AN ORDINANCE PROVIDING FOR THE APPOINT:4ENT OR RST::IdTION, BY THE
BOARD OF C01,MISSIONERS OF THE CITY OF PADUCAH, OF .CL'RTaIN CITY OFFICERS,
AGENTS AND E15PLOYEES OF THE CITY OF PADUCiH, KENTUCKY, AND FIXI14G THEIR
SALARIES, I'M ERS AND DUTIES.
Be it ordained by the Board of Commissioners of the City of
Paducah, Kentucky :
DEPARME NT OF PUBLIC AFFAIRS./
Section 1. CITY SOLICITOR. There shall be elected by the Board of
Commissioners a City Solicitor, who shall be sworn to faithfully discharge
his duties, and who shall receive a salary of Fifteen Hundred (4`1500)
Dollars per year.
Subsection 1.

PROPERTY, C012JIS SIONER OF PUBLIC SAFETY, 0011MISSIONER OF PUBLIC WORKS,
AND CITY SOLICITOR. There shall be appointed by the Board of Commis-
sioners a Secretary and Stenographer to the Mayor, the Commissioner of
Public Property, Commissioner of Public Safety, Commissioner of Public
�;ork.s, and City Solicitor, who shall perform such duties as may be re-
quired of him by the Mayor,. Commissioner of Public Property, Commissioner
of Public Safety, Commissioner of Public Works, and City Solicitor: He
shall receive the following salary„ apportioned from the respective
departments, to -wit: N490 from the Department of Public Affairs, 8340
from the Department of public Property, X340 from the Department of Publda
Safety, and N330 from the Department of public Works, and shall be re-
quired to perform such additional duties as may be required of him, from
time to time, by the Board of Commissioners.
Subsection 2.
NEAT 0D MILK INSPECTOR. THere shall be appointed by the Board
of Commissioners a Mleat and Milk Inspector, who shall perform such duties
as are now required of him by ordinance of the City of Paducah, and who
shall be paid a salary of Eight Hundred and Forty 0840) Dollars per
year, payable in monthly irs:tallments. He shell at all times look after
and give redical attention to all live stock of the City, and shall per-
form such other duties as may be required of him by the Board of Commis-
sioners, from time to time.
Subsection 3.
CITY PHYSICIAN. There shall be appointed by the Board of
Commissioners one City Physician and one Assistant City physician, both
. of whom shall be regular practicing physicians of the City of Paducah,
Kentucky, and who shall be paid, respectively, a salary of Nine Hundred
0900) Dollars a year for the City Physician, and a salary of Five Hundred
0500) Dollars a year for the Assistant City physician, payable in
monthly installments: The Assistant City physician shall be a colored

doctor, and it shall primarily be his duty to attend to the colorod
charity patients of the city, but who shall, in addition thereto, perform
such other duties as may be required of him by the City Physician. The
City Physician shall attend to and have supervision over, and give medical
aid to all indigent or pauper patients of the City of Paducah, and when,
called upon or directed by the head of his Department, he shall perform
such duties, from time to time, as may be required of him in giving medical
aid to or attending to the paupers and charity patients of the city. Said
Citi, Physician and Assistant City Physician shall perform such other
duties as may be required of them, respectively, from time to time, by the
Board of Commissioners.
He shall attend such meetings of the Hospital Board as he xray be
required to by said Board, and shall give such advice and aid to said
Board, and perform such duties in connection with the maintenance,
management and operation of Riverside Hospital as -required of him by said
Hospital Board.
Subsection 4.
SANITARY OFI'ICER. There shall be appointed by the Board of
Commissioners or- Sanitary Officer, who shall receive a salary of
Seventy-five (a75) Dollars per month. Such Sanitary Officer shall be the
inspecting Sanitary officer of the .Board of Health, i°:ork under the super-
vision and direction of the Board of Health and the head of the Department
of Public Affairs, and perform such duties as are required of him by the
said Board of Health and the Department of Public Affairs, from time to
time, and such other duties as may be required of him by the Board of
Commi ss ion ers .
In the event any additional Sanitary officers are appointed by
the Board of Commissioners, such additional officers shall perform the
same duties as hereinbefore required of the regular Sanitary Officer, and
shall receive a salary of Seventy-five (y75) Dollars per month during
such employment.
The additional Sanitary Officer herein provided for shall perform
the duties of Fly Trap Tender and Dog Catcher, and any other duties that
may be .required of him by the Commissioner of Public Affairs, Commissioner
of Public Safety, or the Board of Commissioners.
Subsection 5.
HEALTH OFFICER. The Health Officer of the City of Paducah
shall receive a salary of One Thousand ('1,000) Dollars per year, and he
shall perform such duties as are required of him by law, and such other
duties as may be required of him by the Board of Health and the Board of
Commissioners of the City of Paducah.
Subsection 6.
PUBLIC HEALTH NURSE. There shall be appointed by the Board of
Commissioners a Public Health Nurse, whose duty it shall be to look after .

the welfare and health of the indigent of the City, and who shall perform
such other duties as may be required of him by the Board of Commissioners
of the City of Paducah. He shall receive a salary of One Hundred and five
0,105) Dollars per month.
DEPARTTr NT OF PUBLIC FINANCE.
Section 2. D LINQUENT TLX COLLECTOR. The Board of Commissioners shall
appoint a Delinquent Tax Collector, who shall have charge of and the
collection of all delinquent tax bills, and shall perform such duties and
have such powers and rights as are now conferred on him by the general laws
of the State of Xentucky and ordinances of the City of Paducah, and shall
receive as compensation such commissions as are provided for by ordinance
of the City of Paducah now in existence or as may be hereafter amended.
Subsection 1.
DELINQUENT T:�_X LSSESSOR. The Delinquent Tax Collector appointed
by the Board of Commissioners shall be, and he is hereby constituted the
Back Tax Assessor of the City of Paducah, and as such, and when not incon-
sistent with the rights, duties and powers of the Commissioner of Finance,
he shall have the right and authority to retrospectively assess all omitted
property -both personal and real- for taxation.
Subsection 2.
CLERK TO COI,ZIISSIONLR OF FINbNCE. There shall be appointed by
the Board of Commissioners one Clerk to the Commissioner of Finance, who
shall be under the supervision and direction of the Commissioner of public
Finance, and who shall receive a salary of Fifteen Hundred (.1500) Dollars
per year. He shall perform such duties as are required of him by the
Commissioner of Finance, and such other duties as may be required of him
by the Board of Commissioners from time to time.
DEPART' ENT OF PUBLIC SAFETY.
Section 3. The Commissioner of Public- Safety shall have charge of and be
the head, respectively, of the Police and Fire Departments of the City- and
all employees, officers, or agents working in connection with, or under,
said Department, shall be under the orders and direction of said Commissioner
of Public Safety.
Subsection 1.
CHIEF OF FIRE DEPARTI,iENT. The Board of Commissioners shall
appoint a Chief of the Fire Department, who shall receive a salary of Sixteen
Hundred and Twenty 01620) Dollars per year, payable in monthly installments,
and as such, he shall be the executive head of the Fire Department of the
City, subject to the orders and directions of the Commissioner of public.

Subsection 2.
CAPTAINS OF FIRE DEPAR71,f1lNT. The Board of Commissioners shall

appoint four Captains of the four Fire Departments of the City, at a
salary of Eleven Hundred and Forty (,;11140) Dollars a year, each, payable
in monthly installments. Said Captains shall be assigned, respectively,
by the Commissioner of Public Safety to the various departments of the city.
Subsection 3.
FIRE ALARM OPERATORS. The Board of Commissioners shall appoint
two operators for the fire alarm system of the City, at a salary of Nine,
Hundred (};900) Dollars a year, each, payable in monthly installments. It
shall be the duty of said operators to attend to the operation of the fire
alarin system during such hours as the Commissioner of Public Safety may
direct, and perform such other duties as may be required of them by the
Commissioner of public Safety or the Board of Commissioners.
Subsection 4.
FIRET,TiJ. There shall be appointed by the Board of Commissioners
twenty (20) Firemen, who shall receive a salary of Tdinety (4;90) Dollars
each, per month, and who shall be assigned to the various Fire Departments
of the City of Paducah by the Commissioner of Public Safety. It shall be
the duty of said Firemen to attend and be at their post of duty during
such hours as may be prescribed by the Commissioner of Public Safety, or
by any of their superior officers -with the concurrence of said Commissioner
of Public Safety- and to obey such orders, with respect to attending fires
and attention to any other duties, as may be given to them by their
superior officers.
The Commissioner of Public Safety shall have the authority to
chancre said Firermen from one Department to another-, as he may see fit, and
to change the hours in which said Firemen are required to be on duty, from
time to time, as he shall see fit.
Subsection 5.
I,10TOR JJECHaNIC. There shall be appointed by the Board of Com-
missioners one expert I:40tor Tuechanic, who shall be under the direction and
supervision of the Commissioner of Public Safety, and who shall look after
and keep in good running order all the motors of the City of Paducah, in the
several departments thereof, and shall perforin such other duties as may be
required. of him by the Commissioner of Public Safety or the Board of
Commissioners from time to time. He shall receive a salary of One Hundred
and Five (w105) Dollars per month.
Subsection 6.
ASSISTANT MOTOR MECHANIC . There shall be appointed by the Board
of Commissioners an Assistant P;Iotor Mechanic, who shall be under the
direction and supervision of the Commissioner of Public Safety, and who
shall assist in looking after and keeping the motors of the City of
Paducah, in the several departments thereof, in good running order, and
shall perform such other, duties as may be required of him by the Commissioner
of Public Safety or the Board of Commissioners from time to time. He shall
receive a salary of ninety-five(c295) dollars per month.

Subsection 7.
ELECTRICIAN. There shall b e appointed by the Board Of Cemmis-
sioners one Electrician, who shall be under the direction and supervision
of the Commissioner of Public Safety. It shall be his duty to look after
the fire alarm systems, and all wires and electrical apparatus operated by
the City, and shall perform such other duties as may be required of him by
the Commissioner of Public Safety or the Board of Commissioners £rcm tine
to time. He shall receive a salary of I7inety-five (.'95) dollars per month.
Subsection 8.
CHIEF OF POLICE. There shall be appointed by the Board of Com-
missioners one Chief of Police, who shall have charge of the Police
Department, under the direction and supervision of the Commissioner of
Public Safety, and who shall be the ranking officer in said Department next
to the Commissioner of Public Safety. He shall perform the duties of the
Chief of Police in said Department, under the general direction and super-
vision of the Commissioner of Public Safety. He shall receive a salary of
Fifteen Hundred (;;1500) Dollars per year, payable in monthly installme nts.
Subsection 9.
CtP`iLIP?S OF POLICE. There shall be appointed by the Board of
Commissioners two Captains of Police, who shall be the ranking officers in
the Police Department next to the Chief of Police, and who shall be paid,
respectively, a salary of One hundred and Thirty-five 0;;155) Dollars a
month for the Day Captain and Cne Hundred and Ten 0110) Dollars a month
for the i9iPht Captain, and shall periform such duties as are required of
them by the Chief of Police or the Commissioner of Public Safety.
Subsection 10.
PATROL DRIVERS. There shall be appointed by the Board of Commis-
sioners two Patrol Drivers, with police powers, who shall draw a salary of
Eighty-five (yj85) Dollars a month for the Day Driver, and Seventy-five
(5x75) Dollars a month for the Right Driver. Such Patrol Drivers shall be
assigned to their duties, and the hours fixed when they shall be upon duty,
by the Commissioner of Public Safety, who shall have the authority to change
such hours or such duties, from tine to time, as he shall see fit, and they
shall perform such duties as may be required of them, from time to time, by
any ranking officer or the Board of Commissioners.
Subsection 11.
CL!:Ri� TO COIsQ,?ISSIO111]3 OF SAFETY. There shall also be appointed by
the Board of Commissioners one Clerk to the Commissioner of Public Safety,
who shall perform such duties as may be required of him by the Commissioner

receive a salary of Fifty-five (:55} Dollars per month, payable in monthly
installments.
Subsection 12.
CITY JAILER. The Board of Commissioners shall appoint a City

Jailer, who shall perform such duties as are nrnx required of him by laws
of the State of Kentucky or ordinances of the City of Paducah, and such
other duties as may be required of him, from time to time, by the Commis-
sioner of Public Safety or the Chief of Police, and who shall receive a
salary of Ten Hundred and Eighty (x1080) Dollars per year.
Subsection 13.
Pl.TROLI.IRT. There shall be appointed by the Board of Commissioners
twenty-two (22) patrolmen, who shall receive a salary of Ninety (`1,90)
Dollars, each, per month. It shall be the duty of said Patrolmen to act
as police officers of the City of Paducah, and in that respect to perform
such duties in connection with the Police Department as may be assigned to
them, from tine to time, by any of their ranking officers, and to be on
duty during such hours as may be hereafter established by the Commissioner
of Public Safety-- and the Commissioner of Public Safety shall have the
authority to change such hours or such duties, from time to time, as he
may see fit.
He shall further have the authority to create the office of
Lieutenant of Police and Sergeant of Police, and such other subordinate
offices of the police force as he may see fit, and assign any of the said
patrolmen to the performance of the duty of Sergeant or Lieutenant, or to
other subordinate offices as may be created, which may be prescribed by
him.
He shall further have the authority to assign as many of said
Patrolmen to plain -clothes duty as he may see fit, from time to tire.
Said Commissioner of Public Safety shall further have the authority
to reduce in rank any of the officers of the Police or Fire Department of
the City: provided, however, that his action in reducing any of said
officers in rank shall be reported to the Board of Commissioners, for their
concurrence or rejection, at the next regular meeting thereof.
The Commissioner of Public Safety shall further have the authority
to prescribe, from time to time, the character and design of uniform to be
worn by the uniform men of said Departments, and require each member of
said Fire or Police Department who are placed in uniform to wear the
character and design of uniform adopted by him. He shall further have
the power to adopt such rules and regulations, and make such orders, from
time to time, in the general management and government of the Police and
Fire Departments, and to prescribe the penalties or punishment to be imposed
for disobedience of said orders, rules or regulations.
DEPARMEI� T OF PUBLIC P ROPERTy -
Section 4. CITY ,WEIGHER. There shall be appointed by the Board of
Commissioners a City Weigher, who shall receive a salary of Seventy-five
(u75) Dollars per month, and whose duty it shall be to attend at the
City Scales and to weigh such wagons and commodities as may be presented
thereto, and charge therefor at the rates now fixed by ordinance of the

City,of Padixsah. He shall be on duty at such hours, and perform such
duties in connection with said scales as may be required of him by the
Commissioner of Public Property or the Board of Commissioners.
Subsection 1.
SEXTON OF OAK GROVE C ].1ETI:RY. There shall be appointed by the
Board of Commissioners a Sexton of Oak Grove Cemetery, who shall reside
in the house provided for such Sexton now in Oak Grove Cemetery, and who
shall receive a salary of Eighty (d;80) Dollars,a month, and shall do all
necessary hauling for the cemetery, at his own expense. He shall perform,,
such duties as may be required of him, from time to tire, by the Commis-
sioner of Public Property and the Board of Commissioners.
Subsection 2.
ELEVnTO.3 OPERATOR. There shall be appointed by the Board of
• Commissioners one Elevator Operator for the elevator in the City Hall, at a
salary of Sixty (60) Dollars per month, whose duty it shall be to attend
to the operation of said elevator during such hours as may be prescribed by
the Commissioner of Public Property, and to perform such other duties as may
be required of him by the Commissioner of Public Property and the Board of.
Commissioners.
Subsection 3.
WHARF1,1ASTER. There shall be appointed by the Board of Commissioners
a Wharfmaster, at a salary of Eight and 33 1/3 (&8.33 1/3) Dollars per month,
and who shall perform such duties as are required of him as such iiharfmaster
by ordinance now in existence of the City of Paducah, and, such other duties
as may be prescribed by the Commissioner of Public Property or the Board of
Commissioners from time to tine.
Subsection 4.
Ji.!MOR. The Board of Commissioners shall appoint a Janitor for the
City Hall, who shall be paid a salary of seven hundred and twenty (u720)
Dollars per year, in monthly installments, and who shall perform such duties
as are required of him by the Commissioner of Public Property and the Board
of Commissioners.
Subsection 5.
MAIMT MASTER AND l4EIGHTS & 1, 1 SURSS INSPECTOR. There shall be and is
now created by the Board of Commissioners an office to be known as the yarket
1iaster and Pleights & Measures Inspector, with combined duties, which shall be
filled by appointment by the Board of Commissioners, and which appointee shall
receive a salary of Ninety (q90) Dollars ner month, and who shall be under the
direction and. supervision of and perform such duties as may be required of him
by the Commissioner of Public Property and the Board of Commissioners of the
City of Paducah.

Section 5. STREET INSPECTOR. There shall be appointed by the Board of

Commissioners one Street Inspector, who shall receive a salary of Thirteen
Hundred and Twenty 0;1320) Dollars per year, payable in monthly installments,
and who shall perform such duties, with reference to the maintenance,
upkeep, repair and supervision of the streets of the City, as are now re-
quired by law and ordinance of the City, and as may be prescribed, from
time to time, by the Commissioner of Public Yrorks and the Board of
Commissioners.
Subsection 1.
ASSISTANT STREET INSPECTOR. There shall be appointed by the Board
of Commissioners an Assistant Street Inspector, who shall be the Engineer
of the steam roller, at a salary of One Thousand and Eighty (;;1080) Dollars
per year, payable in monthly installments. He shall perform such duties as
are required of him by the Street Inspector, Commissioner of Public Works and
the Board of Commissioners of the City of Paducah, from time to time.
Subsection 2.
SEWER IINSPECTOR. There shall be appointed by the Board of Commis-
sioners a Sewer Inspector, at a salary of Twelve Hundred -L,;1200) Dollars per
.year, and who shall perform such duties as are required of him by the
Commissioner of Public *;,orks, and as are required of the Sewer Inspector by
laws of the State of Kentucky and ordinances of the City of Paducah, and he
shall do all plumbing work for the City of Paducah, without charge therefor,
and shall perform such other duties as may b.e required of him by the Commis-
sioner of Public 47orks or the Board of Commissioners.
Subsection 3.
CLERK. There shall be appointed by the Board of Commissioners one
Clerk for the Commissioner of Public Works office, at a salary of Thirteen
Hundred and Twenty 01320) Dollars per year, payable in monthly installments,
and who shall perform such duties as are required of him, from time to time,
by the Commissioner of Public Works and the Board of Commissioners.
Subsection 4.
The Commissioner of Public �lorks is further authorized and empowered
to employ, from time to time, during the progress of any street work or
other work coming under hissupervision, inspectors, who shall receive a
salary at the rate of Seventy-five (5r75) Dollars per month during the time
of such employment.
Subsection 5.
CHAIN -GANG FORE,,4EIJ. The Board of Commissioners shall appoint one
Chain -gang Foreman, and one Assistant Chain -Gang Foreman, who shall have
charge of the chain -gang and shall perform such duties as 'are required of
them by the Commissioner of Public Works and the Board of Commissioners, and
who shall each receive a salary of One Thousand and Twenty (;1020) Dollars
per year, payable in monthly installments.
Subsection 6.
OFFICERS OF LIGHT PIANT• There shall be appointed by the Board of

Commissioners the following officers of the Light Plant:
YOne Superintendent, at a salary of One Hundred and 'Thirty-five

(�r135) Dollars per month, and whose duty it shall be to superintend the
management and operation of the Light Plant of the City of Paducah, to
inspect all of the electrical wiring or work of any character placed in, on
or around any building of the City of Paducah, and to perform the duties

now required of the Ilectrical Inspector.
One Engineer, at a salary of Twelve Hundred (,;1200) Dollars per year,'
payable in monthly installments, and who shall be the Engineer of the City!
Light Plant, and perform such duties as may be required of him by the
Superintendent and the Commissioner of Public '.orks, from time to time.
One Fireman, at a salary of One Thousand and Twenty (91020) Dollars
per year, who shall be the Fireman of said Light Plant, and perform such
duties as may be required of him by the Superintendent and the Commissioner
of Public "Yorks, from time to time.
Dollars per year, who shall perform such duties as may be required of him
by the Superintendent of said Light Plant and the Commissioner of Public
Works.
One Repair man, at a salary of Nine Hundred and Sixty (,=960) Dollars)
per year, who shall perform such duties as may be assigned to him by the
Superintendent of said Plant and the Commissioner of Public Florks.
The Commissioner of Public Works shall have the power to fix the
hours during which the employees of said Light Plant shall be on duty, and
make such rules and regulations in the management and government thereof as'
he may see fit, from time to time, and to Prescribe the duties of each
employee of said Department, and all of said employees shall be required to'.
perform such duties as may be required by such Commissioner of Public r)orks
or the Board of Commissioners.
Section 6. Except as otherwixe provided by law or ordinance, the Commis-
sioner of each Department shall be authorized, temporarily, to fill such
vacancies as may occur in such Department, to'be by him reported at the
next regular meeting of the Board.of Commissioners, subject to their approval.
Section 7. The Commissioner of each Department shall make and enforce such
rules and regulations, not inconsistent with the law or ordinances or rules,
or regulations otherwise adopted by the Board of Commissioners, as may be
}iieoessary to secure efficient conduct of the service of employees in his
1 ';Department, or the business in charge of said Department.
I+ Section B. This ordinance shall take effect as of January 1, 1919, in so
far as the motion passed by the Board of Commissioners on January 6, 1919
relating to increase in salaries has application.
