OF SECOND STREET TO THE WEST PROPERTY LINE OF ITINTH STREET, ON AND FROM
THE NORTH PROPERTY LINE. OF MONROE STREET TO THE SOUTH PROPERTY LINE OF
WASHINGTON STREET, IN THE CITY OF PADUCAH, KENTUCKY, -EXCEPT THE SOUTH
SIDE OF WASHINGTON STREET FROM SIXTH TO SEVENTH STREET, ABUTTING THE
COUNTY COURT HOUSE PROPERTY, A11D EXCEPT BOTH SIDES OF I1011RIOL STR:RT F110I1
EIGHTH STREET TO NINTH STREET, AND EXCEPT, FURTHER, WHERE SIDEVALKS HAVE
BEEN IMPROVED IN FRONT OF WHOLESALE HOUSES WITH VITRIFIED BRICK- .,2iERE
SAID SIDEWALKS, OR ANY PORTION THEREOF, ARE NOT NOW CONSTRUCTED OF

SEWERS, MANHOLES, INTAKES, CATCH BASINS AND DRIVEPiAYS IIi SAID CONSTRUCTION,
EXCEPT THAT PORTION PAID BY THE CITY OF PADUCiM , AND PROVIDING THAT SAID
ASSESSI:RNT MAY BE PAID 1I4 TEWT (10) EQUAL INSTALLIZUITS, ONE EVERY YEAR
FOR A PERIOD OF TEN YEARS.
WHEREAS, the Board of Commissioners of the City of Paducah,
Kentucky, has heretofore, to -wit: on the 17th day of April 1916, adopted
an ordinance entitled:

IN THE CITY OF PADUCAH, KEINTUCKY, -EXCEPT THE SOUTH SIDE OF WASHINGTON

OR ANY PORTION THEREOF, ARE I40T NOW CONSTRUCTED OF CONCRETE OR STOKE AND
GRANITE CURBING, AND PROVIDIIIG THAT SAI,`E SHALL BE DONE ON THE TEN YEAR
PAYI+04T. PLAN"; and,
WHEREAS, in accordance with said ordinance it was provided that
the cost of the construction of said sidewalks, curbs, gutters, sewers,
intakes, manholes and catch basins shall be paid for by the abutting
property owners on both sides of said street, except that portion to be
paid by the City of Paducah, as required by law; and,
WHEREAS, pursuant to said ordinance, a contract was entered -into
by and betreen Prosser & Halliday, of the CIty of Cairo, State of Illinois,
and the said City of Paducah, for the construction thereof, on the 15th
day of September, 1916; and,
WHEREAS, said contract has been completed in all respects, and
the work, thereof finished and accepted by the Board of Commissioners of
the City of Paducah, on the 23d day of July, 1917, pursuant to recommenda-
tion made therefor by the Commissioner of Public "storks of the City of
Paducah; now, therefore,
BE IT ORDAINED BY THE BOARD OF CO12,ISSIONERS OF THE CITY OF
PADUCAH, KENTUCKY:
Section 1. That all of the property on both sides of the streets
embraced in the territory extending from the East property line of Second
street to the West property line of Ninth street, on and from the North
property line of Monroe street to the South property line of Washington
street, in the city of Paducah, Kentucky, -except the South side of
Washington street from Sixth to Seventh street, abutting the County Court
House property, and except both sides of Monroe street from Eighth street
to Ninth street, and except, further, where sidewalks have been improved
in front of wholesale houses with vitrified brick, where said sidewalks,
or any portion thereof, are not now constructed of concrete or stone and
granite ourbing- be and the same is hereby assessed for the cost of
construction of said sidewalks, curbs, gutters, sewers, manholes, intakes,
catch basins and driveways, as follows:
(1) For territory having constructed sidewalks six (6) feet wide with
concrete gutter and granite curb, which embraces the following streets:
(a) On both sides of V7ashington street between Second and Ninth
streets (except the south side of Washington street from Sixth to Seventh
street, abutting the County Court House property).
(b) On both sides of Monroe street from Second to Seventh street
(excepting where concrete sidewalks had already been constructed).
(c) On both sides of Sixth street between Kentucky Avenue and
17ashington street.
(d) On both sides of Seventh street between Kentucky Avenue and
Washington street.

(e) On both sides of Ninth street between Kentucky Avenue and
Washington street.
(f) On both sides of Second street between Jefferson and I.Ionroe
street.
(g) On both sides of Third street between Jefferson and 1.Ionroe street.
(h) On both sides of Fourth street between Jefferson and I.Ionroe street.
(i) On both sides of Eighth street between Jefferson and Monroe street.
(j) On both sides of Ninth street between Jefferson and Monroe street.
the sum of 51.81554 per front foot.
(2) For territory having constructed only sidewalks nine and one half
T9-.,Tfeet wide, which embraces the following streets: -
(a) On both sides of Fifth street between Broadway and Kentucky Avenue
(except where concrete sidewalks had already been constructed).
(b) On the Fest side of Fifth street between Broadway and Jefferson
streets (except where concrete sidewalks had already been constructed. -
'the sum of $1.06154 per front foot.
(3) For territory having constructed sidewalks only eleven and one
ani if (112) feet wide, which embraces the following streets: -
(a) On the west side of Fourth street between Broadway and Kentucky
avenue (except where concrete sidewalks had already been constructed).
(b) On the hest side of Fourth street between Broadway and Jefferson
street (except where concrete sidewalks had already been constructed).
(o) On both sides of Third street between Broadway and Kentucky
Avenue (except where concrete sidewalks had already been constructed).
(d) On both sides of Third street between Broadway and Kentucky
Avenue (except where concrete sidewalks had already been constructed).
(e) On both sides of Second street between Broadway and Jefferson
streets (except where concrete sidewalks had already been constructed.)
the sum of 01.28882 per front foot.
Section 2. That all of the funds derived from the assessment of said
property aforesaid shall be used for the purpose of paying off the
special tax bills issued against said property or such bonds as may be
issued by the City of Paducah pursuant to Section 3101 of the Kentucky
Statutes.
Section 3. That pursuant to Section 3.101 of the Kentucky Statutes, as
amended and re-enacted by an Act of the General Assembly of the Commonwealth
of Kentucky of 1910, entitled "AN ACT TO AIMED !UM RE-ENACT SECTIONS 3094,
3096, 3097, 3098, 3099, 3100, 3101 and 3102 6F THE KENTUCKY STATUTES
RELATING TO THE CONTROL AND ILIPROVEMBNT OF STREETS, PUBLIC FAYS, LANDINGS,
WHARVES, GROUNDS -AND SIDEF:tIKS IN CITIES OF THE SECOND CLASS", said
assessments may be -at the option of the property owners- payable in cash
within thirty (30) days from the date of the passage and recording of this
Ordinance, or in ten (10) annual installments, pursuant to the provisions
of said Statute.
Section 4. In order to provide a fund for the immediate payment of the
cost of That portion of the special assessments herein provided for, which
are to be paid on the installment -payment -plan, as hereinbefore provided
for, the City of Paducah shall issue and sell improvement bonds, and to
secure the payment of which bonds there is hereby pledged such taxes and
liens on the property assessed herein for the payment of the principal and
interest on such bonds, but such bonds shall not be sold for less than par,
and the proceeds thereof applied exclusively to payment for the improvement
of said sidewalks, curbs, gutters, manholes, catch basins, intakes and
• sewers as hereinbefore mentioned, and such bonds shall be issued and shall
bear interest, arid shall be payable in accordance with the provisions of
Section 3101 of the Kentucky Statutes as amended and re-enacted by the Gener-
al Assembly of the Commonwealth of Kentucky for 1910, and contained in said
Act hereinbefore mentioned.
Section 5. This ordinance shall take effect and be in force from its
passage and the recording of same.
