I That Fountain Avenue (17th Street) from the North property line of Broadway Street to the South property line of Monroe Street, in the City of Paducah, Kentucky, be improved by the construction of a hard j surface .roadway, or pavement, together with all necessary manholes, intakes, catch basins and sewer pipe connections, and also by the reconstruction of curbs and gutters whenever necessary, as shown on plans, in accordance with the plans and specifications provided therefor by the City Engineer at the cost of the abutting, property owners, and providinf that such costs may be paid in accordance with the provisions of the ten ,year payment nla . SECTION 2. The City Solicitor is instructed to brine; in an ordinance for the imnrovement of said street, as herein provided. SECTION 3.
