At a Regular Meeting of the Board of Commissioners held in the Commission Chamber
of the City Hall, Paducah, Kentucky, at 7:30 P.M. on March 26, 1968, Mayor Cherry
presided and upon call of the Roll the following answered to their names: Commissioner
Lambert, McNutt, Puryear and Mayor Cherry (4), Commissioner Harvey being absent.
Mayor Cherry offered motion that the reading of the Minutes for March 12, 1968
be waived and that the Minutes of said meeting prepared by the City Clerk be approved
as written. Adopted on call of the Roll, Yeas, Commissioners Lambert, McNutt,
Puryear and Mayor Cherry (4).
Mayor Cherry made the following appointments: I hereby appoint the following
persons as members of the Commission on Human Rights, for a term of one year:

Mayor Cherry made the following appointment: It appearing that the term of
office of Fred Paxton as a member of the Paducah Golf Commission, expires March 26,
1968, I now therefore, subject to the approval of the Board of Commissioners, appoint
Harry Bolser as a member of said Commission for a term of four (4) years, so that
said Commission as now established shall be as follows:
James S. Musgove whose term expires March 26, 1969
Keith Bryant whose term expires March 26, 1970
Dr. Clyde Peel, Jr. whose term expires March 26, 1970
William M. Carson whose term expires March 26, 1971
Harry Bolser whose term expires March 26, 1972
Commissioner Lambert offered motion, seconded by Commissioner Puryear, that the
action of Mayor Robert C. Cherry, appointing Harry Bolser as a member of the Paducah
Golf Commission, be approved. Adopted on call of the Roll, Yeas, Commissioners
Lambert, McNutt, Puryear and Mayor Cherry (4)
Commissioner Lambert offered motion, seconded by Commissioner McNutt, that the
Judgment Books of the Paducah Police Court containing records of the said Court prior
to November 10, 1947, and Judgment Book No. 48 be given to the Young Historians of
No. _ 168

Paducah, Kentucky for safe keeping, research, display or any other purpose which they
may deem suitable or useful, and this motion is made subject to the concurrence of the
Judge of the Paducah Police Court, and is to be effective if and at such time as said
Judge enters an official Order authorizing the transfer of these books to the Young
Historians. Adopted on call of the Roll, Yeas, Commissioners Lambert, McNutt,
Puryear and Mayor Cherry (4).
Commissioner Puryear offered motion, seconded by Commissioner McNutt, that the
Board of Commissioners receive, approve and file Certificate of Insurance issued by
Maryland Casualty Company to West Kentucky Paving Co., Harold L. Jones and Don C.
Vander Boegh, Jr., subcontractor of Dyer & Dyer, Inc., Contractor for Paducah Relief
Sewer Projects 1 and 2. Adopted on call of the Roll, Yeas, Commissioners Lambert,
McNutt, Puryear and Mayor Cherry (4).
Commissioner Puryear offered motion, seconded by Commissioner Lambert, that the
Board of Commissioners receive and file the Sewer Easement, dated January 20, 1968,
between William L. Hardy & wife, and the City of Paducah, Kentucky, which has been
recorded in Deed Book 495, page 531 in the McCracken County Court Clerk's office.
Adopted on call of the Roll, Yeas, Commissioners Lambert, McNutt, Puryear and Mayor
Cherry (4).
Mayor Cherry offered motion, seconded by Commissioner McNutt, that the following
personnel changes be made:
1. The resignation of Randal Payne, truck driver in the Parks &
Recreation Department, be accepted, effective March 20, 1968.
2. Kenneth Buckingham be employed as Applicant -Candidate in the
Fire Department, effective April 1, 1968, provided by such time
he furnishes, at his expense, a satisfactory medical report
as to his physical condition, including an electrocardiogram.
3. The following persons be employed as temporary laborers in
the Parks & Recreation Department, effective March 26, 1968,
at a salary of $1.75 per hour:

Commissioner Lambert offered motion, seconded by Commissioner McNutt, that a
resolution entitled "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS
FOR THE GRANTING OF A CONCESSION FOR AMUSEMENT FACILITIES IN NOBLE PARK IN THE CITY OF
PADUCAH, KENTUCKY", be adopted. Adopted on call of the Roll, Yeas, Commissioners
Lambert, McNutt, Puryear and Mayor Cherry (4).
Commissioner McNutt offered motion, seconded by Commissioner Puryear, that a
resolution entitled "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS FOF
THE GRANTING OF A CONCESSION FOR FOOD, DRINK AND REFRESHMENT IN NOBLE PARK, INCLUDING
