",'HEREAS, the General Council of the City of Paducah, Kentucky,
has heretofore, to -wit, on the 14th day of July, 1926, adopted an
ordinance, entitled, "AN ORDINANCE PROVIDING FOR THE II.?PROVET:?ENT OF
SIXTH STREET FROM THE SOUTH PROPERTY LINE OF TENNESSEE STREET TO THE
"EST PROPERTY LINE OF BROAD ST7HET; BROAD STREET FROI'.I THE EAST PROPERTY
LINE, OF SIXTH STREET TO THE SO"TH PROPERTY LINE. OF BRIDGE, STREET, IN
THE CITY OF PADUCAH, KENTUCKY, BY THE CONSTRUCTION OF A HARD SURFACE

THEREFOR BY THE CITY ENGINEER, TOGETHER 71ITH ALL NECESSARY P"ANHOLES,

BE PAID IN ACCORDANCE 77ITH THE PROVISIONS OF THE TEN YEAR PAYFENT PLAN";
and,
1"HEREAS, it was provided in such ordinance that the cost of con-
struction of said roadway, together with all necessary manholes, in-
takes, catch b.sins and sewer pipe connections, be naid for by the
abutting property on both! sides of said street, except that portion
to be Haid by the City of Paducah as required b y law; and,
".1IEREAS, pursuant to said ordinance a. contract was entered into
on the 6th day of August, 1926, between the D.J. Ryan Construction Co.,
Des Moines, Iowa, and the City of Paducah, for the construction of same;
and,
'.'M ERFAS, said contract has been completed and duly E�ccepted by
the General Council on the 19th day of September, 1927, pursuant to
the recommendation of the Board of Public V!orks of Said City, NOT,
THEREFORE:

That all property on both sides of Sixth Street from the south
property line of Tennessee Street to the west property lire of Broad
Street; Broad Street from the east property lire of Sixth Street to the
south property line of Bridge Street, in the City of Paducah, Kentucky,
be, and the same is, hereby assessed for and the cost rf construction of
a hard surface roadway, consisting of a concrete foundation with a.
sheet asphalt top, as shown on plans, and curbs and gutters together
with all necessary manholes, intakes, catch basins and sewer pipe con-
nections as follows:

Ilas particularly shown by the City Engineer's estimate of said cost,
Il filed and approved by the General Council of said City, and which will

II annear on file in the offices of the City Clerk and City Engineer, res-
nectively, and which is now referred to and made part hereof.
S'r:CTION 2.
That the funds derived from the assessment; of said nroperty shall
be used for the purpose of paying off the special tax bills issued
against said property, or such bonds as may be issued by theCity of
Paducah, Kentucky, pursuant to Section 3101 of the Kentucky Statutes.;
SECTION 3.
That pursuant to Section 3101 of the Kentucky Statutes, said
tax assessments, may at the option of thenronerty owners, be neyable
in cash without interest within thirty days from the date of passage
and publication of this Ordinance, or in ten anivial installments,
provided the nroperty owners within thirty days enter into a written

spreement with said City, in accordance with the provisions of Section
3101 of the Kentucky Statutes.
SECTION 4.
In order to provide the funds for the immediate payment of the cost
of that nortion of the sneeial assessments herein nrovided for, which
may be na.id on the ten year installment plan, as hereinabove Provided,
the City of Paducah may issue and sell imnrovement bonds, and to secure
the nayment of such bonds, there is hereby pledf,,cd such t&7,( -s and liens
on the oronerty assessed herein for the payment of principal and interest
but such bonds shall not be sold for less than nar, and the proceeds de-
rived therefrom shall be annlied exclusively to the payment of the cost
of such construction as hereinabove provided; and such bonds, if issued
shall bear interest and shall be payble in accordance with the provisions
of Section 3101 of the Kentucky Statutes.
SMCTION 5.
This Ordinance shall take effect and be. -in force from and after
its nassage, apnroval and publication.
