BE IT ORDAINED BY THE BOARD OF COItIi.'IISSIONERS OF THE CITY 01 PADU-
CAH, KENTUCKY:
SECTION 1.
I
That Section 2 of an ordinance entitled, 'TAN ORDINANCE DETERI::IIIING
THE FUNCTIONS, OF THE DEPARTi3EI`iTS OF PUBLIC .AFFP_IRS, PUBLIC FIIIANCE, PUBLIC;
SAFETY, PUBMC `,VORKS 1_i?D PUBLIC PROPERTY, AND PRESCRIBING THE DUTIES OF
THE COI:Il:iISSIONERS OF THE CITY.OF PADUCAH, I,,JMCKY,TT which was adopted by
the Board of Commissioners of the City of Paducah on the 5th day of Jam7_
ary 1920, be amended, extended and re -ordained, so that the same,.so
amended, extended and re -ordained, shall read as follows:
"SECTION 2. DEaA_RT:.]o1TT OF PUBLIC AFFAIRS.
The i._ayor shall be the Commissioner of 'the Department of !'ublic
Affairs, and he shall have general advisory supervision over the affairs i
of all the departments. He shall preside at the meetings of the Board;
and he shall sign all resolutions, measures and ordinances that are adopt
ed. by the Board; but, in his absence from meetings.of the Board, the
minutes, resolutions, measures and ordinances shall be sighed by the ItTayor
pro tem.
If the Mayor, or I+ia.yor pro tem shall refuse or decline to sign tile 'I
minutes, or any resolution, measure or ordinance, as herein provided, the
same shall be signed by two of the Commissioners, to have the same effect
as if signed by the Mayor, or Mayor pro tem.
The I:iayor, as Commissioner of the Department of Public Affairs,
shall also perform 0.11 the duties imposed upon him by law, and such other
duties as may be conferred upon him by the Board of Commissioners, and not
inconsistent with lar. He shall be the chief executive officer of the
City of Paducah; and, as such, shall perform all executive and administra-
tive functions ex»ressly invested in him by lar, or conferred upon him by
the Board of Commissioners.
The follo,iin,, branches of the public service are hereby assil;ned
to the Department of Public Affairs:
All City charities and affiliated charitable organizations; ''he
Pest Louse; All public Health Service; The" Board- of Health; City -Health
Officers; City Physician; I,ieat E: ;::ilk Inspectors; Sanitary Officers; The
City Engineer, City Stenographer; City Solicitor; City Prosecuting, _ttorney;
City Courts; and all original and re -construction of streets, public nays, I
sidewalks, severs, bridges, viaducts, conduits and all public stauctures

except public buildings. Provided, that all re -construction work inci-
dent to the maintenance and upkeep of the streets, alleys, highways and;
sewers, shall be in the Department of Public Works. The inspection of
all work done, either under contract or b,, order of the Board of Com-
missioners shall be under the Department of Public Affairs.
There shall be elected from the Commissioners a Mayor pro
tem, who, in the absence or inability of the Mayor of the City to act,
shall become the i::aaor of the City of Paducah and be invested with all
the powers and shall perform all the duties of the ?:Iayor ."
SECTION 2.
That,Section 5 of said ordinance entitled, "APT ORDINANCE

lhich was adopted on January 5th, 1920, by the Board of Commissioners
of the City of Paducah, be amended, extended and re -ordained so that the
same shall road as follows:
"SECTION 5. THE DEPI:RTITCKITT .OF PUBLIC WORKS.
I
The Commissioner of Public '.forks shall have charge of the
following branches of the public service:
All the maintenance, upkeep and rena.i-rs upon the streets,
alleys, highways, sidewalks, gutters, viaducts, conduits, bridges, cul—
verts, and other public ways rtithin the City of Paducah, and the enforce-
ment of all ordinances relating to bill boards or other unsightly or
objectionable or dangerous buildings or structures upon or adjacent to
to the streets or other public Grays of the City. He shall have control:
of the City Light Plant, and general superintendency and direction of
all the officers, agents and employees of,the City connected with said

department, and of any ';pork that is done under said department. He
shall fip,the hours dining which all the employees in said department
shall be on duty, and shall make such rules and regulations for the
manage-ent and government of said employees as may be necessary for thei
efficient handling thereof, and all employees of said department shall
be subject to the rules and regulations so established or womulgated
by the Commissioner of Public ':forks. He=shall make monthly reports to
the Board of Commissioners on the state of his department, and such
Q� other reports as may be required from time to time."
SECTION 3.
All ordinances in conflict herewith are, to the extent of
.G --e such eonflict,hereby repealed.
SECTI0N 4.
This Ordirm.nce shall take effect from and,after its passage;
record and publication.
