At a Called Meeting of the Board of Commissioners held in the Commission
Chamber in the City Hall, Paducah, Kentucky, at 1:30 P.M. on August 29, 1969,
Mayor Cherry presided and upon call of the Roll the following answered to their
names: Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5).
Mayor Cherry offered motion, seconded by Commissioner Lambert, that the
executed copies of the Notice of Called Meeting to be held at 1:30 P.M. on August
29, 1969, be received and filed. Adopted on call of the Roll, Yeas, Commissioners
Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5).
The hearing of Charges preferred by Paul Holland, Chief of the Police Department
against William H. Herndon a member of the police department was held. After which
Mayor Cherry offered the following motion: I move that the Board of Commissioners of
the City of Paducah, Kentucky, having heard the evidence upon charges preferred
against William H. Herndon, a member of the police department of said city, by Paul
Holland, Chief of Police of said city, and being sufficiently advised adjudges that
said William H. Herndon is guilty of the charge of misconduct while on duty, and
adjudges that said William H. Herndon is guilty of such conduct as would render him an
unfit or improper person for employment in the police department of the City of
Paducah within the purview of KRS 95.450 and the Manual of Procedure and the Manual of
Rules, Regulations and Duties for the Paducah Police Department and governing the
conduct of members of the police department of said city.
It is therefore the judgment of the Board of Commissioners of the City of
Paducah, Kentucky, that the defendant, William H. Herndon be, and he is hereby,
dismissed from employment as a member of the Police Department of the City of
Paducah, Kentucky, effective immediately. Adopted on call of the Roll, Yeas,
Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5).
Commissioner Harvey offered motion, seconded by Commissioner Lambert, that the
reports of the Paducah Water Works for the month of August, 1969 be received and filed.
Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, McNutt, Puryear and
Mayor Cherry (5).
Commissioner Lambert offered motion, seconded by Commissioner Harvey, that an
ordinance entitled "AN ORDINANCE PROPOSING ANNEXATION OF CERTAIN PROPERTY LYING
ADJACENT TO THE NORTHWEST CORPORATE LIMITS OF THE CITY OF PADUCAH, KENTUCKY, DEFINING
ACCURATELY THE BOUNDARY OF THE TERRITORY PROPOSED TO BE ANNEXED, AND DECLARING THE
DESIRABILITY AND NECESSITY OF SUCH ANNEXATION", be adopted. Adopted on call of the
Roll, Yeas, Commissioners Harvey, Lambert, Puryear., and Mayor Cherry (4), Commissioner
McNutt voted "No".
e Mayor Cherry offered motion, seconded by Commissioner Harvey, that the following
Jpersonnel change be made:

1. Willie D. Keeling, Jr. be employed as an Applicant -Candidate
in the Fire Department, effective September 1, 1969, provided
by such time he furnishes, at his expense, a satisfactory
medical report as to his physical condition, including an
electrocardiogram.
Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, McNutt, Puryear
and Mayor Cherry (5).
On motion the meeting adjourned.
