nAD PUBLIC PROP3RTY, nND PRESCRIBING THE DUTIES OF THE COMMISSIONERS
OF THE CITY OF PADUCAH, KENTUCKY.
BE IT ORDAINED BY THE BOARD OF COLMISSIONERS OF THE CITY
OF PADUCAH, KENTUCKY:
SECTION 1.
That the executive and administrative powers, authority
and duties of the members of the Board of Commissioners of Paducah
are hereby distributed and assigned as hereinafter set -forth.
SECTION 2.
DEPARTISIT OF PUBLIC aFFxIRS.
The Kayor shall be the Commissioner of the Department of
public Affairs, and he shall have general advisory supervision over
the affairs of all the departments. He shall preside at the meet-
ings of the Board; and he shall sign all resolutions, measures and

ordinances that are adopted by the Board; but, in his absence from

meetings of the Board, the minutes, resolutions, measures and ordinances
shall be signed by the Mayor pro tem.
If the Mayor, or Idayor pro tem shall re:fuc,e or decline to sign
the minutes, or any resolution, measure or ordinance, as herein provided,
the same shall be signed by two of the Commissioners, to have the same
effect as if signed by the I.tayor, or Mayor pro tem.
The ,,ayor, as Commissioner of the department of Public Affairs,
shall also per-"orm all the duties imposed upon him by law, and such other
duties as may be conferred upon him by the Board of Commissioners, and
not inconsistent v.ith lac'. He shall be the chief executive officer of
the City of Paducah; and, as such, shall perform all executive and admin-
istrative functions expressly invested in him by lays, or conferred upon
him by the Board of Commissioners.
The following branchas of the public service are hereby assigned
Lo the Department of Public Affairs:
All City charities and affiliated charitable organizations; The
Pest House; and all Public Health Service except the following.: The
Board of Health; City Health Officers, City Physicians, I,reat and '.:ilk
Inspectors, and Sanitary Inspectors.
There shall be elected from the Commissioners a Mayor pro tem,
who, in the absence or inability of the L,ayor of the City to act, shall
become the Iayor•of the City of Paducah and be invested with all the
powers and small perform all the duties of the ISayor.
SECTION 3.
DEFAHTI.311T OF PUBLIC FINnNCE.
The Commissioner of Public Finance shall have charge of all the
fiscal acco!mts of the City, the.collection and disbursement of all funds
of the City, subject to the orders and directions of the Board of Com-
missioners, and shall have general supervision over all officers, agents
and employees assigned to, or perio nning any of the duties connected
with the assessing of property for taxation, the collection of taxes,
licenses and oLhor revenues, or the disbursement and safe keeping of all
fund's of the City.
Under his supervision and charge shall be all clerks, agents and
enployeas that may be assigned to the Department of Public Finance, mho
may be charged .,.ith any general or special duties pertaining to the
collection err disbursement of revenues or other moneys of the City of
Paducah. He shall cause accounts to be kept of all receipts and disburse-
ments, and shall audit anr, cause to be audited the accounts of all offi-
cers or employees entrusted with the receiving or disbursing of publio
funds, and make monthly reports to the Board of Commissioners of all

financial transactions of -the City. He shall examine, or cause to be
examined, and report to said Board upon all bills, accounts, pay -rolls
or claims before they are acted upon or allowed, unless otherv.ise pro-
vided by law or ordinance, /� He shall deposit all funds of the City in
bank or banks of the City .hich shall be selected by him as the author-
ized City Depository. He shall rapor� all delinquencies as to reports,.
collections and disbursements of taxes, assessments, fees and all
other money due or to become due to the City, toF,ether with such
recommendations as he may deem advisable. He sl -all keep the special
funds of the City raised by special assessments or apportioned to
special purposes in accounts separate from the general funds of the
city, and shall disburse'said funds only in the manner provided by
lay:, or by ordinance.
SECTION 4.
DEPnRT,:EIIT OF PUBLIC SaFETY
The Department of Public Safety shall have charge of the
follov,inr branches of the public service of the City of Paducah:
The Police Department and ail police officers, and all
other employees connected r;ith the Police Department, unless specif-
ically assigned by ordinance to sorsa other department of the City;
the Fire Department and all officers, firemen and employees connected
therewith; the City Jail and all officers, agents and employees cor_-
nected tnere�,ith; together .:ith all the equipment, properties, and
utensils used by, or portainine to the ope-ra',;ion of said Police De-
partment, Fire Department, and the City Jail; the foreman or chain
gang boss and the chain Pang, e.ccapt '..hen used for Fork upon the public
streets, highways and thoroup-hfares of the City.
The Commissioner of Public Safety shall have general super-
intendency and direction over all the officers, agents and employees
of his department, and shall have charge of all the equipment and para-
phernalia used by or in connection .ith said department. He shall have
authority to establish rules for the Police and Fire Departments, and
to assign mon in said department to such duties as he may see fit from
time t.) time. He may reduce or raise, in rank, any of the officers or
men in the Police and Fire Departments, but his action in reducing any
of said officers in rank siiall be reported to the Board of Commission-
ers for their ratification at tha first meeting held after such action
by him. He shall have pover and authority to prescribe the character
and design of uniform to be worn by the men of said departments, and
may require said uniform to be so :corn by the men in said departments.
He shall have Penaral manarament and government of the Polioe and Fire
Departments, and may prescribe the penalties or punishment to be im-

be promulgated from time to time as herein provided. He shall make

monthly renorts to the Board of Commission^rs on the state of his
department.

The offices of Captains and Lieutenants of Police are hereby
abolished and discontinued, j
SECTION 5.

The Commissioner of Public Vorks shall have charge of the
follocring branches of the public service;
All civil engineering to be done .for or in connection :,ith
any Tork of the City, and all departments._ partainina to public works
and improvements, including• the construction_ or re-- nsLruction of
streets, public v:ays, sidewalks, sewers, bridges, viaducts, conduits
and all public structures, except public buildings; the cleaning of

all streets, alleys, highv:ays, and all repairs, maintenance and up-
keep of any such property; the inspection of all work done, or im-
provements made, either by order or under contract; the enforcement

of all lams or ordinances relating to bill boards or other unsightly

or objectionable or dangerous buildings or structures upon or adjacent i
to the streets or hi,-hv,ays of the City. He shall have chare,e and
I
control of the City Lighting Plant, and shall have general superin-
tendency and direction of all officers, agents and employees of the
City connected with said Department, or while working under or in
connection ti.ith said Department, and of any v,ork that is done under
or in connection v.ith said Department. He shall have por.er to fix
the hours during v.iiich all employees v,*ithin said Department shall be
on duty, and to make such rules and regulations for the management and -i
government of said ehiployeas as may be necessary for the efficient
handling thereof; and all employees of said Department shall be subject
to the rules and regulations so established or promulgated by the Com-
missioner of Public "orks. He shall have authority to assign any am-
ployee in his Department to any duty as he may see fit .from time to
time, and he may prescribe penalties or punishment to be imposed for
disobedience cf such rules and re -ala -.ions as may be established as
herein provided. He shall make monthly reports to the Board of Commis-
sionars on the state of his Department, •and such other reports Ls may
be required from time to time.
The positions of City Engineer, Street Inspector and Assistant
Street Inspector, are hereby abolished and discontinued.

The Commissioner of Public Property shall have char, e and
supervision of the following branches of the public service;

Procuring and placing of all insurance upon all city pro-
perty. The maihtanance, up -keep and cleaning of all public buildings
of the City, except in so far as said buildings are cleaned or main-
tained or kept by such other department of the City, as may be herein
or by ordinance given supervision and control thereof. He shall have
charF-e and control of the City Scales, City weigher, City Cemeteries
and all employees thereof, including, the sexton; the City Wharf and
1•,harfmaster, and all employees of the City Hall, not otherwise assign -i
ed to some other department by ordinance; the City Hospital and all
officers, agents and employees thereof; the. marlet house and market
master, and all employees of said rearket house. He shall male such rules
and re.eulations from time to time as he may deem necessary and expe-
dient for the regulation and control of all employees within his De-
partment, and may prescribe penalties or punishment to be imposed for
disobedience of such rules or regulations as he may thus establish.
SECTION 7.
all other departments and branches of service not herein
expressly assigned to any particular department of the City Govern-
ment; and all duties, pov.ers and authority not herein expressly vested,
and not otherv:ise by lay. vested, in any particular or separate depart-
ment of the Government, are hereby expressly reserved to and vested in
the Board of Commissioners as a Board. /
SECTION B.
The Commissioner of each department shall have the power
and authority to employ from time to time such labor as may be neces-
sary for the proper performance of the duties of such department, pro-
vided that the employment of such labor shall be reported by such
Commissioner to the Board of Commissioners at their next regular meet-
ing, and the Board of Commissioners shall have power to ratify such
employment, or to order a discontinuance thereof at any time. The
Commissioner of each department shall likewise have the right and
authority to discharge any employee so employed by him from time to
time; and shall also have authority to suspend, vithout pay, any
employee, officer or agent under his department, but such discharge
or suspension shall be reported to the Board of Commissioners at the
next regular meeting thereof, and said Board of Commissioners may
ratify the action of said commissioner, or may refuse to ratify same
in their discretion.
SECTION 9.
All ordinances, resolutions and motions in con:liet with

resolutions and motions in conflict with tris ordinance, or any part
hereof, are hereby, and to the extent of such conflict, repealed.
SECTIOI4 10.
This ordinance shall take effect and be in force from and
after its passage.
