AN ORDINANCE REGULATING THE OCCUPATION, BUSINESS OR PROFESSION
OF RUNNING AN AUTOMOBILE OR MOTOR CAR FOR HIRE IN THE CITY OF PkI)MiH,
KENTUCKY, AND REQUIRING OPENERS OF AUTOMOBILES TO REGISTER THE STrTE
LICENSE NUT.iBER IN THE OFFICE OF THE COL.rISSIONER OF PUBLIC FINANCE OF
THE CITY OF P�DUCiLH, KENTUCKY.

OF PADUCAH, KENTUCKY :-
Sec. 1- That any person who shall engage in the occupation or
business of operating any car in the City of Paducah for hire, either
as an oder or as an employee or agent of the owner of such car, and
all persons engaged in the business or occupation of operating cars
for other persons for hire, shall first obtain a certificate, in terms
' and figures as hereinafter set out, from the City of Paducah, Kentucky.
Said certificate shall be issued by the Commissioner of Public Finance
of the City of raducah upon application therefor and upon payment of
a fee of one (9"1.00) dollar by said applicant.
Sec. 2- Said applicant shall state, upon proper application
forms to be provided by the said City of Paducah, his age and color -
where employed as a chauffeur - the name of his employer - the number
and date of the chauffeurs license issued to him by the State, and
shall be required to exhibit upon such application the chauffeur's
license and badge issued to him by the Commonwealth of Kentucky, and
thereupon, it shall be the duty of the Commissioner of Public Finance
to enter the name of such applicant upon a register kept for that
purpose, in alphabetical order, and to assign to him a number, which
number shall be known as the registered City number - and a record of
which shall be kept separate from such registration, in numerical
order, with the name of such applicant opposite thereto.
Sec. 3- The funds derived from the payment of said hereinbefore
mentioned registration fee, shall be kept separate, and the costs of
supplying the necessary equipment and materials to carry out the terms
of this Ordinance shall be paid 'therefrom, and the balance thereof
shall be kept in a separate fund, to be apportioned by the Board of
Commissioners as they may see fit.
Sec. 4- Should any applicant be found guilty of violating any
law of the State of Kentucky or Ordinance of the City of Paducah
regulating, controlling or prohibiting the speed at which automobiles

may be driven on the streets of the City of Paducah, or of reckless
driving, or of driving on any side of the street prohibited by the
laws of the State of Kentucky or City of Paducah, or of being
intoxicated while driving any car, same shat 1 be considered a prima
facia case of a violation of this Ordinance, and every time such
applicant shall operate a car thereafter, for a period of three months
from the time of his conviction as aforesaid, in any court of com-
petent jurisdiction, shall be considered a separate and distinct
offense under the terms of this Ordinance - but at the expiration
of three months after said applicant has been so convicted he may
apply to the Board of Commissioners of the .City of Paducah and,
thereupon, be permitted - if they see fit so to order - to operate an
automobile or motor car in the City of Paducah thereafter under such
terms and conditions as they may then and there set out, but in no
event shall a registration fee of more than one (1.00) dollar be
charged for any one person during any continuous twelve (12) months.
Sec. 5- The Board of Commissioners shall have the right at
any time to suspend or revoke the right of said applicant to operate
a car in the City of Paducah under the terms of this Ordinance, and
in the case of suspension said Board shall fix the time and terms for
which said applicant shall be suspended from operating said car, and
in case of a revocation of his right to operate said car, then same
shall be under the same terms and conditions as if he had been con-
victed in a Court of competent jurisdiction, as hereinbefore set out.
Sec, 6- Before, however, the Commissioners - upon hearing -
shall be permitted to suspend or revoke the right of any applicant to
operate an automobile in the City of Paducah, as sdt out in the pre-
ceding Section, the said applicant shall be notified of the time and
place, not less than five (5) days, at which said hearing will be
held, and shall have the right to introduce such witnesses as he may
deem proper upon the hearing of such complaint - and the said Board
of Commissioners shall likewise have the right to introduce such
testimony, upon such hearing, as they may deem proper.
Sec. 7- It shall be the duty of every person, firm, company
or corporation of the City of Paducah owning or operating any auto-
mobile, motor car or motor truck within the City of Paducah, to furnish
to the Commissioner of Finance of the City of Paducah the license
number of said car issued by the Commonwealth of Kentucky, for the
purpose of registration in the office of the Commissioner of Public
Finance, and it shall likewise be the duty of the Commissioner of
Public Finance to keep a record, alphabetically, of the owners of such
cars so reporting their registered numbers, and a record of the numbers

of said cars, numerically arranged, with the name of the owners or
operators thereof opposite the said numbers.
Sec. 8- Any person, firm, company or corporation failing to
comply with any of the terms or conditions of this Ordinance shall be
fined not less than Ten (410.00) dollars nor more than Twenty-five
(425.00) dollars for each offense, and for every act on the part of
such owner or operator in violation hereof, and every day that such
owner or operator fails to comply with any of the terms or conditions
hereof shall be considered a separate offense.
Sec. 9 This Ordinance shall take effect and be in force from
and after its passage and approval.
