V,MREAS, a petition has been filed with the Judge of the IaIcCrack- en Comity Coin t, seeking an election for the Purpose of destroying the pre- sent City Government; and, 4'1HE.REAS, many persons who signed said petition have indicated a desire to withdraw from said petition and protest against said election; and, VaE.REAS, the said Judge of the McCracken County Court has stated through the public press of the City that he will not allow the citizens to exercise their privilege of withdrawing from said petition; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COI-ELjISSIONERS OF THE CITY OF PADUCAH, I�EIITUCSY: SECTION 1 That we deplore this effort that is being made to embarrass, annoy and disrupt the present City Government of the City of Paducah, and we call upon all good citizens, in the exercise of their suffrage, when such an election has been called, to express their disapproval of this effort, which could have no other effect than to throe the City into great cor_fusion and to engulf all of its activities in violent partisan strife, and to destroy completely the present Civil Service, which is giving to the City most efficient service in all of its departments. SECTION 2. We further call upon all persons who have desired to withdraw from said petition for said election, to refrain from so doing, and to r allow said election to be called, so that all possible personal and politi- cal rancor, hatred and discontent, which is sought to be thrust upon the City, may be avoided as far as possible. SECTION 3. We deplore the fact that certain designing politicians, in order to fuxther their selfish ends, are seeking to overthrow and abolish the Present form of government in order that the present system of Civil Ser- vice may be abolished, and that the right of the people to have a, referen- dum vote upon the adoption of ordinances may be taken away from them. Vie heartily approve the retention of this referendum provision in the charter, which would be entirely destroyed if the Commission Form of Government should be abolished. lVe lilcewise fully and completely endorse the establishment and maintenance of Uivil Service among the city employees, and this system can not be established or maintained under the old form of government.
