17HEREAS, the general council of the City of Paducah, Kentucky,
has heretofore, to -wit: on the 141-th day of July, 1926, adopted an ordinanc
entitled, "AN ORDINANCE PROVIDING FOR THE FOLLO'3111G NAITED STMU'M IN THE

said grading and graveling, together with the necessary manholes, intakes;

7.'HE1EAS, pursuant to said ordinance a contract was entered int
on the 7th day of September, 1926, between Fite -Yancey, contractors, and
the City of Paducah, Kentucky, for the grading and graveling, of same; and
C.RILREAS, said contract has been completed and duly accepted by
the General Council on the 6---q day of Oen, 1927, pursuant to the rec-
i' ormnendation of the Board of Public ':Yorks of said city, KOT:T, TI1-IREFORE,
13B IT ORDAINED BY THE GENERAL COTTMIL OF THE CITY OF PADUCAH,
KENTUCKY:
SECTION 1.
That all property on both sides of Cox_ey Street, from the west
property line of Lincoln Street to the east property line of the Chicago,
St. Louis & New Orleans Railroad Company; Twenty-fourth Street, from"the
north property line of the Hinkleville Road to the south property line of
Mildred Street, in the City of Paducah, Kentucky, be, and the same is,

hereby assessed for the grading and gravelin;; of same, together :with all
necessary manholes, intakes, catch basins and sewer pipe connections, as
follows:
For Gravel Street construction on Coxey Street, 40 feet in width, per
abutting foot ;,1.75
For Gravel Street construction on 24th Street-, 37 feet in width, per
abutting foot ................................. .;1.'70
Interest Cost ................................ ,10.024415771 per dollar of
construction cost.
SECTION 2.
That funds derived from the assessment of said property shall be
used for the purpose of paying off the special tax bills issued against
said property, or such bonds as may be issued by the City of: Paducah,
Kentucky, pursuant to Section 3101 of the I'entucky Statutes.
SECTION 3.
That pursuant to Section 31.01 of the Kentucky Statutes, said tax
assessment may, at the option of the property owners be payable in cash
without interest within thirty days from the date of passage and publi-
cation of this Ordinance, or in ten annual installments, provided the
property owners within thirty clays enter into a written agreement with
said City, in accordance lith the provisions of said Section 3101 of the

Kentucky Statutes.
SECTION 4.
In order to provide the funds for the immediate payment of the costli
of that portion of the special assessments herein provided for, which may
be paid on the ten year installment plan, as hereinabove provided, the
City of Paducah may issue -and sell improvement bonds, and to secure the
payment of such bonds, there is hereby pledged such taxes and liens on
the property assessed herein for -the paymont of principal and interest,
but such bonds shall not be sold for less than par, and the proceeds de-
rived therefrom shall be applied exclv..sively to the payment of the cost
of such construction as hereinabove provided; and such bonds, if issued,
shall bear interest and shall be payable in accordance with the provis-
ions of Section 3101 of the Kentucky Statutes.
SECTION 5.
This Ordinance shall take effect and be in force fromcnd after its
passage, approval and publication.
