THE ::'EST PROPERTY LINE OF SECOND STREET�IN THE CITY OF PADUCAH, K_ENTUCK"Y, BY THE CONOM - STRUCTION OF A HARD S FACE ROADWAY, TOGETHER WITH ALL NECESSARY MANHOLES, INTAKES, CATCH BASINS, DRIVEWAYS AND SEI'!ER PIPE CONNECTIONS, IN ACCORDANCE !"ITH THE: PLANS AND SPECIFICATIONS PROVIDED THEREFOR BY THE CITY ENGINFER, AT THE COST OF THE ABUTTING PROPERT`_r OWNERS, AND PROVIDING THAT THE COST OF SUCH CONSTRUCTION MAY BE PAID IN ACCORDANCE 'PITH THE PROVISIONS OF THE TEN YEAR PAYMENT PLAN. BE IT ORDAINED BY THE GENERAL COUNCIL OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That Tennessee Street from the east property line of Third Street to the west property line of Second Street, in the City of Paducah, Kentucky, be improved by the construction of a hard surface roadway, together with all necessary intakes, catch basins, manholes, driveways and sewer pipe connections, in accordance with the plans and specifications provided therefor by the City Engineer, and which nlans and specifications will appear on file in the office of said Engineer, and are now referred to and made part hereof, as if specifically set.forth herein. SECTION 2. Said construction shall be made under the directions and supervision of the City Engineer and Board of Public Works of said City, and shall commence and be completed at the time designated by contract. SECTION 3. The cost of such construction shall be paid for wholly by the property -owners fronting thereon, to be apportioned to and assessed against the property and property owners abutting thereon, accord ing to the number of abutting feet thereon, extent that portion to be paid by the City of Paducah as required by law. SECTION 4. The contractor awarded the contract for the improvement herein provided for shall be paid in accordance with the terms and provisions of Sections 3095, 3100, 3101 and 3102 of the Kentucky j Statutes. I SECTION 5. The Mayor of said City is hereby authorized and directed to execute contract and acdept bond required to be executed by the contractor awarded the contract for such construction. 0 NO. 845, SECTION 6. Bids'shall be received for ti -e improvement herein provide for, in accordance with the plans and specifications made and provid therefor by the City Engineer, and the contract therefor shall be awarded to the lowest and best bidder, except the rig -t is reserved to reject any and all bids within the discretion of the General Council, and it may accent any bid which a.ppeers to be for the best interest of said City. SECTION 7. I The Board of Public Vorks is hereby authorized to advertise for bids for the construction of said improvement, and to i make report of same to the General Council, together with its recommendation for the acceptance of any of same, or the rejection all of same.
