Section 1. DEPARTI.INTT OF PUBLIC i Fb'AI s
CITY SOLICITOR. There shall be elected by the Board of Commission-
ers a City Solicitor, r,ho shall be sworn to faithfully discharge his
duties, and who shall receive a salary of Twelve Hundred (,""1200.00)
Dollars per year.
The office of Assistant City Solicitor and acting prosecuting attorney
heretofore created shall be abolished as of ldarch 1, 1918.
Subsection 1.

There shall be appointed by the Board of Commissioners a Secretary
and Stenographer to the I,iayor, the Commissioner of Public Property, City
Solicitor, and the Commissioner of Public Safety, who shall perform such
duties as may be required of him by the 1,ayor, Commissioner of Public
Property, City Solicitor, and the Commissioner of Public Safety. ile
shall receive a salary of FiFhty-five (;885.00) Dollars Ter month, and
shall be required to perform such additional duties as may be required of
him, from time to time, by the Hoard of Commissioners.
Subsection 2.
Ls. T AiJD i,"ILK Ii1SPrECTOR. , There shall be appointed by the Board of
Commissioners a ".;eat and ",:ilk Inspector, who shall perform such duties as
are now required of him by ordinance of the City of Paducah, and r:ho shall
be paid a salary of Eight Hundred and Forty (1-840.00) Dollars per year,
payable in monthly installments. He shall at all times look after and
Five medical attention to all live stock of the City, and shall perform
such other duties as may be required of him by the Board of Commissioners,
from time to time.
Subsection 3.
CITY PHYSICIAN. There shall be appointed by the Board of Commis-
sioners one City Physician and one Assistant City Physician, both of whom
shall be regular practicing physicians of the City of Paducah, Kentucky,
and who shall be paid, respectively, a salary of Eight Hundred (9800.00)
►� Dollars a year for the City Physician, and a salary of Five Hundred
(j500.00) Dollars a year for the Assistant City Physician, payable in
monthly installments. The Assistant City Physician shall be a colored
doctor, and it shall primarily be his duty to attend to the colored charity
Patients of the City, but who shall, in addition thereto, perform such

other duties as may be required of him by the City Physician, The City
Physician shall attend to, and have supervision over, and give medical
aid to, all indigent or pauper patients of the City of Paducah, and when
called upon or directed by the head of his Department, he shall perform
such duties, from time to time, as may be required of him in giving
medical aid to, or attending to the paupers and charity patients of the
city. Said City Physician and Assistant City Physician shall perform
such other duties as may be required of them, respectively, from time
to time, by the Board of Commissioners.
He shall attend such meetings of the Hospital Board as he may
be required to by said Board, and shall give such advice and aid to
said Board, and perform such duties in connection with the maintenance,
management and operation of Riverside Hospital as required of him by
said hospital Board.
Subsection 4.
Sn1ITARY OFFICER. There shall be appointed by the Board
of Commissioners one Sanitary Officer, who shall receive a salary of
Sixty (,x60.00) Dollars per month. Such Sanitary Officeb shall be the
inspecting Sanitary Officer of the Board of health, work under the super-
vision and direction of the Board of Health and the head of the Lepartment
of Public affairs, and perform such duties as are required of him by the
said Board of Health and the Department of Public affairs, from time to
time, and such other duties as may be required of him by the Board of
Commissioners.
In the event any additional Sanitary officers are appointed.
by the Board of Commissioners, such additional officers shall perform
the same duties as hereinbefore required of the regular Sanitary Officer.
The additional Sanitary Officer herein provided for shall.
perform the duties of I.:otorcycle Officer, Fly Trap Tender, and Dog
Catcher, and any other duties that may be required of him by the Commis-
sioner of Public Affairs, Commissioner of Public Safety, or the Board
of Commissioners.
Subsection 5.
HEaLTH OFFICER.. The Health Officer of the City of Paducah
shall receive a salary of Seven hundred and Twenty (9720.00) Dollars per
year, and he shall perform such duties as are required of him by lav,,
and such other duties as may be required of hire by the Board of ;wealth
and the Board of Commissioners of the City of Paducah.
Section 2. DEPanTI,:i;iJT OF PUBLIC FIIIallCE.
DMUQUM T TAX COLLECTOR. ^he Board Of Commissioners shall
appoint a Delinquent Tax Collector, who shall have charge Of, and the
collection of, all delinquent tax bills, and shall perform such duties,
and have such pourers and rights as are now conferred on him by the
general laws of the State of Kentucky and ordinances of the City of

Paducah, and shall receive as compensation such commissions as are pro-
vidod for by ordinance of the City of Paducah now in existence, or as may
be hereafter amended.
Subsection 1.
DELINQUENT Tr,X ASSESSUR. The Delinquent Tax Collector appointed
by the Board of Commissioners shall be, and he is hereby constituted the;
Back Tax Assessor of the City of Paducah, and as such, and when not in-
consistent with the rights, duties and powers of the Commissioner of
,Finance, he shall have the right and authority to retrospectively assess
all omitted property -both personal and real- for taxation.
Subsection 2.
CLERK TO C0MUISSIONER OF FINANCE. There shall be appointed by
the Board of Commissioners one Clerk to the Commissioner of Finance, who
shall be under the supervision and direction of the Commissioner of
Public Finance, and who shall receive a salary of Twelve Hundred (.,;1200.00)
Dollars per year. He shall perform such duties as are required. of him
by the Commissioner of Finance, and such other duties as may be required
of him by the Board of Commissioners from time to time.

Section 3, D3P�',M,;Ei�T OF PUBLIC SrLFETY.
The Commissioner of Public Safety shall have charge of and be the

head, respectively, of the Police and Fire Departments of the City- and
all employees, officers, or agents working in connection with, or under,
said Department, shall be under the orders and direction of said Commis-
sioner of Public Safety.
Subsection 1.
CHIEF OF FIRE DEPARTP:ialT. The Board of Commissioners shall

appoint a Chief of the Fire Department, who shall receive a salary of
Fifteen Hundred (;?1500.00) Dollars per year, payable in monthly iiistall- j
nent:s, and as such, he shall be the executive head of the Fire Department

of the City, subject to the orders and directions of the Commissioner of
Public Safety. He shall also be the Building Inspector of the City,
and perform such duties as are required of a building inspector by
ordinance of the City of Paducah.
Subsection 2.
CAPTAINS OF FIRE DEP.&EM:EIdT. The Board of Commissioners shall

appoint five Captains of the five Fire Departments of the city, at a
salary of Nine Hundred and Sixty (4960.00) Dollars a year, each, payable
in monthly installments. Said Captains shall be assigned, respectively,;
by the Commissioner of Public Safety to the various departments of the City.
Subsection 3.
FIRE ALAMI OPERATORS. The Board of Commissioners shall appoint'
two operators for the .fire alarm system of the City, at a salary of Seven
Hundred and Eighty (,;780.00) Dollars a year, each, payable in monthly

Subsection 3.

Commissioners.
Subsection 4.
FIRM EN. There shall be appointed by the Board of Commis-
sioners twenty-six (26) Firemen, who shall receive a salary of Seventy-
qC
five (.75.00) Dollars each, per month, and who shall be assigned to the
various Fire Departments of the City of Paducah by the Commissioner of
Public Safety. It shall be the duty of said Firemen to attend and be at
their post of duty during such hours as may be prescribed by the Commis-
sioner of Public Safety, or by any of their superior officers -with the
concurrence of said Commissioner of Public Safety- and to obey such
orders, with respect to attending fires and attention to any other duties,
as may be given to them by their superior officers.
The Commissioner of Public Safety shall have the authority to
change said Firemen from one Department to another, as he may see fit, and
to change the hours in which said Firemen are required to be on duty, from
time to time, as he shall see fit.
Subsection 5.
MOTOR i.iECHANIC. There shall be appointed by the Board of
Commissioners one expert Motor Mechanic, who shall- be under the direction
and supervision of the Commissioner of Public Safety, and who shall look
after and keep in Food running order all the motors of the City of Paducah,
in the several departments thereof, and shall perforin such other duties
as may be required of him by the Commissioner of Public Safety or the
Board of Commissioners, from time to time. He shall receive a salary of
One Hundred (ti 100.00) Dollars per month. `
Subsection 6.
CHIEF OF POLICE. There shall be appointed by the Board of
Commissioners one Chief of Police, who shall have charge of the Police
Department, under the direction and supervision of the Commissioner of
Public Safety, and who shall be the ranking officer in said Department
next to the Commissioner of Public Safety. He shall perform the duties
of the Chief of Police, in said Department, under the general direction
and supervision of the Commissioner of Public Safety. He shall receive
a salary of Fifteen Hundred (N1500.00) Dollars per year, payable in
monthly installments.
Subsection 7.
C.&PTaINS OF POLICE. There shall be appointed by the board
,,.of Commissioners two Captains of police, who shall be the ranking officers
-in the Police Department next to the Chief of Police, and shall receive a

salary of Eighty (5p80.00) Dollars, each, per month, and shall perform
such duties as are required of them by the Chief of Police or the
Commissioner of Public Safety,
Subsection 8.
PATROL DRIVERS. There shall be appointed by the Board of Com-
missioners two Patrol Drivers, with police powers, who shall draw a
salary of Seventy (97.0.00) Dollars each, per month. Such Patrol Drivers
shall be assigned to their duties, and the hours fixed when they shall be,
upon duty, by the Commissioner of Public Safety, who shall have the
r, authority to change such hours or such duties, from time to time, as he
shall see fit, and they shall perform such duties as may be required of
them, from time to time, by any ranking officer of the Board of Commis-
sioners.
Subsection 9.
CLERK TO C01,1.1ISSIOVER Or S"FETY. There shall also be appointed
by the Board of Commissioners one Clerk to the Commissioner of Public
Safety, who shall perform such duties as may be required of him by the
Commissioner of Public Safety or the Board of Commissioners, from time to
time. Fie shall receive a salary of 14ine Hundred (000.00) Dollars per
year, payable in monthly installments.
Subsection 10.
CITY JaILE-R. The Board of Commissioners shall appoint a City
Jailer, who shall perform such duties as are.now required of him by laws
of the State of gontucky or ordinances of the City of Paducah, and such
other duties as may be required of him, from time to time, by the Com-
missioner of Public Safety, or the Chief of Police, and who shall receive
a salary of Nine Hundred and Sixty (0960.00) Dollars per year.
Subsection ll.
PATROLiIEN. There shall be appointed by the Board of Commissioners
twenty-six (26) Patrolmen, who shall receive a salary of Seventy-five
(05.00) Dollars, each, per month. It shall be the duty of said

Patrolmen to act as police officers of the City of Paducah, and in that
respect to perform such duties in connection with the Police Departraient as
may be assigned to them, from time to time, by any of their ranking
t; officers, and to be on duty during such hours as may be hereafter estab-
lished by the Commissioner of Public Safety- rtnd the Commissioner of Public
Safety shall have the authority to change such hours or such duties, from
time to time, as he may see fit.
He shall further have the authority to create the office of
Lieutenant of Police and Sergeant of Police, and such other subordinate
Offices of the police force as he may see fit, and assign any of the said
patrolmen to the performance of the duty of Sergeant or Lieutenant, or to
other subordinate offices as may be croated, which may be prescribed by
him.

. He shall further have, the authority to assign asr..z:nyof said
patrolmen to plain -clothes duty as he may see fit, from time to time.
Said Commissioner of Public Safety shall further have the
authority to reduce in rank any of the officers o P the Police or Fire
Department of the city -provided, however, that his action in reducirg
any of said officers in rank shall -be reported to the Board of Commis-
sioners, for their concurrence or rejection, at the next regular meeting
thereof.
The Commissioner of Public Safety shall further have the
authorityto prescribe, from time to time, the character and design of
uniform to be worn by the uniform men of said Departments, and require
each member of said Pire or Police Departrant, who are placed in uniform,
to wear the character and design of uniform adopted by him. He shall
further have the power to adopt such rules and regulations, and make such
orders, from time to time, in the general management and government of
the Police and Fire Department, and to prescribe the penalties or pun-
ishment to be imposed for disobedience of said orders, rules or
regulations.
Subsection 12.
LICENSE AND WEIGHTS & I.7_?ASURES INSPECTOR. There shall be
appointed by the Board of Commissioners e License and '�leiehts &
Measures Inspector, who shall receive a salary of !,line Hundred ("900.00)
qDollars per year, and who shall be under the direction and•supervision
of, and perform such duties as may be required of him by the Commissioner

of Public Safety and the Board of Commissioners.
Section 4. DEPARTIZ: NT OF PUBLIC P:tOPER'iY.
JITY NEIGEER. There shall be appointed by the Board of
Commissioners a City 1eigher, who shill receive a salary of Sixty-five
065.00) Dollars per month, and whose duty it shall be to attend at the
City Scales and to weigh such wagons and commodities as may be presented
thereto, and charge therefor at the rates now fixed by ordinance of the
City of Paducah. He shall be on duty at such hours, and perform such
duties in connection with said scales as may be required of him by the
Commissioner of Public Property or the Board of Commissioners.
Subsection 1.
SEXTON OF OAK GROVE CEI.2TERY. There shall be appointed by
the Board of Commissioners a Sexton of Oak. Grove Cemetery, who shall
reside in the house provided for such Sexton now in Oak Grove Cemetery,
and who shall receive a salary of Tline Hundred (tis900.00) Dollars per
year, payable in monthly installments, and shall do all necessary hauling
for the cemetery, at his own expense. He shall perform such duties as
may be required of him, from time to time, by the Commissioner of Public
Property and the Board of Commissioners.

Subsection 2.
ELEVATOR OPERATOR. There shall be appointed by the Board of
Commissioners one Elevator Operator for the elevator in the City Hall-, at,
a salary of Fifty (';;50,00) Dollars per month, whose duty it shall be to
attend to the operation of said elevator during such hours as may be pre
scribed by the Commissioner of Public Property, and to perform such other
duties as may be required of him by the Commissioner of Public Property
and the Board of Commissioners.
Subsection 3.
WHARFMASTER. There shall be appointed by the Board of Commis-
sioners a Yiharfmaster, at a salary,of Eight & 33 1/3 (y8.33 1/3) Dollars
per month, and who shall perform such duties as are required of him as
such Wharfmaster by ordinance, now in existence, of the City of Paducah,
and such other duties as may be prescribed by the Commissioner of Public
Property or the Board of Commissioners, from time to time.
JANITOR. The Board of Commissioners shall appoint a Janitor for
the City Hall, who shall be paid a salary of Sig: Hundred Q5600.00)
Dollars per year, in monthly installments, and who shall perform such
duties as are required of him by the Commissioner of Public Property and
the Board of Commissioners.
Subsection 5.
1a=ET LUSTER. There shall be appointed by the Board of Commis-
sioners a T.iarket I.Taster, who shall receive" a salary of Seventy-five
(.;f75.00).Dollars per month, and who shall perform such duties as may be
required of him by the Commissioner of Public Property and the Board of
Commissioners.
Section 5. DEP,&RT1.1ENT OF PUBLIC WORKS.
STREET INSPECTOR. There shall be appointed by the Board of Com-
missioners one Street Inspector, who shall receive a salary of Twelve
Hundred (N1200.00) Dollars per year, payable in monthly installments, and
who shall perform such duties, with reference to the maintenance, upkeep,
repair and supervision of the streets'of the City, as are now required by
law and ordinance of the City, and as may be prescribed, from time to time,,
by the Commissioner of Public 17orks and the Board of Commissioners.
Subsection 1.
ASSISTA1dT STREET INSPECTOR. There shall be appointed by the Board
of Commissioners an assistant Street Inspector, who shall be the Engineer
for the steam roller, at a salary of Nine Hundred (0900.00) Dollars per
year, payable in monthly installments. He shall perform such duties as
are required of him by the Street Inspector, Commissioner of Public forks,
and the Board of Commissioners of the City of Paducah, from time to tir-,e.
Subsection 2.
SEVER INSPECTOR. 1 a be appointed by the Board of

Commissioners a Sewer Inspector, at a salary of Ten Hundred and Eighty
(11080.00) Dollars per year, and he shall perform such duties as are
required of him by the Commissioner of Public Storks, and as are required
of the Sewer Inspector by lams of the State of Kentucky and ordinances
of the City of Paducah, and he shall do all plumbing work for the City
of Paducah, without charge therefor, and shall perform such other duties
as may be required of him by the Commissioner of Public Storks or the
Board of Commissioners.
CLERK. There shall be appointed by the Board. of Commissioners
one Clerk :for the Commissioner of Public Works office, at a salary of
Ten Hundred and Eighty (y1080.00) Dollars per year, payable in monthly
installments, and who shall perform such duties as are required of him,
from time to time, by the Commissioner of Public Storks and the Board of
Commissioners.
Subsection 4.
The Commissioner of Public Clo rks is further authorized and em-
powered to employ, from time to time, during the progress of any street
:cork, or other work coming under his supervision, inspectors, who shall
receive a salary at the rate of Seventy-five (2;,75.00) Dollars per month
during the time of such employment.
Subsection 5.
CHAIP!-G24G 70HE1,1il. The Board of Commissioners shall appoint
one Chain -gang Foreman, who shall have charas of the chain -gang, and
shall perform such duties as are required of him by the Commissioner of
Public Works and the Board of Commissioners, and who shall receive s
salary of night Hundred and Forty (9"840.00) Dollars per year, payable in
monthly installments.
Subsection 6.
OFFICE=S Or LIGHT PLAT. There shall be appointed by the Board
of Commissioners the following officers of the Light Plant;
One Superintendent, at a salary of One Hundred and Twenty-five
(:125.00) Dollars per month, and whose duty it shall be to superintend
the management and operation of the Light Plant of the City of Paducah;
to inspect -all of the electrical wiring or work of any character placed
in; on or -around any building of the City of Paducah, and to perform the
duties now required of the Electrical Inspector.
One Engineer, at a salary of Twelve Hundred (tiP1200.00) Dollars
per year, payable in monthly installments, and who shall be the Engineer
of the City Light Plant, and perform such duties as may be required of
him by the Superintendent and the Commissioner of Public Works, from
time to time.
One Fireman, at a salary of Eight Hundred and Forty (9"840.00)

Dollars per year, who shall be the Fireman of said Light Plant, and per-
form such duties as may be required of him by the Superintendent and the
Commissioner of Public Works, from tifne to time.
One Lamp Trimmer and Lineman, at a salary of Ten Hundred and Twenty
(:1020.00) Dollars per year, who shall perform such duties as may be re-
quired of him by the Superintendent of said Light Plant •and the Commissioner
of Public Works.
One Repair man, at a salary of Seven Hundred and Eighty (Y'780.00)
Dollars per year, who shall perform such duties as may be assigned to him
by the Superintendent of said Plant and the Commissioner of Public Vrorks.
The Commissioner of Public Vrorks shall have the power to fix the
hours during which the employees of said Light Plant shall be on duty,
and make such rules and regulations in the manaeement and government
thereof as he may see fit, from time to time, and to ,prescribe the duties
of each employee of said Department, and all of said employees shall be
required to perform such duties as may be required by such Commissioner of
Public Works or the Board of Commissioners.
Section G, Except as otherwise provided by laW or ordinance, the
Commissioner of each Department shall be authorized, temporarily, to fill
such vacancies as may occur in such Department, to be by him reported at
the next regular meeting of the Board of Commissioners, subject to their
approval.
Section 7. The Commissioner of each Departmient shall make and enforce
such rules and regulations, not inconsistent vrith the law; or ordinances or
rules or regulations otherv;ise adopted by tl}e Board of ComTlissioners, as
may be necessary to secure efficient conduct of the service of employees
in his Department, or the business in charge of said Department.
Section 8. All ordinances or
parts of ordinances that conflict here-
with are hereby repealed.
Section 9. This ordinance shall take effect from and after its passage
and record.
