At a Called Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall, Paducah, Kentucky, at 2:00 P.M. on April 22, 1969, Mayor Cherry
presided and upon call of the Roll the following answered to their names:
Harvey, Lambert, Puryear and Mayor Cherry (4), Commissioner McNutt being absent.
Mayor Cherry offered motion, seconded by Commissioner Lambert, that the executed
copies of the Notice of Called Meeting to be held at 2:00 p.m. on April 22, 1969, be
received and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert,
Puryear and Mayor Cherry (4).
11 / Commissioner Harvey offered motion, seconded by Commissioner Lambert, that the
letter of Woodall & Melton, Inc., dated April 15, 1969, to the Mayor and Commissioners
clarifying and guaranteeing insurance premiums amount for Workmen's Compensation and
Employer's Liability Insurance, be received and filed. Adopted on call of the Roll,
Yeas, Commissioners Harvey, Lambert and Puryear (3), Mayor Cherry voted "No".
Commissioner Harvey offered motion, seconded by Commissioner Lambert, that the
following personnel changes be made, effective May 1, 1969.
1. That James Humphreys be reclassified and transferred from
Assistant Director of Public Works to Chief Operator in the
Sewage Disposal Department, at $620.00 per month.
2. That Harrel Smith be reclassified from Chief Operator to
Maintenance Man in the Sewage Disposal Department, and that
his salary be $602.00 per month.
3. That Carl C. Crafton be reclassified and transferred from
Maintenance Man in the Sewage Disposal Department to
Maintenance Man -A in the Floodwall Department, at a salary
of $520.00 per month.
4. That Harry E. Wright be reclassified and transferred from the
Floodwall Department to Equipment Operator in the Street
Division of the Public Works Department, and that his wages
be based on the hourly rate for such classification
considering his length of service.
Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, Puryear and Mayor
Cherry (4).
Commissioner Harvey offered motion, seconded by Commissioner Lambert, that the
Certificate of Insurance issued by The Home Insurance Company of New York, covering
Builders' Rish on Paducah Relief Sewers, Contract No. 1, Projects 1 and 2, for a period
of one year from April 17, 1969, be received and filed. Adopted on call of the Roll,

of one year from May 6, 1969, be received, approved and filed. Adopted on call of the

Commissioner Lambert offered motion, seconded by Commissioner Harvey, that the

Certificate of Insurance issued by National Surety Corporation to the City of Paducah,
covering work done by Morris McBride et al, for a period ending June 20, 1969, together
with Bond in the amount of $1,000.00, dated January 22, 1969, be received, approved
and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, Puryear
and Mayor Cherry (4).
Commissioner Lambert offered motion, seconded by Commissioner Harvey, that the
following personnel changes be made;
1. Margaret Mason be employed as a part time temporary clerk -typist
in the Floodwall Department, at a salary of $50.00 per month,
retroactive to April 16, 1969.
2. James Shaw, truck driver in the Refuse Department, be promoted
to equipment operator in said department, at a salary of $2.63
per hour, effective May 1, 1969.
3. Dorothy Ellen Sivels be employed as clerk -typist in the Finance
Department, at a salary of $285.00 per month, retroactive to
April 16, 1969.
4. Merle Hiples, engineer in the Fire Department, be promoted to
Captain in said department, effective May 1, 1969.
5. John Dossett, private in the Fire Department, be promoted to
Engineer in said Department, effective May 1, 1969.
Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, Puryear and Mayor
Cherry (4).
Commissioner Puryear offered motion, seconded by Commissioner Lambert, that an
/xecuted copy of the contract dated March 13, 1969, between Paducah Airport Corporation
and Walter J. Luchesi and Dorothy F. Luchesi, his wife, for lease of a parking facility
at Barkley Field, be received and filed, and that Mayor Robert C. Cherry be authorized
to approve said lease on behalf of the City of Paducah, Kentucky. Adopted on call of
the Roll, Yeas, Commissioners Harvey, Lambert, Puryear and Mayor Cherry (4).
/ Commissioner Puryear offered motion, seconded by Commissioner Lambert, that the
Certificate of Insurance issued by The Fidelity and Casualty Company of New York to
J. E. Staley and M. R. Staley d/b/a Noble Park Concessions, for a period of one year
from May 3, 1969, be received and filed. Adopted on call of the Roll, Yeas,
Commissioners Harvey, Lambert, Puryear and Mayor Cherry (4).
Commissioner Puryear offered motion, seconded by Commissioner Lambert, that the
Certificate of Insurance issued by Fireman's Fund American Insurance companies to
Grover C. Watkins, Inc, d/b/a Noble Park Funland, Inc. for a period of one year from
March 24, 1970, be received and filed. Adopted on call of the Roll, Yeas,
Commissioners Harvey, Lambert, Puryear and Mayor Cherry (4).

portion of a public alley lying between Murray Avenue, Beltline Highway and Cully Stree

Mayor Cherry offered motion, seconded by Commissioner Puryear, that an
executed copy of the Lease dated February, 1969, between Paducah Airport Corporation
and Sally Moyers d/b/a Ohio Valley Aviation, for lease of airport facilities at Barkley
Field, be received and filed, and that the Mayor be authorized to approve said lease on
behalf of the City of Paducah, Kentucky. Adopted on call of the Roll, Yeas,
Commissioners Harvey, Lambert, Puryear and Mayor Cherry (4).

BY AND BETWEEN THE CITY OF PADUCAH, KENTUCKY, AND THE UNITED STATES OF AMERICA", be

FOR THE PURCHASE OF ONE LOW CENTER OF GRAVITY RUBBER TIRED TRACTOR FOR USE IN THE
FLOOD CONTROL DEPARTMENT, AND PRESCRIBING THE MANNER IN WHICH BIDS SHALL BE SUBMITTED",

Commissioner Lambert offered motion, seconded by Commissioner Harvey, that
an ordinance entitled "AN ORDINANCE AMENDING SECTIONS 2, 6 AND 7 OF AN ORDINANCE
ENTITLED 'AN ORDINANCE RELATING TO TRAFFIC AND REGULATING USE OF PUBLIC STREETS IN THE
CITY OF PADUCAH; DEFINING AND ESTABLISHING PARKING METER ZONES AND REGULATING AND
CONTROLLING AND PROVIDING FOR INSPECTION OF THE TIME PARKING OF VEHICLES THEREIN BY
THE USE OF PARKING METERS; PRESCRIBING LIMITS OF TIME FOR PARKING IN PARKING METER
ZONES; AND PROVIDING FOR ENFORCEMENT OF THIS ORDINANCE AND PUNISHMENT FOR ITS VIOLATION
WHICH ORDINANCE WAS ADOPTED JULY 9, 1946, AND WHICH SECTIONS WERE LAST RESPECTIVELY

TERMS AND CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE", be introduced and
remain on file for at least one (1) week for public inspection in the completed form
in which it shall be put upon its final passage. Adopted on call of the Roll,
Yeas, Commissioners Harvey, Lambert, Puryear and Mayor Cherry (5).

CITY OF PADUCAH, KENTUCKY, FOR THE YEAR 1969 AND APPROPRIATING THE PUBLIC REVENUE AND
INCOME OF THE CITY OF PADUCAH FOR SUCH PURPOSES", be introduced and remain on file
for at least one (1) week for public inspection in the completed form in which it shall
be put upon its final passage. Adopted on call of the Roll, Yeas, Commissioners
Harvey, Lambert, Puryear (3) Mayor Cherry voted "No".
Mayor Cherry offered motion, seconded by Commissioner Lambert, that an ordinance
entitled "AN ORDINANCE AMENDING SECTIONS 8-B and 8-D OF THE 'APPOINTIVE EMPLOYEES'
CIVIL SERVICE ORDINANCE', WHICH WAS ADOPTED BY THE BOARD OF COMMISSIONERS ON DECEMBER
2, 1947 AND AMENDED ON DECEMBER 27, 1968 AND JANUARY 9, 1969", be adopted. Adopted

Mayor Cherry offered motion, seconded by Commissioner Puryear, that an ordinance
entitled "AN ORDINANCE AMENDING SECTIONS 3, 4 AND 7 OF AN ORDINANCE ENTITLED `AN
ORDINANCE PROVIDING FOR THE REGULATION, LICENSING AND INOCULATION OF DOGS IN THE CITY
OF PADUCAH, KENTUCKY; PROVIDING FOR THE EMPLOYMENT OF VETERINARIANS TO ISSUE LICENSE
FOR THE KEEPING OF DOGS; PROHIBITINS THE OWNERS OR KEEPERS OF DOGS FROM ALLOWING SUCH
DOGS TO BE AT LARGE; PROVIDING PENALTIES FOR THE VILLATION OF THIS ORDINANCE;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING A SEPARABILITY CLAUSE',
WHICH WAS ADOPTED BY THE BOARD OF COMMISSIONERS ON FEBRUARY 21, 1968", be adopted.

CENTRAL BELL TELEPHONE COMPANY FOR CONSTRUCTING, OPERATING AND MAINTAINING UNDERGROUND
TELEPHONE LINES AT BARKLEY FIELD", be adopted. Adopted on call of the Roll, Yeas,
