BE IT ORDAINED BY THE GENERAL COUi!CIL OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That 17heeler Avenue, from the south property line of Jackson to the west property line of "B" Street, in the city of Paducah, Kentucky, be improved by the grading and gravelling of same, together with all necessary manholes, intakes, catch basins and sewer pipe connections, in accordance with the plans and specifications provided therefor by the City Engineer, which will appear on file in the office of the City Engineer, and are now referred to and made part hereof, as if specifically set forth herein. SECTION 2. Said construction shall be made under the direction and super- vision of the City Engineer and Board of Public "forks of said City, and shall commence and be completed at the time designated by contract. i SECTION 3. i' The cost of such construction shall be paid for wholly by the property owners fronting ro abutting thereon, to be apportioned to and assessed against the property and property owners abutting thereon, according to the number of abutting feet, except that portion to be paid by the City of Paducah as required by law. SECTION 4. it i' The contractor awarded the contract for the improvement herein i it �i provided for shall be paid in accordance with the terms and provisions in Sections 3096, 3100, 3101 and 3102 of the Kentucky Statutes. • IIS !I SECTION 5. The Mayor of said City is hereby authorized and directed to execute contract and accept bond required to be executed by the eon- i tractor awarded the contract for such improvement. No. 1078 SECTION 6. Bids shall be received for the improvement herein provided for, AMh in accordance with the plans and specifications made and provided therefor by the City Engineer, and the contract therefor shall be awarded to the lowest and best bidder, except the right is expressly reserved to reject any and all bids within the discretion of the General Council, and said General Council may accept any bid which appears to be for the best interest of said City. SECTION 7. The Board of Public Works is hereby authorized and directed to advertise for bids for the construction of said improvement, and to make report of same to the General Council, together with its recommendation for the acceptance of any of same or the rejection of all of same.
