BOARD OF PARK COMIMISSIONERS, YUM PRE- SCRIBING ITS PO':IERS IIID DUTIES. BE IT ORDIIMFD BY THE BC-A3D OF COi,2MSIOI,TRS OF THE CITY OF PADUQ.H, 12PTUCKY. SECTION 1. There is hereby created a Board of Park Commissioners, ,,Alich shall consist of rive persons, who shall. be citizens of the City of Paducah. The members of said Board of Park Commissioners shall be appointed by the Board. of Commissioners of the City of Paducah, and- they shall be emuloyees of said City, and slrll not be removed except for good. and sufficient cause, and shall serve as other employees operating under Civil Service in said City. The members of said Board of Park Commissioners shall serve without compensation, extent as hereinafter provided. Said Board of Park Commissioners and all employees thereof, and all prover - ties entrusted to the operation and control of said Board, are hereby assigned to the Department of Public Property. SECTION 2. The'Board of Park Commissioners shall have the care, management! and custody of all the parks and public grounds owned by the City of Paducah and now used for park purposes, or which may hereafter be so used, and the,parks in all boulevards, sidewalks and other public places; within said City, and shall supervise and control the laying and improve- meat of all walks, drives, roads and tree planting in all said parks, park boulevards and other parked :public ways. SECTION 3. Said Board of Park Commissioners shall recommend rules and ordinances for the protection of property and improvements belonging to, or in any wise appertaining to said parks, park ways, boulevards a.nd public squares, from injury or decay, and regulating the reasonable and proper use thereof, and to prevent injury to or mis-use of such parks, public squares, boulevards, drive ways and walks, and to prevent dis- order and improper conduct ijithin the precinct of any such parks or upon any drive way, walk, avenue or other public way under the control of said Board of Park Commissioners. SECTION 4. Said Board of Park Commissioners shall have charge of the planting, care, irrigation and protection of trees, shrubbery, flowers and grass upon all the parks, boulevards, avenues, streets, drive-waq-ys and other public ways within the City of Paducah, including the location and trimming of said trees, and the removal of dead or diseased trees, and. may prevent the mutilation of trees by any person or corporation, and may specify the kind, size and location of trees that may be -olanted on any of the streets, boulevards, park ways or other public ways of the City of Paducah. No. 4 —91 Ordinance Na_ SECTION 5. Said Board of Park Commissioners shall, within ten days after I the appointment of the members as herein provided, meet at some place to be designated by the i�•ia yor, and there organize, by electing one of their members as President and one other member as Secretary, and the officers of said Board of Park Commissioners, so elected, shall hold their offices at the pleasure of said Board of Park Commissioners. The Board of Park Commissioners may adopt rules and by-laws and may fix the time and place of its meetings, but said Board shall meet not less than once in each month. The President of said Board shall be the presiding officer there- of, and the Secretary shall keep complete and accurate records of all the proceedings of said Board, and he may perform such other duties as may be imposed upon him by said Board. The said Board of Park Commissioners shall have the right to employ all persons necessary to do the work inci- dent to the performance of the duties imposed upon said Board of Park Commissioners in this ordinance, and the care, upkeep and maintenance of r all park properties and other properties herein described, and a full, complete and accurate record shall be kept by the Secretary of such work and all expenses so incurred. All the employees of the Board of Park Commissioners shall be employees of the City of Paducah, and shall serve only at the pleasure of the Board of Park Commissioners, and subject to theapproval of the Board of Commissioners of the City of Paducah. The employees of the Board of Park Commissioners shall be paid semi-monthly as other employees of the City, and their pay -rolls shall be prepared, cer- tified and allowed as the pay -rolls of other employees. All bills'incurred on behalf of said Board of Park Commissioners shall be approved by the President or Secretary of said Board, and delivered to the Commissioner of the Department in charge of said Board of Park Commissioners. The Secre- tary of the Board of Park Commissioners, Then acting as supervisor also of the parks, public grounds, boulevards, parked ways, and in -the improve- ment, care and protection of the trees, shrubbery, flowers and grass there- on, shall be allowed compensation to be fixed by 'the Board of Park Commis- sioners, not to exceed, however, the sum of Five Hundred (:,',500.00) Dollars per annum. SECTIOPI 6. Said Board of Park Commissioners shall be authorized to assume, take over and hold for and on behalf of the City of Paducah all the public grounds, parks, boulevards and parked ways which have heretofore been held and controlled by the Board of Park Commissioners which was appointed pur- suant to an act of the General Assembly of Kentucky, which was adopted in March 1906. SEC'CIOIJ 7. The Board of Park Commissioners, as herein constituted, shall report annually at the first meeting in January of tre Board of Commission-, No. Ordinance No. —.__ ers of the City of Paducah its recommendations as to all improvements desired or necessary for and on behalf of parks, public grounds, boule- vards and parked ways within the City, an estimate of the probable i amount of money required for all park purposes, and shall likewise submit with such report itemized statements of all its expenditures for the i preceding year. SECTION S. The members of the Board of Park Commissioners shall be appoint- ed immediately upon the adoption of this Ordinam e. SECTION 9. All ordinances and parts of ordinances in conflict herewith are, to the extent of such conflict, ho-reby repealed. SECTIOF 10.
