TIROFOR HOLDING REGULAR PIEET_ ill V INGS OF SAID BOARD, AND REPEALING ALL RULES AND ORDINbNCES IN CONFLICT E �Rc�2 THERM,*ITH: BE IT ORDAINTED BY THE BOARD OF COI,IL'IISSIONERS OF THE CITY OF PADUCAH, KENTUCKY: 1. The Liayor while presiding over the Board of Commission- ers shall be addressed as "LIr. R,4embers shall first rise to address the presiding officer and shall remain standing while addressing the Chair or the u �w13 Board. UUjDlO17 2. The presiding officer shall preserve decorum and decide points of order; but any decision made by him shall be subject to appeal to the Board. An appeal shall be inv;riting and signed by the jyvr S -I 4 I member tal>.ing same. When an appeal is taken the presiding officer shall vacate the chair, and if the appeal be from a decision of the 'b". -a- 2,iayor he shall call the Liayor pro tem to preside during thd% considera- /(�`- 3-;4�0 tio_;. of the appeal; and if the appeal be taken from a decision of the O,klo Mayor pro tem r. hi le he is presiding, he shall vacaie the chair and call 04,Q— . a member to the chair to preside during the consideration of the appeal. 71co ��a z-r9�6 After the appeal shall be disposed of, the presiding officer from whose lam Y decision the appeal wes taken shall resume the chair. 3. The presiding officer may speak to points of order in preference to other members of the Board of Commissioners; and shall 9 have the same rights as other members to speak to all other questions. ,019__� He may make motions, and offer petitions, resolutions, and ordinances as other members; but in addressing the Board, and while making any motion, offering petitions, resolutions or ordinances, he shall rise in his place, and shall remain standing while addressing the Board. 4. The presiding officer ,,;hen recognizing or addressing a member shall address him as 11Is4r. (giving his name)," or as "The Commissioner of (naming his department of the City Government)" 5. Questions pull to a viva voce vote shall be stated as follows: "As many as are in favor of (naming the proposi- tion) will say 'aye'; those who are opposed will say 'no"'. Questions put to an "aye" and "nay" vote shall be stated as follows: "As many as are in favor of (naming the question) v.,ill, when your names are called, say 'aye'; those .rho aro opposed will say 'no'". After which the roll call shall immediately proceed. 6. The names of the Commissioners shall be arranged alpha- betically upon the roll call; but the name of the Yayor shall be No. Ordinance No._____ placed at the bottom or foot of the roll call, and small bear the prefi-X of ,mayor. i % 7 7. � The order of business shall be as follows; (1) Reading and signing minutes of previous meeting. / � (2) Petitions. io7 (3) notions. Chi/fJ (4). Resolutions. Y (5) Ordinances. (6) Unfinished business. (7) New Business. i At the opening of all sessions of the Board of Commissioners the presiding officer shall have noted in the minutes the names of all mem- bers of the Board who are present. 8. The business specified in the preceding section of these rules shall be transacted by calling of the Departments in the follocr- ing order under each division in the order of business, viz: (1) Department of Public Affairs. (2) Department of Public Finance. (3)• -Department of.Public Safety. (4) Department of Public irorks. (5) Department of Public Property. 9. No motion shall be put to a vote until same shall be second- ed; and no question, nomination, or resolution shall be voted on until a motion for such purpose has first been made and seconded. No ordi- nance shall be placed on its passage until a motion for such purpose has First been made and seconded. All motions shall be in writing. 10. A motion to rescind may be made by any member, irrespective of whether he voted on the prevailing or losing side of the question, and may be made by one who did not vote on the question. A motion to reconsider shall be made only by a member who voted on the prevailing ' side of the question; and shall not be made unless same is entered before adjournment.of the nest succeeding regular meeting of the Board. 11. No motion, resolution or ordinance shall be placed upon its passage until same has first been read at length. After a vote has , been taken the presiding officer shall declare the result; and if he should fail or ra_`use to put a question to a vote, or declare the re- sult of a vote, as provided in these rules, the mover of such question may rise in his place and putt said question and announce the result of the vote thereon, and the failure or refusal of the Presiding o M cer to put such question, or to declare the result of the vote, shall be noted in the minutes. 12. When the rules have been suspended no other business shall be considered except that embraced in the motion for U e suspension ther:,o.t; and wi-.en such busi- ness has been completed, the Board s;:all automatically resume its status as it existed 1.7hen the motion to suspend was made. 13. The regular meetings shall be held at 2 o'clock, P. M., on each Monday. 14. The Chief of Police, or .the officer having The highest rank in the police department shall be in attendance at all meetings of the Board of Commissioners, and act as Clerk and Sergeant -at -Arms to the Board of Commissioners, and he may call any other police offi- cer to assist him in the performance of such duties. 15. In the absence of a specific rule, or a provision of law, governing the proceedings of the Board of Commissioners, Roberts' Revised Rules of Order are hereby adopted in -so -far as not in conflict with these Rules. All rules and ordinances in conflict with these rules, are hereby repealed. 16. This ordinance shall be in effect ='rom its passage. ADOPTED BY THE B04RD OF COI,1,ISSIO:dT' 2S JANUARY 5th, 1920.
