Place under Civi Service Herbert Brown ` Paul Jones Jas. R. Helton L.C.Cawthon At a Regular Meeting of the Board of Commissioners held in the Commission Chamber of the City Hall, Paducah, Kentucky, at 7:30 P.M. on December 10, 1968, Mayor Cherry presided and upon call of the Roll the following answered to their names: Commissioners Harvey, Lambert, Puryear, McNutt and Mayor Cherry (5). Mayor Cherry offered motion, seconded by Commissioner Lambert, that the reading of the Minutes for November 26 and December 3, 1968 be waived and that the Minutes of said meetings prepared by the City Clerk be approved as written. Adopted Mayor Cherry made the following appointments: Subject to the approval of the Board of Commissioners, I hereby appoint the following persons as members of the Advisory Committee on Aging for a term of two years: Rev. Robert A. Hill, Mrs. Pat King, Mrs. Josephine Kelley, Mrs. L. G. Marberry, Mrs. Eugene Butler, Russell Mills; and Mrs. Velma Hamock to fill the unexpired term of Flem Messer. Commissioner Lambert offered motion, seconded by Commissioner Harvey, that the action of Mayor Cherry in appointing Rev. Robert A. Hill, Mrs, Pat King, Mrs. Josephine Kelly, Mrs. L. G. Marberry, Mrs. Eugene Butler, Russell Mills and Mrs. - Velma Hamock as members of the Advisory Committee on Aging, be approved and ratified. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5). Mayor Cherry made the following appointment: The term of office of Ed Cain as a member of the Civil Service Commission expired on December 9, 1968, I hereby, subject to the approval of the Board of Commissioners, reappoint the said Ed Cain for a further term expiring December 9, 1971, so that said board as now constituted shall be composed of the following members: Kelly Crayne whose term expires December 9, 1969 Walter H. King whose term expires December 9, 1970 Ed Cain whose term expires December 9, 1971 Commissioner Puryear offered motion, seconded by Commissioner McNutt, that the action of Mayor Robert C. Cherry, reappointing Ed Cain as a member of the Civil Service Commission, be approved. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, Puryear, McNutt, and Mayor Cherry (5). Commissioner Harvey offered motion, seconded by Commissioner Lambert, that the following persons in the Refuse Division of the Public Works Department be placed under civil service, effective December 16, 1968: Herbert Brown, Laborer Paul Jones, Laborer James R. Helton, Laborer L. C. Commissioner Lambert motion, seconded by Commissioner Harvey that the following Clerks in Finance Off i, a personnel changes be made: 1. The following persons be employed as temporary clerks in the Finance Office (to sell auto stickers) at a salary of $250.00 per month: Eleanor Knight, effective December 16, 1968 Dorothy L. Borton, effective January 2, 1969. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cheery (5). File bids ox Commissioner McNutt offered motion, seconded by Commissioner Puryear, that the petroleum products following bids on petroleum products be received and filed: Sunray DX Oil Company Gulf Oil Company Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5). File Lease Commissioner Puryear offered motion, seconded by Commissioner McNutt, that the Urban Renew City Hall executed month to month lease dated December 3, 1968, from Urban Renewal and Community, Parking Lot Development Agency of Paducah, to the City of Paducah, of a portion of the block on South 4th Street between Washington and Clark Streets for City Hall Parking, be received, accepted and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5). Holiday Mayor Cherry offered motion, seconded by Commissioner Lambert as follows: Christmas E ie WHEREAS it has heretofore been the policy of the City to give its employees one-half day on Christmas Eve and one-half day on New Year's Eve as vacation, and WHEREAS by contract with the unionized employees of the City of Paducah, such employees shall receive one-half day on Christmas Eve and one-half day on New Year's E vacation, and WHEREAS the employees within City Hall have requested that they be granted a full day vacation on Christmas Eve instead of the two one-half days. j NOW THEREFORE, I move that all employees within City Hall other than in departments with union employees and the Police Department be given December 24th, 196 I as an additional holiday instead of one-half day on Christmas Eve and one-half day on Year's Eve, it being understood that such employees shall work a full day on December 31, 1968. Request bide Commissioner Harvey offered motion, seconded by Commissioner Lambert, that a 100 Parking Meters Resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE PURCHASE OF APPROXIMATELY 100 MANUALLY OPERATED PARKING METERS, HEADS AND COIN BOXES ONLY, AND PRESCRIBING THE MANNER IN WHICH BIDS SHALL BE SUBMITTED", be adopted. Adopted on call of the Roll, Yeas, Commissionrs Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5). j Commissioner McNutt offered motion, seconded by Commissioner Puryear, that a resolution entitled "A RESOLUTION REQUESTING AND AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR PIPE AND ACCESSORIES TO BE USED IN THE CONSTRUCTION OF SANITARY SEWERS", be adopted. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5). Mayor Cherry offered motion, seconded by Commissioner Harvey, that a resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE SALE TO THE CITY OF PADUCAH OF ONE (1) FIRE TRUCK OF THE AERIAL, HOOK AND LADDER TYPE", be adopted. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5). 1 ✓. Commissioner Harvey offered motion, seconded by Commissioner Lambert, that an ordinance entitled "AN ORDINANCE PROHIBITING SALE OF TOXIC GLUE TO CERTAIN PERSONS AND MAKING IT UNLAWFUL TO BE UNDER THE INFLUENCE OF TOXIC GLUE FUMES, AND PROVIDING PENALTIES FOR VIOLATIONS", be adopted. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5). ✓ Commissioner Lambert offered motion, seconded by Commissioner Harvey, that an ordinance entitled "AN ORDINANCE PRESCRIBING CERTAIN DUTIES IN CASE OF ACCIDENTS ON PRIVATE OR PUBLIC PROPERTY, AND PROVIDING PENALTIES", be adopted. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5). Commissioner Lambert offered motion, seconded by Commissioner Harvey, that an ordinance entitled "AN ORDINANCE AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH SUNRAY DX OIL COMPANY FOR THE PURCHASE OF ALL REGULAR AND ETHYL GASOLINE, MOTOR OIL, DIESEL FUEL, CHASSIS LUBRICANT, GEAR LUBE OIL, HYDRAULIC OIL, KEROSENE AND ANTI=FREEZE FOR USE BY THE CITY OF PADUCAH, KENTUCKY, FOR THE PERIOD OF TIME FROM JANUARY 1, 1969 TO DECEMBER 31, 1969, AND PRESCRIBING THE TERMS AND CONDITIONS UPON WHICH SUCH PURCHASES SHALL BE MADE", be introduced and remain on file for at least one week for public inspection in the completed form in which it shall be put upon its final passage. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5). TO PURCHASE THE INTEREST OF THE CITY OF PADUCAH IN PROPERTY AT 719 SOUTH 3RD STREET THEREIN, FOR THE SUM OF $500.00, AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A QUITCLAIM DEED", be adopted. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5). Mayor Cherry offered motion, seconded by Commissioner Harvey, that an ordinan entitled "AN ORDINANCE AMENDING SECTIONS 6 AND 9 OF AN ORDINANCE ENTITLED 'AN ORDINA REGULATING AND GOVERNING BURIALS, DISINTERMENT AND REINTERMENT CHARGES IN OAK GROVE CEMETERY AND ADDITIONS THERETO", WHICH WAS ADOPTED BY THE GENERAL COUNCIL OF THE CITY OF PADUCAH, KENTUCKY ON OCTOBER 23, 1909, AND WHICH SECTION 6 THEREOF WAS LAST AMENDED ON JANUARY 9, 1968, AND WHICH SECTION 9 WAS LAST AMENDED ON JUNE 11, 1968", be adopted. Adopted on call of the Roll, Yeas, Commissioners Harvey, Lambert, McNutt, Puryear and Mayor Cherry (5).
