OF A NURSES' H01,T, I FO' RIVERSIDE HOSPITAL IN THE CITY OF PADUCAH, I E11TUCKY, AICD PROiiIDING FO -n THE LETTING OF I: COUTRACT FOR THE PERFORLIDLYCE OF SAID ': ORY, AND PRO VIDING FOR THE FAYKENT THEREOF. WHEREAS, The Board of Commissioners heretofore authorized the! ISayor to enter into a contract with D. Harry Jamieson for the furnishing of specifications and plans and all drawings for finishing, remodelinS and extension and construction of the i�,arses' Home for -Riverside Hosroit-1 al for the City of Paducah, and, i .'I.HER.S_S, plans for said Nurses' Horne were afterwards prepared and adopted by the Board of Commissioners in accordance with said con- tract, and, t7HEREAS, The Board of Commissioners have heretofore adopted and approved the plans and specifications and alldrawings prepared by the Architect D. Harry Jamieson for the construction of said Nurses, Home, which Purses' Home is to be constructed on the Riverside Hos-nital I property of the City of Padue3h; now, therefore, BE IT ORDMTED BY THE BOLRD OF CO'-II]TISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That there shall be constructed upon the City's N.ospital real . estate a Vurses' Horne in connection with and _tor the benefit of River- side Hospital, pursuant to pl�.ns, specifications and draWings -ore-oared by _'architect D. n2rry Jami©son, which have heretofore been adonted ^nd N.. __6__Xt Ordinance No.___ approved by the Board of Cotmnissionors, and which are referred to and made a vert hereof as fully as if set -out herein. SECTIOIT 2. i That upon this Ordinance becoming effective, the Commissioner of Public .Property shall advertise, for ten days, for sealed bids, which bids,, when received at the time and place fixed for opening same in said adver- i I tisement, shall be opened by said Commissioner of Public Property, and said; bids shall be reported to the Board of Commissioners. Ind only the lowest and best bid may be accented, but all bids may be rejected. The success- ful bidder shall be required to enter into a. contract, with good and suffi=i tient bond, to be approved by the Mayor, for the faithful performance of said contract, and to secure the payment of all lien claims upon same, in accordance with the plans and specifications hereinbefore referred to, and said advertisement and said bids shall conform, in all respects, to the requirements of the plans and specifications mentioned and described and referred to in Section 1 hereof. SECTIOP 3. Said contractor shall be paid upon estimates of the "_rchitect in charge of and superintending said worm, in accordance with the provisions in the specifications mentioned and described in Section 1 hereof, and as said ;rork progresses, upon estimates of the Architect in charge of and superintending said work 80 per cent of the value thereof during the pro- gress of said work, and the balance, 20 per cent shall be paid to the con- tractor after said work has been completed and e.pproved by the Board of Commissioners of the City of Paducah, and after satisfactory evidence has been presented to said Board of Commissioners that all labor and material lien claims have been fully and_ completely satis=ied, and when said �rchi- tett has certified the completion of said work in accordance with the plans and specifications aforesaid. SECTION 4. The Architect shall, for all -purposes, be regarded as the agent of the owner, and he shall'be treated as on employee of the City of Padu- cah, and subject to the orders and supervi0ion of the Commissioner of Pub- C lic Property. SECTION 5. it is hereby declared that an emergency eyists for the immediate onstruction of said ilurses' Home, and for its immediate completion, be- cause of the -fact that the City of Paducah has no adequate place in which v� to house or to keep its nurses, and their residence at or adjacent to the Hospital is necessary for the pro-oer conduct of the City's Hospital, and, because thereof, it is hereby further ordained that this Ordinance shall take effect immediately upon its passa;e, record a.nd publication, and that it shall not be -require+ to L..�r over, as othor,;!ise provided f lair.
