AN ORDINANCE PROVIDING FOR,THE IMPROVEMENT OF HIGH STREET FROM THE NORTH PROPER TY.LINE OF BROAD11AY STREET TO THE SOUTH PROPERTY LINE OF JEFFERSON STREET, IN THE CITY OF PADUCAH, KENTUCKY, BY'THE CONSTRUCTION OF AIHARD SURFACE ROAD -'-'AY TOGETHER 1'1ITH LL NECESSARY MANHOLES, INTAKES, CATCH BASINS, DRIVEWAYS AND SEWER PIPE CONNECTIONS, IN ACCORDANCE WITH THE PLANS AND SPECIFICATIONS PROVIEE D THEREFOR BY THE CITY ENGINEER, AT THE COST OF THE ABUTTING PROPERTY OWNERS, AND PROVIDING THAT THE COST OF SUCH CONSTRUCTION MAY BE PAID IN ACCORDANCE 'rIITH THE PROVISIONS OF THE TEN YEAR PAYMENT PLAN. BE IT ORDAINED BY THE GENERAL COUNCIL OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That High Street from the north property line of Broadway Street to the south property line of Jefferson Street, in the City of Paducah, Kentucky, be improved by the construction of a hard surface road- way, together with all necessary manholes, intakes, catch basins, driveways and sewer pipe connections, in accordance with the plans and specifications provided therefor by the Oity Engineer, end which plans and specifications will appear on f1le in the office of said Engineer, and are now referred � to and made part hereof as if specifically set forth herein. SECTION 2, Said construction shall be made under the direction and su vision of the City Engineer and the Board of Public Works of said City, and shall commence and be completed at the time designated by contract. SECTION 3. 1 The cost of such construction shall be paid for wholly by the property owners fronting thereon, to be apportioned to and assessed against.the property and the property owners abutting thereon, according bo the number of abutting feet thereon, except that portion to be paid by the City of Paducah, as required by law. SECTION 4. The Contractor awarded the contract for the improvement herein provided for shall be paid in accordance with the terms and provisions of Sections 3096, 3100, 3101 and 3102 of the Kentucky Statutes. SECTION 5. The Mayor of said City is hereby authorized and directed! :o execute contract and accept bond required to be executed by the con- tractor awarded the contract for such construction,., NO. 641. SECTION 6. Bids shall be received for the improvement herein provided for, in accordance with the plans and specifications made and provid therefor by';the City Engineer, and the contract therefor shell be awarded to the lowest and best bidder, except the right is reserved to reject any and all bids within the discretion of the General Council, and it may accept any bid which appears to be for the best interest of said City. SECTION 7. The Board of Public Works is hereby authorized to advert for bids for the construction of said improvement, and to make repor Ii of same to the General Council, together with its recommendation for the acceptance of any of same or the rejection of all of same.
