A RESOLUTION DECLARING THE CONS'TRUC'TIO14 OF SiiNITARY SEVERS IN
SERER ZONE NUL'IB.ER ONE, IN SUB -DIVISION C. SEF,ER DISTRICT NUMBER THREE
TO BE A NECESSITY AND SETTING OUT IN GENERAL TERMS, THE PROPERTY SUB-
JECT TO THE PaYI., NT OF THE uOST OF SioIE.
1,HEREAS, There has been created and established in the City
of Paducah, nentucky. Sewer District No- 3, thich has been divided into
Sub -Divisions A, B. and C; and,
V+'HEREAS, there is being constructed, in said Sevier District,
trunk line sewers at the cost of the City of Paducah, Kentucky, which
trunk line sewers have now been completed; and,
V+hereas, there has been created and established Sevier Zone Num-
ber One, in Sub -Division C, Sewer District IJo. 3, by an Ordinance adopted,
by the Board of Commissioners on the 23rd day of February, 1923, wherein
said Zone is described by metes and bounds, and is hereinafter described
and a plot of which zone appears on file in the office of the City En-
gineer of the City of Paducah, nentucky, and may be inspected by anyone
making application therefor at said office; and,
',,HEHEAS, Sewer Zone Number One, in Sud -Division C, Sewer Dis-
trict No. 3, is not provided with sewers and is in a thickly populated
territory, and in oreer to provide adequate sewers for the property own-
ers in said Zone, it is hereby deemed and declared a necessity by the
General Council of the City of Paducah, Kentucky, that sanitary severs
be constructed in said Zone in order to provide adequate sewerage for
the property owners residing in said Zone; NOV,, THEREFORE -
BE IT RESOLVED BY THE GENERr L COU1dCIL OF THE CITY CF PADUCAII,
KENTUCKY:
SECTION I.
That it is hereby declared a necessity by the General Council
of the City of Paducah, nentucky, in order to secure adequate sewerage
anc in order to protect the health of the citizens residing in Sewer
Zone Number One, Sub -Division C, Sewer District Number Three, that sani-
tary sewers be constructed and laid out at the cost of the lots or par-
cels of land benefitted thereby, and all of the lots or parcels of land
embraced in said Zone are hereby declared to be the property benefitted
and subject to be assessed for the cost of constructing said sewers -
SECTION 2.
Said Sewer Zone Number One of STIb-Division C, of Sewer District
Number,t.hree, in which said sewers are to be constructed is described
by metes and boundsasfollows, to -wit:

"Beginning at a point on the center line of Brdige street
166 feet north of the intersection of said center line with
the North property line of Jarrett Street;
the along the bank
of Island Creek eastward 169 feet, morn or less, to a point of
the center line of an alley, said point being 150 feet north of
the north property line of Jarrett street, measured along the cen-
ter line of said alley; thence eastward along the bank of Island
Creek to a point on the west property line of Jarrett street 130
feet northward from the center line of Powell street, if extended;
thence northward along said west property line of Jarrett street
to the north property line of the alley which runs from Clements
street to Jarrett street on a line with Yeiser street; thence
westward along said north property line of the alley 31cfeet;
thence northward to the point where the south property line of
short street intersects the center line of Farley Place; thence
Northward along the center line of Farley place 78.5 feet; thence
at right angles westward 161 feet; thence at right angles north-
ward 42 feet; thence at right angles westward 33 feet; thence at
right angles northward, parallel to Farley Place, 584.5 feet, more
or less, to a point 155.5 feet south of the south property line of
Meyers. street, said 155.5 feet being measured at right angles to
Meyers street; thence westward, parallel to Meyers street, 270
feet to a point 435 feet from the west property line of Farley
Place; thence at right angles northward 415.5 feet, crossing
Meyers street at an angle of 90 degrees; thence at right angles
eastward, parallel to and 200 feet north of the north property
line of Meyers street to the east property line of Farley place
if extended; thence at right angles southward a distance of 4 feet;
thence at right angles eastward, parallel to Meyers street to the
east property line of Clements street, if extended; thence at
right angles southward a distance of 13.5 feet; thence at right
angles eastward, parallel to and 200 feet north of the north prop-
erty line of iueyers street to a point 380 feet eastwardly from
the east property line of Vioodward street, if extended; thence at
right angles southward 233 feet to the south property line of Idey-
ars street; thence at right angles eastward with the south prop-
erty line of Meyers street 60 feet; thence at right angles south-
ward 200 feet; thence at right angles westward, parallel to Meyers
street, 307 feet to a point 133 feet from the east property line of
V,00dward street; thence at right angles southward, parallel to
Woodward street 597 feet to a point 160 feet northward from the
north property line of Yeiser street; thence at right angles east-
ward, parallel to Yeiser street 589 feet to the center line, if
extended, of an alley between Hays and Ashcraft Avenues; thence at
right angles southward along the center line of said alley to the
north property line of Powell street; thence at right angles east-
ward along said north property line of Powell street to a point
17b.5 feet eastward from the center line of Ashcraft Avenue, said
175.5 feet being measured along the north property line of Powell
street; thence at right angles southward on a line parallel to and
175.5 feet from the center line of Ashcraft Avenue to a point 160
feet eastward from the center line of Bridge street, said 160 feet
being measured at right angles to Bridge Street; thence southward
along a line 160 feet from the center line of Bridge street, said
line conforming to the turns in Bridge street, and remaining at
sll points 160 feet from said center line of Bridge street, to the
line of the corporate limits of the City of Paducah; thence south-
ward along the line of the City Limitts of the City of Paducah, to
the center line of Bridge street; thence northward, along the cen-
ter dine of Bridge street 200 feet; thence westward at right angles
to Bridge street 160 feet; thence northward along a line 160 feet
from the center line of Bridge street, said line conforming to the
turns of Bridge street and remaining at all points 160 feet from
said center lin(-.• of Bridge street, to a point 166 feet northward
from the north property line of Jarrett street, if extended, said
166 feet measured parallel to Bridge street; thence at right angles
eastward 160 feet to the point of beginning."

Meyers street, said point being on the line of the City Limits of
the City of Paducah; thence southward along the said City Limits
line and said east property line of Mill street, to a point 200 feet
southward from the south property line of Meyers street; thence
westward, parallel to and 200 feet from -the south property line of
Meyers street to a point 770 feet eastward from the east property
line of ➢+oodward street, said 770 feet being measured parallel to
Meyers street; thence northward, parallel to r;oodward street, to a
point 200 feet northward from the north property line of Meyers

street; thence eastward, parallel to and 200 feet from the
north property line of Weyers street, to the point of Be-
ginning."
SECT -ION 3.
Said Zone embraces the hereinafter named streets and alleys, and
all of the property in said Zone that is benefitted by said sewer does
not abutt on said streets and alleys; some of said property not abutting
on any of said streets or alleys so named.
Said sewers shall be constructed along and under the following
named streets and alleys in sever zone No. 1, in Sub -Division C, Sewer
District 1Jo. 3, and the cost of same shall be apportioned against all
.'the property in said sewer zone as follows:
(a) all the lots or parcels of land bounding our abutting on the
hereinafter named streets, alleys or highways along or under which such
sewers shall be constructed are hereby declared to be the property bene-
fitted thereby, and said cost shall be apportioned and assessed equally
against said abutting lots or lands according to the abutting feet there-
on, provided that the costs of said construction does not exceed N2.00
per abutting foot.
(b) In the event the cost of construction of said sewer shall exceed
p2.00 per abutting foot along any of said streets, alley or highways
whereon said sewer shall be constructed, then such cost shall be appor-
tioned.against all of the lots or lands in said Sevier Zone which are klere-
by declared to be equally benefitted by said sewer, according to the area
in square feet of the lots or lards so benefitted.
(c) with reference to all the lots or lands not bounding or abutting
on the said streets, alleys or highways almng and under which said sewer
shall be constructed, the cost of same shall be apportioned against all
of such lots or lands, according to the area in square feet.
And which streets, alleys and highways along which said sewer
shall be constructed are described as follows, to -wit:
Ashcraft Avenue, from the Benton road or Bridge street, north-
wardly to a point near Powell street, a distance of 1125 feet.
Hays Avenue, from the Benton road or Bridge street, northwardly,
to a point near Sowell street, a distance of 590 feet.
Hays avenue, from Yeiser street southwardly to a point near Sonell
street, a distance of 925 feet.
Ash696 avenue, from the Benton road, or Bridge street, northwardly
to Sowell street, a distance of 494.36 feet.
Farley place from Meyers street, southwardly toward, bort street,
a distance of 770 feet.
$arrett street from Powell street, northwardly to a point near
Yeiser street, if extended, a distance of 494.25 feet.
Jarrett street from Powell street southwardly a distance of 342.05
feet.

Bridge street from Vassuer Avenue to the City Limits of hill
street, a distance of 2296.5•feet.
Bridge street from Clements street northward, a distance of
525 feet.
Powell street from ki�shbroox avenue, westeardly, a distance of
292.5 feet.
Powell street from Clements street, westwardly to Jarrett street, a
distance of 321 feet.
Yeiser street from Clements street, eastwardly to a point between
Nays avenue and ftsh.craft avenue, a distance of 1050 feet.
dhort street, from.Clements street westwardly to a point near
Farley place a distance of 350 feet.
ideyers street, a point abndt 770 feet easterly from hoodward street
to the city limits at twill street, a distance of 2000 feet.
Sowell street from Ashbrook avenue westerly 105.65 feet.
All the above described lateral sewer lines are to be constructed
with 6 inch house connection service lines extending from the sewer
proper to the property lines of all property abutting on the streets
in which the above described lateral sewers are to be buui7�t, in such
manner as to properly serve the property benefitted.
Six inch house connection service lines are to be constructed
from the present serer lines (built'under the �600.000.bond issue) to
the property lines of all abutting property in the following streets
in such manner as to properly serve the property benefitted.
Clements street from Ieieyers southward to the Benton noad or
Bridge street.
Benton Road or Bridge street from Clements street southward to
Vassuer street.
Meyers street from the concrete Arch Bridge over Island Creex
mown as the 4th street bridge eastward to a point 440 feet eastward
from i,00dward street.
Meyers street from a point 770 feet eastward from i,00dward
street eastward a distance of 2000 feet.
SECTION 4.
Notice is hereby given to the owners of all property in said Zone
and all property bounding or abutting on any of said streets, alleys
or highways, that the cost of constructing of said sewer will be as-
sessed against such property in the manner hereinabove provided.
SECTION 5.
A blue print or plat showing the boundary of sewer zone No. 1,
naming and showing the streets embraced in said zone, and showing the
line and course of the sewer to be constructed hereunder, is filed
herewith and made a part hereof, marked exhibit A.

SECTION 6.
For additional information of the public and owners of prop-
erty in said zone, a blue print or plat showing the boundary of said
sewer zone and showing the streets embraced therein, and the line and
course of the sewer to be constructed hereunder, will be found on file
in the office of the City Engineer of the city of Paducah, and may be
inspected at any time upon application at said office.
SECTION 7.
This resolution shall take effect and be in force after its
passage, approval and publication ; and any previous resolutions in
conflict herewith is hereby repealed.
