OF 19TH STREET, IN THE CITY OF PADJCAN, KL-nT CKY, BY THE CONSTRUCTION OF a HARD SURFACE ROAD'NAY, TOGETFIFR TITH ALL NECESSARY L ATTHOLES, INTAKES, CATCH BASIVS AND SEWER PIPE COPNECTIONS , IN ACCORRINCE 71TH THE PLANS AND SPECIFICATIONS PROVIDED 'THEREFOR BY THE CITY ENGIU7ER, AT THE COST OF THE A3' T_1NG PROPERTY O HERS, AND PROVIDING THAT SUCH COSTS MAY BE PAID UNDER ThE PROVISIONS OF THE TEP! YEAR PAYI ENT PLAN. BE IT ORDAINED BY THE GENERAL COUNCIL OF THE CITY OF PAUJUaH, KENT1CKY: SECTION 1. That Jefferson Street from the Brest Property line of 17th Street (Fountain Avenue)`'To the Past property line of 19th Street, in the City of Paducah, Kentucky, be improved by the construction of a hard surface roadway, tovether with all necessary manholes, intakes, catch basins and sewer pipe connections, in accordance with the plans and specificatins g provided therefor by the City Engineer, and whicp plans and speeificat.io s are on file in the office of said Engineer, and are now referred to and .ada p•:.rt neredf as if specifically set forth herein. SECTION 2. Said construction shall be made under the direction and supervisi of the City Engineer and Board of Public Works of said City, and shall commence and be completed at the time designated by contract. SECTION 3. The cost of such, construction shall be paid7f6r wholly by the property jwners fronting or abutting; thereon, to be apportioned to and assessed against the property and property owners abutting thereon, according to the number of abutting feet thereon, except that portion, if any, to be paid by the Uity of Paducah_as required by law. SECTION 4. The contractor awarded the contract for the work herein Provided shall be paid in accordance with the provisions of Sections 3096, 3100, 3101 and 3102 of the Kentucky Statutes. SECTION 5. The I.'a•yor of said City is hereby authorized and directed to execute written c- ntract required of the successful bidder for the constriction of said improvement; also to approve'the constrortion bond regni^ed by the Contractor. 110. 9 i7. Bids shall be received for the improvement herein provided fir, in accordance with the plans and specifications and profile furnish,d by the City Enpincer of said City, and the contract therefor shall 1,e awarded the lowest and best bidder, except the richt is expressly reserved to reject any and all bids vi.thin the discretion of the. i General Council, and said Gen(? -al Council may accept any bid which anoears to be for the best interest- of the City. 3:;ICTION #.`.7. The Board of Public Corks is hereby authorized and directed to advertise for '-)ids for the construction of said improvement, which bids said Board will renort to the Gen=ral Council, together with itsi i recommendation for acceptance of any of same or the rejection of all of same.
