Sec. 1. That the driveways of Broadway and Jefferson streets from the
Viest property,- line of Sixteenth street to the East property line of Seven-
teenth street, in the City of Paducah, Kentucky, be, and the same are
hereby ordered to be reconstructed; that said streets shall be recon-
structed.with concrete, bitulithic, asphalt, or vitrified brick, as may be
deter.-Aned by the Board of Commissioners as the best and most economical
hereafter, upon_ bids made therefor, and all to be done in strict acan.rd-
ante with the plans, grades, specifications, widths and profiles of the
Commissioner of Public '�,nrl_s, prepared by hia far such purpose, all of
which are adopted as a part of this ordinance as fully as if embraced
herein or attached hereto and made a part hereof, and marked "h" for more
specific identification.
Sec. 2. That said wmrh shall be constructed under the direction and
supervision of the Conir.-issioner of Public VJorl:s, and shall be corrmienced at
a time designated by contract for the perforr,-ance of said WrTk, and com-
pleted on or before six months after the passage and recording of t_is
ordinance.
Sec. 3. That the cost of such. construction of said streets shall be
paid for wholly by the property owners abutting or fronting thereon, on
both sides thereof, except such portion thereof as required by lar: to be
paid by the Paducah Traction Company, to be apportioned to and assessed
against the property and property oiziers abutting thereon,. on both sides
thereof, according to the number of front. feet abutting thereon, except
that the City of Paducah shall pay such portion of such coats of con-
struction as required by law.
Sec. 4. The contractor awarded the. contract for the work herein pr-.-
vided for shall be paid only from the funds arising from the Special - _.
bills and assessments against the property abutting the irarornvement herein
provided for, and in no other way, except that the said contractor may be
paid out of such bonds as may be issued, in aocordance with the lar. of the
City of Paducah and charter of cities of the second class of the State of
isentuch-j, and for the payment o_" which said tax bills Lad assessments may
be pledged by the said C:.ty of i'aducah; and in no event shall the said
City of Paducah be liable to the contractor for the construction of a - of

Sec. 5. The contractor awarded the contract herein provided for
shall be paid tnnnthly by Imprnvement ;'arrants, issued by the City of
Paducah upon estimates furnished by the Commissioner of Public '-7orks,
to the e_:tent of si..ty-five (G5 ) per cent of the value of the 17nrk
done or r:laterials furnished by the contractor during the progress of
the work. and said Iniprovement Warrants shall bear si: (G') per cent
interest from date of issual t.nd shall be issued by the Commissioner of
Public Finance upon order of the Board of Conmissioners. Said
Improver. ent warrants shall be neLntiable, and shall constitute a lien
upon the local tc.xes to be herewfte-r levied for such improverient, and
shall be payable at the office of the Comnissinner of Public Finance,
rrithnut notice to the holder thereof, upon completion and acceptance
of the work herein provided for, nut of the first collcctio'I of such
local tares, or nut of ,-e proceeds of the sale of any Improvement Bonds
