AN ORDINANCE PROVIDING FOR THE IA"PROVEMENT OF GUTHRIE AVENUE FROM THE NORTH PROPERTY LINE OF THE MAYFIELD ROAD TO THE INTERSECTION OF NINETEENTH STREET; NINETEENTH STREET FROM THE INTERSECTION OF GUTHRI,E AVENUE TO THE SOUTH PROPERTY LINE OF BROAJTIAY STREET, IN THE CITY OF PADUCAH, KENTUCKY BY THF. CONSTRUCTION OF A HARD SURFACE ROADYP;,AY, TOGETHER WITH ALL NECESSARY MANHOLES, CATCH BASINS, INTAKES, DRIVEWAYS AND SE'f.ER PIPE CONNECTIONS, IN ACCORDANCE '',"ITH THE PLANS AND SPECIFICATIONS PRO- VIDED THEREFOR BY THE CITY ENGINEER, AT THE COST OF THE ABUTTING PROPERTY OWNERS, AND PROVIDING THAT THE COST OF SUCH CONSTRUCTION MAY BE PAID IN ACCORDANCE 17ITH THE PROVISIONS OF THE TEN YEAR PAYMENT PLAN. BE IR ORDAI14ED BY THE GENERAL COUNCIL OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That Guthrie Avenue from the north property line of the Mayfield Road to the intersection of Nineteenth Street; Nineteenth Street from the intersection of Guthrie Avenue to the south property line of Brpadway Street, in the City of Paducah, Kentucky, be improved by the construction of a hard surface roadway, together with all necessary manholes, intakes, catch basins, driveways and sewer pipe connections, in accordance with the plans and specifications provided therefor by the City Engineer, and which plans and specifications will appear on file in the office of said Engineer, and are now referred to and made part hereof as if specifically set forth herein. Y SECTION 2. Said construction shall be made under the direction and supervision of the City Engineer and Board of Public Works of said City and shall commence and be completed at the time designated by contract. SECTION 3. The cost of such construction shall be paid for wholly by the property owners fronting thereon, to be apportioned to and assessed) against the property and the property owners abutting thereon, accordin to the number of abutting feet thereon, except that portion to be paid by the City of Paducah as required by law. SECTION 4. The Contractor awarded the contract for the improvements herein provided for shall be paid in accordance with the terms and pro_ visions of Sections 3096, 3100, 3101 and 3102 of the Kentucky Statutes. No. 837. i SECTION 5. The Nayor of said City is hereby authorized and directe to execute contract and accept bond required to be executed by the contractor awarded the contract for such construction. SECTION 6. Bids shall be received for the improvement herein pro- vided for, in accordance with the plans and specifications made and Iprovided therefor by the City Engineer, and the contract therefor ' shall be awarded to the lowest and best bidder, except the right is reserved to reject any and all bids withih the discretion of the General Council, and it may accept any bid which appears to be for i' the best interest of said City. SECTION 7. i� The Board of Public Works is hereby authorized to i advertise for bids for the construction of said improvement, and to make report of same to the General Council, together wi�h its II recommendation for the acceptance of any of same, or the rejection of all of same.
