HomeMy WebLinkAboutMinutes Book 26, Page 244, October 22, 1968Na 244 Proceedings of Board of Commissioners City of Paducah October 22. 1968 At a Regular Meeting of the Board of Commissioners held in the Commission Chamber of the City Hall, Paducah, Kentucky, at 7:30 P.M. on October 22, 1968, Mayor Protem McNutt presided in the absence of Mayor Cherry, and upon call of the Roll the following answered to their names: Commissioners Lambert, Puryear and Mayor Protem McNutt (3), Mayor Cherry and Commissioner Harvey being absent (2). Mayor Protem McNutt offered motion that the reading of the Minutes for October 8th, 1968 be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Lambert, Puryear and Mayor Protem McNutt (3). Resignations Commissioner Lambert offered motion, seconded by Commissioner Puryear as follows Ronald L Hale Wm. P Talley ;1 Upon recommendation of the City Manager, I move that the following personnel changes Thomas Calho n :� be made: Terminate James Aikensli 1. The resignation of Ronald L. Hall, laborer in the Parks & Recreation Larry L Grif in Department, be accepted, effective October 11, 1968. Employ ++� Earl Stubble!r ` 2. James Aiken, temporary laborer in the Street Division of the Public field -Refuse Liability In' and Bond of Eison Const. Co. Inc. �1I ISell grave Rushing Add.$ Thelma Smith'! Works Department, be terminated, effective October 17, 1968. 3. Earl Stubblefield be employed as a temporary laborer in the Refuse Division of the Public Works Department, at a salary of $1.90 per hour, retroactive to October 16, 1968. 4. The resignation of William P. Talley, temporary laborer in the Cemetery Department, be accepted, effective October 12, 1968 5. Larry Lee Griffin, temporary laborer in the Street Division of the Public Works Department, be terminated, effective September 30, 1968 6. The resignation of Thomas Calhoun, temporary laborer in the Cemetery Department, be accepted, effective October 4, 1968. Adopted on call of the Roll, Yeas, Commissioners Lambert, Puryear and Mayor Protem McNutt (3). Commissioner Puryear offered motion, seconded by Commissioner Lambert, that the Certificate of Insurance issued by United states Fidelity and Guaranty Company covering work done by Eison Construction Company, Inc. for a period of one year from January 1, 1968, together with Bond in the amount of $1,000, dated September 23, 1968, be received approved and filed. Adopted on call of the Roll, Yeas, Commissioners Lambert, Puryear and Mayor Protem McNutt (3). Commissioner Puryear offered motion, seconded by Commissioner Lambert, that the Board of Commissioners approve the sale by the City of Paducah to Thelma Smith of the northeast corner of Lot No. 361 in Block No. 6 of the Rushing Addition to Oak Grove Cemetery, and that the City Clerk be authorized to execute a deed of conveyance to said cemetery grave. Adopted on call of the Roll, Yeas, Commissioners Puryear, Lambert and Mayor Protem McNutt (3). IProceedings of Board of Commissioners No. 245 City of Paducah October 22, 1968 Paducah Power S's. Commissioner Puryear offered motion, seconded by Commissioner Lambert, that underground distribution & a copy of Paducah Power System's "Underground Distribution and Service Facilities Service Facilit es policy - file Policy in Accordance with Paragraph Six - Schedule of Rules and Regulations", be received and filed. Adopted on call of the Roll, Yeas, Commissioners Lambert, Puryear and Mayor Protem McNutt (3). Pay Boyce MCDou al Mayor Protem McNutt offered motion, seconded by Commissioner Lambert as follows: overtime & holidays WHEREAS, Boyce McDougal was retired from the Paducah Police Department on a disability pension effective October 1, 1968, and WHEREAS, Boyce McDougal accepted his retirement before using his credits for overtime work and work performed on holidays, and WHEREAS, Boyce McDougal would have been entitled to six days credit with pay for overtime work and four days credit with pay for work done on holidays. NOW THEREFORE, I move that the City Treasurer be authorized to pay Boyce McDougal a sum equal to his regular pay as a captain in the Paducah Police Department for ten .days, less any sum paid to him for retirement pay for the same period. Mayor Protem McNutt offered the following motion which was seconded by Commissi Fire Station as substantially / Lambert: Upon recommendation of G. Anthony Johnston and Associates, Architects, and completed I the City Manager, I move that the City of Paducah, Kentucky accept the new Central t I Fire Station for occupancy as substantially completed, said acceptance for occupancy i to be effective 12:01 A.M. October 24, 1968, and I further move that on said recommen tions and pursuant to contract dated October 6, 1967 between Ellis & Thomason, Inc Contractor, and the City of Paducah, Kentucky, the City Treasurer be authorized to pa said Contractor the sum of $20,000.00 and retain as an unpaid contract price balance THE sum of $2,105.21 until final completion of the project, said payment to be made after receipt by the Treasurer of a certificate for payment by the Architect, which i shall be supported by satisfactory evidence that all payrolls, material bills and other indebtedness connected with the work have been paid or otherwise satisfied, and I finally move that the letter of G. Anthony Johnston and Associates, dated, October 22, 1968, to Mr. Bob Overstreet, City Manager, be received and filed with a copy of this motion. Commissioner Puryear offered motion, seconded by Commissioner Lambert, that an t ordinance entitled "AN ORDINANCE APPROVING THE FINAL REPORT OF THE PADUCAH PLANNING COMMISSION RESPECTING THE REZONING OF PROPERTY ON THE NORTH SIDE OF MONROE STREET BETWEEN 13TH AND 14TH STREETS, AND AMENDING THE PADUCAH ZONING ORDINANCE -1961 SO AS TO EFFECT SUCH REZONING", be adopted. Adopted on call of the Roll, Yeas, Commissioners Lambert, Puryear and Mayor Protem McNutt (3). Commissioner Puryear offered motion, seconded by Commissioner Lambert, that an / ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF WEST KENTUCKY MATTRESS MFG. & FURNITURE COMPANY IN THE AMOUNT OF $2,677.00 FOR FURNISHINGS AND FIXTURES FOR THE NEW CENTRAL FIRE STATION IN PADUCAH, KENTUCKY; AUTHORIZING THE CITY MANAGER TO EXECUTE, ON BEHALF OF SAID CITY, A CONTRACT FOR SUCH FURNISHINGS AND FIXTURES, AND PRESCRIBING THE TERMS AND CONDITIONS OF SUCH CONTRACT", be adopted. Adopted on call of the Roll, Yeas, Commissioners Lambert, Puryear and Mayor Protem McNutt (3). fty Mayor Protem McNutt offered motion, seconded by Commissioner Puryear, that to i�an ordinance entitled "AN ORDINANCE PROPOSING ANNEXATION OF CERTAIN PROPERTY LYING ADJACENT TO THE WEST CORPORATE LIMITS OF THE CITY OF PADUCAH, KENTUCKY, DEFINING ACCURATELY THE BOUNDARY OF THE TERRITORY PROPOSED TO BE ANNEXED, AND DECLARING THE DESIRABILITY AND NECESSITY OF SUCH ANNEXATION", be adopted.
