AND PRO- VIDING T14AT SAYE SPALL BE CONSTRUCTED UPON THE TEN YEAR IAYYENT PLAN. BE IT ORDAINED BY THE BOARD OF C01'2.11SSIONLPS OF TFF CITY OF PADUCAH. KENTUCKY: SECTION 1. That Tenth Street from the North property line of Jefferson Street to the South property line of Madison Street, in the City of Paducah, Kentucky, be, and the same is hereby ordered to be constructed with concrete, or any other improved paving' material, as may be deter- mined by the Board of Commissioners as the best and most economical material for the construction thereof, and that all necessary manholes, catch basins, intakes and sewer pipe connections be made, upon bids made therefor, and all to be done in strict accordance "with the plans, grades, specifications,.widths and profiles prepared in the office of the Commis-! sioner of ,Public'•'.7orks, all -of which are adopted as a part of this Ordi- nance, as fully as if embraced herein or attached hereto and made a part hereof, marked "A" for more specific identification. No. 19.'%. _ Ordinance No. SECTION 2. That said work shall be constructed under the direction and supervi- sion of the Commissioner of Public ,forks, and shall be commenced at the time desimated by contract for tho performance of said work, and completed on or before December 10th, 1923. SECT ION 3. I The cost of such construction of said work shall be paid for wholly by the property owners abutting or fronting thereon, to be appor-tioned to and assessed against the property and property owners thereon, according to the number of abutting feet thereof, except that portion to be paid for by the City of Paducah, Kentucky, as required by law. SECTION 4. The Contractor awarded the contract for the work herein, shall The paid as provided in Sections 3096, 3100, 3101 and 3102 0£ the Kentucky I IStatutes. SECTION 5. The 1.1ayor is hereby authorized and directed to execute all writ- ten contracts ank bonds :vith the successful bidder for the construction of said improvement, as required by law. SECTION 6. Bids shall be received for the construction of said improvement, according to the plans and specifications made and provided therefor by the Commissioner of Public :7orks, and the contract therefor shall be award- ed to the lowest and best bidder, except the right is expressly reserved to reject any and all bids, within the discretion of the Board of Commission- ers, but they may accept any bid which is for the best interest of the City of Paducah. SECT ION 7. The Commissioner of Public Vlorks is hereby given the right and authority to advertise for bids for the construction of said improvement, but the manner of advertising and the time and place for receiving said bids shall be designated by the Board of Commissioners.
