STREETS AND HICHM,;AYS OF TFF CITY OF PADUCAII, AND PROVIDING PENALTIES FOR ANY VIOLATION UEREOF. Be it ordained by the General Council of the city of Paducah, Xy. Sec. 1. The owner, operator, driver or person in charge of any cart, dray, wagon, c�)ach, omnibus, automobile, motor bicycle, carriage, buggy, or other vehicle propelled or driven upon the streets of the city of Paducah, shall con'orm to and observe the following rules and regulations of travel upon the public streets, alleys and ways of the city of Paducah. Sec. 2. Tile word "vehicle" herein includes equestrians, automobiles, motor bicycles and everything on vrheels or runners except railroad trains and street cars. Sec. 3. No vehicle, exceptthose mentioned in Section 24 hereof, shall proceed at any time at a speed greater than is reasonable and proper, having regard to the traffic and use of the highway, or so as to endanger the life or limb, or injure th.e property of ny person. If the rete of 'speed of any vehicle shall be greater than ten (10) miles per hour for a distance of one—ei..ght (VS) of a mile in the territory bounded on the north by Madison Street; on the South by Washington Street; On the 'West by Ninth Street, and on the Fast by the river, or exceed a speed of fifteen (15) m?.les per hour) outside of said territory* and within the corporate limits of the city of Paducah, for a dista;!ce of one—eighth (]/S) of a mile, such rate of speed shall be prima facie evidence that the person operating or using said vehicle is running at a rate of speed greater than is reasonable and proper. If the rate of speed ofa vehicle on a public hioiway is going around the corner, curve or crossing in such hioiways where the operator's or driver's view of the road traveled is obstructed, exceeds six (6) miles per hour, such rate of speed shall be prima facie evidence that the person operating or driving such i (vehicle is running at a rate of speed seater than is reasonable and proper; and such vehicle shall be considered operated and run without due regard to the traffic and use of the street and so as to endanger the lice and limb, and ,j injure the property of persons. All bicycles, tricycles, s vehicles upon the bicycles, auto— velocipedes, motor ] mobiles and all other riding machines aryl horseles horn or other adequate streets shall have atahhed thereto a gong, bell, sial in good working order, and of proper size and character, sufficient to give warning of the approach of such vehicles to pedestrians, and to . riders and drivers of other vehicles and to persons entering or leaving the street cars; and such gongs, bells, horns and other signals shall not be sounded ercent when neccessary to give warning, provided that no such gong, bell, horn or other signal shall produce a sound unusually loud, annoying or of distressing character or such as will frighten pedestrians or animals, or extreme noise, as "SIRENS" or similar instruments that produe unusually loud, annoying or distressing s o� nds, provided that that provision of this section shall not apply to p,blic ambulances, vehicles belonging to the fire or police departments o,: the city of Paducah, or vehicles belong— ing to public service corporations required to respond to alarms of fire or lother emergency calls. Sec. 21. No person operating a self—propelled vehicle shall permit the motors of same to operate in such a manner as to visibly emit an unduly I , great -amount of steam, smoke or products of combustion from exhaust pipes i IOr openings. I I Sec. 22. No person operating a self—prppelled vehicle shall permit the pipes, "mufflers" or other devices to e3mit sounds of exhaust in a loud ,and annoying manner, and all such vehicles shall be operated in as noiseless,' Im.anner as possible. Sec. 23. All automobiles operating or stand' Ing upon the public high— ways of the city of Paducah between one hour after sunset and one hour ,before sunrise, shall be provided with at least trop lighted lamps, showing 'white lamps, visible for a reasonable distance in the direction tovrard which the vehicle isoin g g, a,id one red light attache d to the rear of such vehicle, visible for a r�asonabke distance in the,rear thereof. Sec. 24. Vehicles of the Police DEpartment, Pire De a Patrol, Traffic Emergency,p rtmerrt, }ire United States mail and ambulances, shall have :;the right of way at all times in any street or through any processmon and excepting the above, no vehicle or street ? car shall pass through or i}.a i i any way interfere. Sec. 26. Subject to Section 24 of this ordinance, street cars shall have the right of xray bHtweern cross streets over all .other v hicies, and the driver or person in control of any vehicle proceeding, upon a track in front of a street car I shall immediately turn out upon a signal from the motorman or driver of the car. i i Sec. 27. Sec. 29. The driver or person in control of a vehicle, on the approach of a fire engine or other apparatus, shall immediately draw up said vehicle as near as practicable to the right—hand curb and parallel thereto and bring it to a e stand—still, Sec. 30. Sec. 40. `No person under sixteen (16) years of age shall drive a public numbered licensed or business vehicle. The roadbeds of highways and streets are primarily intended for vehicles, but pedestrians have the right to cross them in sq,fety, and all drivers of vehicles shall exercise Ill proper care not to injure i pedestrians, and pedestrians, before stepping from the sidewalk to the ;roadbed, should look to see what is aPProaching, and shall not needlessly i interfere with the passage of v.?hicles. Sec. 47. The word horse includes all animals used for the purpose of riding, and drawing vehicles. Sec. 48. The word driver includes the rider of wheels and the operator of motor wheels and automobiles acid street cars and the rider of a horse and the driver o- vehicles drawn by horse or horses. Sec. 49. Drivers must at all times comply with any directions given by i voice or hand of any officer of the police force as to stopping, starting, I approachinZ% or departing from any place, and also as to the manner of tkking up or letting off passengeris and the loading and unloading of vehicles. Sec. 50. IN all streets and alleys that are less than fifteen (15) feet in width, vehicles must enter from the north and east ends of such alleys, and se,id vehicles shall be so loaded at all times while in such streets and alleys; and in ' leaving will leave through the south and West enris of such streets and alleys. Sec. 51. No person, society, organization or company, shall conduct or organize a parade through the streets and public ways of the City of Paducah wil•}:out ob- taining a permit therefor from the office of the Chief of Police. Sec. 52. Any person, firm, or corporation who shall violate any provision of this ordinance shall be fined not less thah Five Dollars nor more than Twnety- five dollars for eac},. offense. Sec. 53. All ordinances or parts of ordinances in conflict herewith, are hereby repealed. Sec. 54.This ordinance shall take effect from and anter its passage, approval and publication.
