SECTION 1.
I;
That the sidevralks, curbs and gutters, to7ether with the necessary
!manholes, intakes, catch basins and sewers on both sides of North Sixteenth
i
Street, from the North gutter line of Jefferson Street to the South gutter
line of Trimble Street, in the City of Paducah, Kentucky, be, and the same
are hereb., ordered to be constructed; that said sidewa�,,s, curbs and gutters
shall be constructed of concrete material, suitable :in all respects for such

construction, and al.l to be done in strict accordance with the plans,
grades, specifications, widths and profiles prepared in the office of
Commissioner of Public Affairs, and. all of which are adopted as a part
of this Ordinance as fully as if embraced herein or attached hereto and
made a past hereof, and marked "A" for more specific identification.
SECTION 2.
That said work shall be constructed under the direction and super-
vision of the Commissioner of Public Affairs, and shall be commenced at
a time designated by contract for the performance of said work, and com-
pleted on or before SETEIT months after the passage and recording of this
Ordinance.
SECTION 3.
That the cost of such construction of said sidewalks, curbs and
gutters, and the necessary manholes, intakes, catch basins and sewers,
shall be paid for wholly by the property ormers abutting or fronting
thereon, on both sides thereof, to be alportioned to and assessed against
the property and property o-:rners abutting thereon, on both sides thereof,
according to the number of front feet abutting thereon, except the cor-
ner lots abutting upon said improvement shall pay for the entire cost of
all the intersections, in addition to the abutting property immediately
in front thereof.
SECTION 4.
The Contractor awarded the contract for the work herein provided
for shall be paid only from the funds arising from the Special Tax Bills
and Assessments against the property abutting the improvement herein pro-
vided for, and in no other way, eseept that the said Contractor may be
pn.id out of such bonds as may be issued, in accordance with the laws of
the City of Paducah and charter of cities of the second class of the Stat
of yentucky; and, for the payment of which, said tax bills and assess-
ments may be pledged by the said City of Paducah; and in no event shall t e
c id City of Paducah be liable to the contractor for the construction of

SECTION 5.
The Contractor awarded the contract herein provided for shall
be paid monthly by Improvement i7errants issued by the City of Taducah upc
estimates furnished by the Commissioner of 'Public Affairs, to the extent

of the Board of Commissioners. Said Improvement ':/arrants shall be
negotiable, and sha11 constitute a lion upon the local. taxes to be here-
after levied for such improvement, and shn1 1 be payable at the office of
the Commissioner of rublic Finance, without notice to the holder thereof,
upon completion and aecept2rce of the work herein provided for, out of
the first collection of such local taxes, or out of the proceeds of the
sale of any Improvement Bonds issued in anticipation of such local. taxes.
The interest on such ImIrovement Warrants shall be estimated and assessed j
as a part of the cost of the improvement herein provided, for.
SECT ION 6.
The ;::a.yor is hereby authorized and directed to execute all.
ereitten contracts and bonds ;litji the successful bidder for the construction
of said improvement, as required by law.
SECTIOid 7.
Bids shall be received for the construction of said work,
according to plans and specifications made and provided therefor by the
Commissioner of rublic :affairs, and reported to the Board of Commissioners
at the next regular or called meeting, and said Board of Commissioners
shall award the contract therefor to the lowest and best bidder, except
the right is expressly reserved to reject any and all bids, within the
discretion of said Board of Commissioners.
SEC'iI01' S.
This Ordinance shall take c"feet and be in force ten (10) Days
after its passage.
