AN ORDINANCE PROVIDING FOR TETE II,7PROVEMENT OF SOUTH SIXTH STREET FROM THE SOUTH PROPERTY LINE OF TENNESSEE STREET TO THE NORTH PROPERTY LINE OF CLARK STREET, IN THE CITY OF PADUCAH, KENTUCKY, BY THE CONSTRUCTION OF A HARD SURFACE ROADWAY, TOGETHER WITH ALL NECESSARY MANHOLES, CATCH BASINS, INTAKES, DRIVEWAYS AND SEINER PIPE CONNECTIONS, i IN ACCORDANCE WITH THE PLANS AND SPECIFICATIONS PROVIDED THEREFOR BY THE i CITY ENGINEER, AT THE COST OF THE j{BUTTING PROPENTY OWNERS, AND PROVIDING THAT THE COST OF SUCH CONSTRUCTION MAY BE PAID IN ACCORDANCE C'ITH THE PROVISIONS OF THE TEN YEAR PAYMENT PLAN. BE IT ORDAINED BY THE.GENERAL COUNCIL OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That South Sixth Street from the south property line of Tennessee Street to the north property line of Clark Street, in the City of Paducah, Kentucky, be improved by the construction of a hard surface roadway, together with all necessary manholes, catch basins, intakes, driveways and sewer pipe connections, in accordance with the plans and specifications provided therefor by the City Engineer, and which plans and specifications will appear on file in the office of said Engineer, ! r and are now referred to and made part hereof as if specifically set forth) herein`: - -' i SECTION 2. Said construction shall be made under the direction and supervision of the City Engineer and Board of Public Works of said City, and shall commence and be completed at the time designated by contract. SECTION 3. The cost of such construction shall be paid for wholly by the property owners fronting thereon, to be apportioned to and assesse against the property and the property owners abutting thereon, according to the number of abutting feet thereon, except that portion to be paid by the City of Paducah as required by law. SECTION 4. The contractor awarded the contract for the improvement herein provided .for shall be paid in accordance with the terms and pro- i visions of Sections 3096, 3100, 3101 and 3102 of the Kentucky Statutes. SECTION 5. The Mayor of said City is hereby authorized and directed) i to execute contract and accept bond required to be executed by the con- tractor awarded the contract for such construction. SECTION 6, i Bids shall be received for the improvement herein provided for, in accordance with the plans and specifications made and provided therefor b the City y En gineer, and the Contract therefor shall he � awarded to the lowest and best bidder, except the right is reserved to reject any and all bids within the discretion of the General Coun and it may accept any bid which appears to be for the best interest of said City. SECTION 7. i' The Board of Public Works is hereby authorized to advert) for bids for the construction of said improvement, and to make report of same to the General Council, together with its recommendation for the acceptance of any of same, or the rejection of all of same.
