BE IT ORD,'.INED BY THE GT'sNETML COUNCIL OF T}IE CITY OF PhDUCi-.H, KE;ITUCKY: SECTION 1. That Clark Street from the east property line of 19th Street to the west property line of 17th itreet, and thence on Clark Street from the east property line of 17th Street to the crest property line of the new street that is being built by the Illinois Central Railroad Company, in the City of Paducah, Kentucky, be improved by the grading an( graveling of same, together with all necessary manholes, intakes; catch basins and sewer pipe connections, in accordance with the plans and specifications provided therefor by the City Engineer, and which plans and specifications are on file in the office of said engineer, and are made now referred to anrypart hereof, as if specifically set forth herein. el.all-7nIT O Said construction shall be made.under the direction and supervision of the City Engineer and the Board of Public 7orks of said City, and shall commence at the time designated by contract for the per- formance thereof and be completed on or before December 10th, 1926. S1,-1',CTI02I 3. The cost of such construction shall be paid for wholly by the property owners fronting or abutting thereon, to be apportioned to and assessed against the property and property owners abutting thereon according—to the number of abutting feet, except that oDrtion to be paid by the,'Ciby of Paducah as required by law. SECTION 4. The contractor awarded the contract .for the improvement herein provided for shall be paid in accordance with the terms and provisions I of Sections 3096, 3100, 3101 and 3102 of the Kentucky Statutes. .SECTION 5. The Eiayor of said City is hereby authorized and lirected to execute contract and accept bond required to be executed by the con- tr-ietor awarded the contract for such improvement. SECTION 6. Bids shall be received for the improvement herein provided f in accordance witn the plans and specifications made and provided therefor by the City Engineer, and the contract therefor shall be awarded to the lowest and best bidder, except the right is expressly reserved to reject any and all bids within the discretion of the General Council, and said General Council may accept any bid which i appears to be fmr the best interest of said City. SECTIOII 7. The Board of Public Works is hereby authorized and directe to advertise for bids for the construction of such improvements, and to make report of same to the General Council, together with its recommendation for the acceptance of any of .same or the rejection of all of same. U'CTION B. This ordinance shall take effect and be in force from and after its passage, approval and publication. 0.
