- AN ORDINANCE ASSESSING THE ABUTTING PROPERTY ON BOTH SIDES
OF 6TH STREET, FROM THE NORTH PROPERTY LINE OF?CLARK STREET TO THE
SOUTH PROPERTY LINE OF TENNESSEE STREET, IN THE CITY OF PADUCAH,
KENTUCKY, FOR THE COST OF CONSTRUCTION OF A LHARn_ISURFA-CEIROATINAY,
ICONSISTING OF A CONCRETE FOUNDATION 17ITH A SHEET ASPHALT TOP, AS
SHOWN ON PLANS, TOGETHER WITH ALL NECESSARY MANHOLES INTAKES
CATCH BASINS AND SEPlER PIPE CONNECTIONS, EXCEPT THAT PORTION TO BE
PAID FOR BY THE CITY OF PADUCAH, AND PROVIDING TELT SAID COST MAY
BE PAID FOR BY TEN ANNUAL INSTALLMENTS IN COMPLIANCE WITH THE KENTUCKY
STATUTES APPLICABLE THERETO.
WHEREAS, the General Council of the City of Paducah, Keiitueiry,
has heretofore, to -wit, on the 28th day of March, 1927, adopted an
ordinance entitled,"AN ORDINANCE PROVIDING FOR THE IMPROVEMENT OF

TO THE NORTH PROPERTY LINE OF CLARY. STREET, IN THE CITY OF PADUCAH,
KENTUCKY,,,. BY THE CONSTRUCTION OF A HARD SURFACE ROAD7.'AY, TOGETHER
WITH ALL NECES ARY IflANHOLES, CATCH BASINS, INTAKES, DRIVEWAYS AND

SEWER PIPE CONNECTIONS, IN ACCORDi.NCE WITH THE PLANS AND SPECIFICATIONS
i
PROVIDED THEREFOR BY THE CITY ENGINEER, AT THE COST OF THE ABUTTING
PROPERTY OWNERS, AND PROVIDING THaT THE COST OF SUCH CONSTRUCTIOPI
MAY BE PAID IN ACCORDANCE WITH THE PROVISIONS OF THE TEN YEIR PAY-
MENT PLAN.": AND,
i, WHE".EAS, it was provided in such ordinance that the cost of-
construction
fconstruction of said roadway, together with all necessary manholes,
i
it intakes, catch basins and sewer pipe conneetions be paid for by the
abutting property on both side of said streets, except that portion
to be paid by the City of Paducah as required by law; and,
WHEREAS, pursuant to said ordinance a contract was entered
into on the 10th day of May, 1927, between the Southern Roads Company,
of Birmingham, Alabama, and the City of Paducah, Kentucky, for the
construction of same; and,
WHEREAS, said contract has been completed and duly accepted
by the General Council on the 6th day of September, 1927, pursuant to
the recommendations of the Board of PublicWorks of said City, NOW,
THEREFORE:
BE IT ORDAINED B" THE GENERAL COUNCIL OF THECITY
OF PADUCAH, KENTUCKY:
SECTION 1.
That all property on both sides of 6th Street, .from the North
Property line Of Clark Street to the south property line of Tennessee
Street, in the City of Paducah, Kentucky, be, and the same is, hereby
assessed for the cost of construction of a hard surface roadway, con-
gisting of a concrete foundation with a sheet asphalt torr, as shown

on plans, togetner with all necessary manholes, intakes, 6atch basins
and sewer pine connections as follows:
From the south property line of Clark Street to the north property

As particularly shown by the City Engineer+s estimate of said cost
filed and approved by the General Council of said City, and which will
appear onrfi�e in the offices of the City Clerk -and City Engineer,
respectively, and which are now referred to and made part hereof.
SECTION 2.
That the funds derived from the assessment of said property
shall be used for the purpose of paying off the special tax bills
issued against said property, or such bonds as may be issued by the
City of Paducah, Kentucky, purs,iant to Section 3101 of the nentucky
Statutes. SECTION.
That pursuant to Section 3101 of the Kentucky .Statutes said

tax assessment may, at the option of the property owners, be payable
in cash without interest within thirty days from the date of passage
and publication of thisordinance, or in ten annual installments,
i provided the property owners within thirty days enter into a written
agreement with said City, in accordance with the provisions of said
Section 3101 of the Kentucky Statutes.
SECTION 4.
In order to provide the funds for the immediate payment of
the cost of that portion of the special assessments herein provided
for, which may be paid on the ten year installment plan, as hereinabove
provided, the City of Paducah may issue and sell improvement bonds, and
to secure the payment of such bonds, there is hereby pledged such taxes
and liens on the property assessed herein for the payment of principal e
interest, but such bonds shall not be sold for less than par, and the
proceeds derived therefrom shall be applied exclusively to the payment c
the cost of such construction as hereinabove provided; and sach bonds, i
issued, shall bear interest and shall be payable in accordance with the
provisions of Section 3101 of the Kentucky Statutes.

SECTION 5.
This ordinance shall take effedt and be in force from and after
its passage, approval and publication.
