7HEREAS, The Board of Commissioners of the City of Paducah,
Kentucky, has heretofore, to -wit: on the 9th day of Ieiay, 1921, adopted
an ordinance entitled, "AN ORDINANCE PROVIDING FOR THE CONSTRUCTION OF
CONCRETE SIDE'7ALIVS, CURBS AIM GUTTERS, AND ALL ITECESSARY I;:ANHOLES, Id-
TAiES, SE'°ERS AND CATCH BASINS ON BOTH SIDES OF NORTH SIXTEENTH STREET,
FP.OY THE NORTH GUTTER LINE OF JEFFERSON STREET TO THE SOUTH GUTTER LINE
OF TR IIBIE STREET, IN THE CITY OF PADUCAH, KENTUCKY, AT THE COST OF THE
ABUTTII'TG PROPERTY O`.71TFRS, AND PROVIDING THAT .UAT. , I:11Y BE PAID FOR UPON
THE TEN YEAR PAY1:2NT PLAN;" and,
VIH>HREAS, in accordance with said Ordinance it was prodded that
the cost of construction of said sidewalks, curbs and gutters, and all
necessary manholes, intakes, sewers, catch basins and driveways, shall
be paid for by the abutting property o,aners, on both sides thereof, _
except that portion to be paid for by the City of Paducah, as required
by law; and,
JF??EAS, pursuant to said ordinance, a cor_tract was entered into
by and between Reynolds Brothers, Contractors, of Paducah, Kentucky,
and the City of Paducah, Kentucky, for the cor_struction thereof; and,
NITEREAS, said contract has been completed, in all respects, and

the ✓)rk thereof finished and accepted by the Board of Commissioners of
the City of Paducah, Kentucky, on the 13th day of December, 1921, pursu-
ant to the recommendation made therefor by the Commissioner of Public
.Affairs, and the Engineer's estimate of the cost thereof having been
confirmed, now, therefore, -

That all oz the property on both sides of North Sixteenth Street;
'ifrom the North gutter line of Jefferson Street to the South gutter line of

,Trimble Street, 'in the City of Paducah, Kentucky, be, and the same is here-
by assessed the sum of 81.791175 per abutting toot, for the cost of con-
struction of said sidewalks, curbs, gutters, manholes, intakes, sewers,
catch basins and. driveways.

SECTION 2.
That all of the f urcis derived from the assessment of said pro-
perty aforesaid, shall be used for the purpose of paying off the special
tax bills issued against said property, or such bonds as may be issued by
the City of Paducah, pursuant to Section 3101 of the Kentucky Statutes.

SECTION 3.
That pursuant to Section 3101 of the Kentucky Statutes, said
assessments may be, at the option of the property owners, payable in cash
within thirty (30) days from the publication of this ordinance, or in ten
annual installments as provided in said section.
SECTION 4.
In order to provide a fund for the immediate payment of the cost;
of that portion_ of the said assessment ;which may be paid on the Ten Year
Payment Plan, the City of Paducah may issue and.sell improvement bonds, and ,
to secure the payment of said bonds, there is hereby pledged such taxes and,
liens on the
property assessed herein for the payment of the principal and
interest, but such bonds shall not be sold for less than par and the pro-
ceeds thereof applied exclusively in payment of the improvements herein-
before mentioned, and such bonds, if issued, shall bear interest and shall
be payable in accordance with the provisions of Sections 3101 and .3102 of
the Kentucky Statutes.
SECT -ION 5.
This Ordinance shall take effect
and be in force
after its passage,
record and publication.
