Be it orclained by the General Council of the city of paduca.h, ky;
SEC. I. That the Police Department of the city of paducah be,
and it is hereby, authorized to adopt the bertillion system for detection and appre---
hensi'n of criminals..

or suspected crimiIlalB, under arrest or detained under process of lave, when in the op
