the property located in said
sever zone, except that said contractor may be paid out of such
bonds as may be issued according to law, and as provided in Sections
3101, 3102 and 3105 Kentucky Statutes, as amended and now in force.
SECTION 9.
This ordinance shall take effect and be in force ten
days after its passage:
