thru the Police Department of the City and the City Police Court, which
Court is a separate and independent branch of the government and over.
which the Board of city commissioners has no control whatever, t:e Judge'
,thereof beiho elected by the people, and having only been able, thru the
Police Department, to bring persons charged with such offenses before
that tribunal. 111 that the executive branch of the government can do is,
to bring before the Court offenders of the law, with the eviddnce bearing
upon the offense, and there its activity must: cease, as under our Americari
lan of Government the judiciary is held sacred and set apart from the
legislative and executive branch of the government- it being rot permissible
for the legislative or executive branch to criticise any action. of the
judicial'branch of the government. The evidence which was adduced in
many cases brought before the Court being insufficient in the mind of the
Court to merit niuiishmont, we have heretofore Listructed the Chief of
Police, both orally and in writing, to take such steps as ;would result in
the elimination of the evils complained of, but up to the present have been
