AN ORDINANCE REGULATING THE SiiLE OF I.Mi.T AND FOULS IN
THE CITY OF PADUCAH AND THE G%:NTING OF PERMITS THEREFOR BY THE BOARD
OF HEt=H OF THE CITY OF PADUM H, KENTUCKY: -
Be it ordained by the Board of Commissioners of the City
of Paducah, Kentucky: -
Sec. 1. That it shall be unlawful for any person, firm,
company or corporation to sell any fresh meat or the products thereof or
any slaughtered fowls either by wholesale or retail in the City of
Paducah without first obtaining a permit so to do from the Board of
Health of the City of Paducah.
Sec. 2. Said permit shall only be issued upon a certifi-
cate signed by the Meat, I+Iilk and Live Stock_ Inspector of the City of
Paducah and that the applicant therefor has complied with all the terms
and conditions of this ordinance and said permit shall be issued subject
to revocation by the Board of Health upon satisfactory evidence that
said applicant has violated any of the terms and conditions of this
ordinance.
Sec. 3. 911 slaughter houses or premises in or on which
cattle is slaughtered or from which any meat is furnished for sale in
the City of Paducah shall be suitably lighted, ventilated and maintained
in a sanitary condition and shall be provided with sufficient drainage,
with the pipes properly trapped and with other approved sewer connections.
All work in such establishments or on such premises shall be performed
in a cleanly and sanitary manner.
See. 4. The ceilings, walls, pillars, partitions, tables,
benches, blocks, floors, etc., used in said slaughter houses shall be
kept in a sanitary condition and when necessary shall be washed, scraped,
painted or otherwise treated as required in order to keep them in a
cleanly and sanitary condition. Sphere the floors or other parts of a
building, or tables, or other parts of equipment are so old or in such
poor condition that they cannot be readily made sanitary, they shall be
removed and replaced by suitable material. All walks, platforms or
approaches leading into said slaughter houses shall be kept clean to
prevent tracking of dirt into same.
Sec. 5. 911 trucks, drays or other receptacles and all
chutes, platforms, racks, tables, and all knives, saws, cleavers or
other tools and all utensils, machinery and vehicles used in moving,
handling, cutting, chopping, mixing, canning, rendering or in any
way used in connection with the handling of any meats, or the products
thereof, shall be thoroughly cleaned and free from any contamination
before using same..

Sec. 6. 1,10 person affected with tuberculosis or any
communicable disease shall be employed in, or perriitted to work in,
or to loiter around any of the departments where carcasses are
dressed or any meat is handled, or any meat food products are pre-
pared, and any employee of such establishment vho may be suspected of
being so affected shall be reported by the owner or operator or
person in charge of such establishment to the Board of Health.
See. 7. All rooms or compartments in which meat or meat
food products are prepared, cured, stored, packed or otherwise handled
shall be free from odors and shall be suffieiettly removed from toilet
rooms, toilet basins, catch basins, casing department, tank room, hide
cellars, etc., to keep said products so handled free from any contam-
ination by reason thereof, and said rooms or compartments shall be
kept free from dies, bugs, mosquitos or other insects or vermine,
by screening or other methods to.be approved by the Board of Health.
All rooms or compartments in such slaughter house shall be provided
with cuspidors of such shape as not to be readily up -set, and of
such material and construction as to be readily disinfected, and all
employees or persons in said establishment shall be required to use
said cuspidors when expectorating.
Sec. B. the feeding of hogs or other animals on the
refuse of the slaughter house shall not be permitted on the premises
occupied by said slaughter house or within twenty-five yards of said
slaughter house, and no use incompatible with proper sanitation shall
be made of any part of the premises on which such establishment is
located. All yards, fences, pens, chutes, alleys belonging to the
premises of such establishment - whether they are used or not - shall
be maintained in a sanitary condition, and no nuisance shall be allowed
in such establishment or on its premises.
Sec. 9. In all establishments and on all premises
where fowls are prepared for sale, by retail or wholesale, the same
sanitary measures governing and regulating slaughter houses as here-
inbefore provided must be adhered to, and in addition thereto all
refuse, including feathers, must be removed from the premises at
least once each week and all such refuse left on said premises for a
longer period than one day shall be placed in barrels or tight boxes,
thoroughly disinfected, in the manner and with such material as shall
be provided by the Board of health.

Sec. 10.. Any person, firm, company or corporation
selling any meat or food products, or fowls in the City of Paducah,
either by wholesale or retail, without first having obtained a
permit, so to do, under the terms of this ordinance, shall be
fined n(t less than ? 5.00 nor more thFn 1 100.00 for each offense.
Sec. 11. This ordinance shall take effect and be in
force from and after its passage, and approval.
