Be it ordained by theCommon Council of the City of Paducah,Ky.
'I Sec.l. That no person shall be eligible to appointment on the police force

let. He must be able to read and write the English language.
2nd. He must be a citizen of the United States.twd.
3rd. He must be an actual resident of the city of Paducah,and a citizen there
-of for at least two years immediately prior to an appointment as such pollCen- i
4th. He must be of good health and of sound body,and hold a certifiwate to tl i
this effect from a recognized practiving physician of the city.
'5th. He must be of steady habits,and of good moral character.
6th. He inust present a petition to the Mayor,written and signed by himself,
for a posi)ion upon the police force.
7th. For the faithful perfernance of the duties of the office of policeman
such Shall execute a bond Signed by at least three reputable citizens and tax
payers to be ratified by the Common Council, -provided a bond so ratified and
approved from any reputable Fidelity and Trust Co.may also be accepted.
Sect. That any member of the police force of the city of Paducah shall be
subject to repremand or dismissal,according to the nature and aggravation of
the offense committed,for any of the following eayses,by the Mayor of the city

2nd. For disrepect to a superior officer.
3rd. For unnecceeeary violence to prisoners.
4th. For slteping while on duty.
6th. For leaving a ges18,v�thout cause.

f orce.
7th. For absence without leave.
8th. For immorality,indecency or lewdness,
9th. For entering houses of protitution and seeignation,gamblinghouses or roo
me,saloons or sporting houses of any description while on or off duty
unless in the discharge of hit duty as an officer of the city,or opera
while on duty.
10th. For conduct subversive of good order,or the discipline of the force.
11th. For any violation of the rules and regulations defined in this ordinance

THE RULES AND REGULATIONS O/HF
POLICE DEPARTMENT OF THY CITY OF PADUCAH WITH PENALTIES THEREUNDER.

Sec.4. That every member of the police force shall devote his entire time and
attention to the business of the department,and under no circumstances will he r
be allowed to engage in any other business or calling,and although certain-,tia
times and localities are allotted to the respective members for the performanec
of duty on ordinary occasions,their services must be rendered where ever in th
the city of Paducah,and when ever required.

3EC.5. That the following mad generalArulee shall govern the police force of
Paducah.
1st. The City Marshall bhall have entire control of the day and night men
during the day time,and the Police Captain shall have entire control .of both
the day and night force,from the time he calla the roll in the evening until b
he calls the roll in the morning thereafter, subject to the approval of the
Mayor.
$26.2nd. The Captain shall work his night men as he thinks the better plan
to do,and have thepower to change them from one beat to an other at his plaas-
uro in the interest of the welfare of the city,and in the absence of any regu-
lar policeman,or regular extra man,he shall have the power to appoint any caps,
-ble man he may aelect,to work until the regular officer or extra may return
to work,-however,subject to the aproval of the Mayor
3rd. The Lieutenant shall see after the officers on the beats of the follow-
ing numbers, -2_3 l-5-0-7-8-9-.
4th. The Police Captain ,will force obedience to the rules and regulations,
and to such special orders and rules that may frome time to time be issued by
the Mayor.
5th. Bald officer will be held strictly responsible forthe egfe66ency,discip
-line and conduct of all of the members of the night force,and shall promply
report to the tlayor in writing any case of neglect of duty of the men in his
charge.
6th. It shall be the Police Captains duty to report promptly at all serious
fires,all,riots or tumultuous assemblies within the city of Paducah,and take
command of the police then present,whether they be of the regular force or pri
-vate,dlsperse mobs and cause the arrest of all persond disturbing the peace,
or are inciting others thereto,and have the right to detail any or all of the
police force temporarily,to where ever in the city their services may be requi
-red.
'th. The Police Captain shall have the power to,when he deems it neccessary
detail one or more policeman or patrolman to perform secret or detective sery
-ice,who will while on such special duty,be under the immediare control of Sad
said officer,who in addition to his Other duties,shall manage the detective or
secret service. all subject the blayor,s approval.
-------Lieutenant of Police -------
The Lieutenant shall be in command of the night force as heretofore designated
,end he is charged with the maintenance of the public peace and with the enfo-
rcement of the law,and shall have the entire control of the force entrusted to
his command,subject toe the orders of the Police Captain.
2nd. In case of riot or serious disturbance of the peace,he shall embody the
possible force and proceed at once to the locality,there strive t6 restore
order and disperse the crowd by moderate and conciliatory efforta,but if these 1
fail the requisite force must be used and the principal offenders arrested. 1'f ,'4

3rd. He shall carefully noe,and impartially report to the Police Caption,eve!
case of misconduct and neglect on the part of the members of the force,
Any concealment or omission to make such report promptly will be deemed a ,
groes neglect of duty,
4th. He shall carefully inspect his men each night before going on duty,and
as carefully see to It that they are properly uniformed,and equipped with bad-
ge,club and pistol;he shall also see that the patrolmen are properly instrueta
in the rules and regulations governing the department,and fully taught that

obedience to ordere,discipline and gentlemanly conduct,are important requiment
------ PATROLMEN ------
let. The prevention of crime being the most importabt object in vlew,the patro
-lman,s exertions must be constantly used to accomplish that end;he must exam-
ine and make himself perfectly familiar with every part of his beat,andvigila-
ntly watch every description of persons passing his way.
2nd. He must to the utmost of his power prevent the commission of assaults,
breaches of the peace,and all other crimes about to be committed.
3rd. The absence of crime shall be the best iiii8tnas of the effiency of the
patrolman,and wher, on any beat offenses frequently occur,there will be goo!
reason to Suppose that there is negligence or want of ability on the part of
the patrolman in charge.
-------POLICE REGULATIONS ------- No.4.
4th. The patrolman must acquire such knowledge of the inhabitants within his
beat as to enable him to at once recognise them.
6th. He Shall strictly watch the conduct of all persons of known bad cbacacte
Shall note the time of the appearance of any person of known 'bad character
upon his bent,and the circumstances attending,and the premises such persona
may enter;reporting to the Lieutenant In command,who shall report to the Polis
Captain or Marshal.
8th. Ile shall report to the Lieuteranj,all auspicious persons, gamblers, race Iv
-vers of stolen goods or property,or his suspicions that they are such. It ahk
shall be the duty of every member ofthe police force to report to thh Lieuten-
ant when ever there are good grounds for beleiving any houseroom or premises
E in the city of Paducah is kept or used for the purpose of gambling,or to be
kept or used for lewd or obscene purposes or amusemente,or for any unlicensed
business
7th. He shall not leave his beat except in the immediate discharge of his
duty,and shall report such absence to the Captain, lieutenant or Marshal.
8th. He shall take particular notice of all hacks and number thereof,or any
other vehicle at night which under any eircilmstances excites suspicion.
9th. 110 must not use,or theaten to use his club or any other weapon except in
the moat urgent cases of self defense. While on duty he note all street and
side -walk obstuctions,and all defects therein from which accidents may occur,
removing them when practicable;he shall see to all places where openings and
excavations are being made and not Buffer them to be continued unless properl4

13th. When unable to

duty from sickness or any other cause ,he shall

to his superior officers in writing,or inperson,and in
default of making such

he shall be deemed absent without leave and sub-

I 14th. Any member of the force contracting debts for uniforme,clothing,neccesa
-vary family supplies or house rent,and who may have neglected to pay for same
shall,whan such fact comes to the knowledge of the Police Captain,be notified
that a contiued refusal to settle such indebtedness will be deemed sufficient
cause for dismiesal,unless it be made to appear that he is unable to pay same.
15th Patrolmen must not walk together,nor talk with each other when they meet
on the confines of their beete,or any part of their beat,unless to communlcat
neccessary lnformation,and then such comminicatlon must be as breif as poscibl
N� p.:r'rn will be appointed as a policeman,or removed from the force on accoun
-t of his religious opinlons,and members of the gorse will avoid religious or
Political discussions while on duty. When officers are stationed at the polls
on election days for the purpose of preserving order,the duty of such officers
' will be to prevent disorder and protect every man In his just rights,and it
shall be their especial duty to rigidly enforce the law whlch$pre,ieaisany per-
son other than qualified elect0es going to the polls singly and alone to vote
and immediately leaving said voting place,also to see that no other person
other than that of a peace officer in the act of making an arrest shall appro-
ach nearer to any polling place than the number of feet prescribed In the elec
-tlon laws of this Commonwealth,for any purpose whatever during the progress
of any election.
--------PRESCRIBING UNIFORM.---------
All members of the police department shall wear dark blue overeoats,double-bre
-asted with short rolling plain collars,buttoned close up to the neck;the wale
-t two and one-half inches below the natural waist;skirt,4lnches below the kne
e-pan;one pocket on the right breast outslde,one pockef on the left breast
inside,and one pocket in each skirt;a row of s police buttons on each side.

<<^nd.
The Police Captain and Lieutenant shall wear a dark blue ,double breaetd
frock cont,plaln collar,wlth a row of B police buttons on each slde,so that th
the coat may be buttoed up to the neck;the skirt thereof' to reach to a point
one inch above the center of the knew-pan;breast pockets inside and a pocket .1
in each eklrt;3 buttons upon each cuff and 2 upon each skirt behind.
3rd. The patrolmen shall wear dark blue single breasted straight frock coats
buttoned up to the throat,with plain jacket collar and straight skirt;9 polici
buttons upon the breaet,2 upon each cuff and 4 behlnd;side edges half the len-
g!h of the skirts. Edges double stitched one eighth of an inch wide;eleevee to
match,plaln around bottom; 2 Inside Vest poekete,cash pocket outside and on th
the right side,walet 2&_1/4 inches below the natural waist$ and skirt 1 inch
above the center of knee -pan.
{ 5th. All members of the department shall wear dark blue ,single breasted vee$

made without collars,and with 7 police buttons,tc button up within 3 inches of
the neck.
6th. The Police Captain and Lieutenant,dhall wear blue cloth caps,with gold
bullion wreath in front encircling gold bullion lettere indicating the rank
of such officer.
6th. Patrolmen shall wear blue cloth helmete,having in front a white metalic
wreath encircling silver figures indicating the officers number.
Covers may be worn over caps and helmets in stormy weather.
7th. The police badge shall be worn on the left breast of the outside garment
when in uni"rm,and upon the left breast of the vest at all times when in
citizens dress,and the number on the helmet of each patrolman shall correspond
with the member on the badge worn by such.
Eth. The summer uniform shall consist of a blue flannel stick coat,and blue
flannel pante. The coat od the patrolman shall be single broasted eack,with
short turn.pver collar,to button close up to the chin,and to reach to a point
4 inches above the bend of the knee,with 4 police buttons on the gront:with
no pockets to show on the outside,and the pante to be made.ae these are hsrOn
prescribed for with Winter pants.
9th. That all ordinances and parte of ordinances conflicting the provisions
hereof are to the extent of such confliction,hereby repealed and this ordinate
-ce shall take effect from and after its passage and approval.
The Oaptain of the night Police force shall at all times be subserveant to
the commands of the City Marshal or his assistant.
