�liuRE9S, a petition signed by a number of qualified voters of
the city. of Paducah, Kentucky equal to more than twenty-five per
centum (25;3) of the total number of votes cast for both candidates
for mayor at the last preceding regular election for mayor, stating
the residence of each signer, and verified by affidavits of -persons
as to the signatures and residences, :gas filed before the Board of
Commissioners of the City of Paducah, regu.esting said Board of Com-
missioners to pass ail ordinance therein set forth entitled, "Ali

1 =,AS, said ordinance has been approved by the Actuarial
Bureau of the State of-_eiztuchy; and,
,`HER&LS, if same is adopted by the people at said election
the City of Paducah vdll be enabled to get into the tLao and one-half,
class of insurance rating and the policy holders thereof save
approximately twenty -:Five thousand (,,;25,000) dollars annually; and.,
;1EREAS, it is the sense of the Board of Commissioners that it
decline to pass or adopt this ordinance, in order that it m._ay be sub-
mitted- to a vote of the people, so that if said ordinance is adopted
by the people it will remain effective until amended or repealed by '
the people upon another referendum, as provided in Section 3235-C,
Subsection 24 of the Kentucky Statutes; now, therefore,

PADUCAH, Ill-* rUCKY:
Section 1. That the Board of Commissioners hereby decline
to pass or adopt said ordinance either presently or at all, in order
that same may be submitted w)on referendum to a vote of the -people
as provided in Section 3235-0, Subsection 24 of the Kentucky Statutes.
Section 2. That there is hereby called an election in the
city of Paducah, Kentucky to be held on Ziovember 5, 1918, between the
same hours and by the same election officers conducting the regular
election on that date, for the purpose o£ submitting to the gnali£iecl
electors of the city of Paducah, Kentuchy the question of the adoption
and passage of said ordinance, entitled: "An Ordinance Placing All
Appointive City ESuoloyees of the City of Paducah Under civil Service
Rules and :Regulations," and the question Of the adoption and -passage :of
Ordinance No.
said ordinance is hereby submitted 'to the qualified vo't'ers o£ the city
of Paducah at said ilovember 5, 1918 election.
Section 3. A certified copy of said ordinance mentioned in
section one shall be filed with 'the Cou:lty Court Clerk of ::icCraciten
County in time for him -to nreoare said ballot before said election, ana
a co:,)y of said ordinance shall be published in the official ale !spaper of
the City of Paducah, the ".venin; :Run," once before the -joneral Novembe:c
election for 1918.
Section 4. The County Court Clerk of i:icCracken County will
have printed u-oon a, ballot, to be subinitted to the qualified electors

in each precinct of the City of Paducah, Kentucky, at the 71ovember 1918!
election, the following question:

Section 5. This Resolution shall be in force from and
after its passage, record and publication.
