At a Regular Meeting of the Board of Commissioners held in the Commission Chamber
of the City Hall, Paducah, Kentucky, at 7:30 p.m., on January 23, 1968, Mayor Cherry
presided and upon call of the Roll the following answered to their names: Commissioners)
Lambert, McNutt, Puryear and Mayor Cherry (4), Commissioner Fellers being absent.
Mayor Cherry offered motion that the reading of the Minutes for January 9, 1968
be waived and that the Minutes of said meeting prepared by the City Clerk be approved
as written. Adopted on call of the Roll, Yeas, Commissioners Lambert, McNutt, Puryear
/and Mayor Cherry (4).
J Commissioner Lambert offered motion, seconded by Commissioner McNutt, that the

claim of Robert H. Green, 210 North 39th Street, Paducah, Kentucky, in the amount of
$158.28 resulting from a police cruiser, driven by Francis M. Burch, colliding with his
1963 Buick automobile on January 8, 1968, on Mimosa Lane in Paducah, Kentucky, be
allowed, and that the Senior Treasurer pay said claim after securing a full and complete

release. Adopted on call of the Roll, Yeas, Commissioners Lambert, McNutt, Puryear
and Mayor Cherry (4).
V Commissioner Lambert offered motion, seconded by Commissioner McNutt, 38-D Elmwood
Court, Paducah, Kentucky, in the amojnt of $42.21, resulting from a police cruiser, driven
by Robert Wentworth, colliding with his 1967 Chevrolet automobile on January 1, 1968 at j
the intersection of 9th and Caldwell Streets in Paducah, Kentucky, be allowed, and that
the Senior Treasurer pay said claim after securing a full and complete release.
Adopted on call of the Roll, Yeas, Commissioners Lambert, McNutt, Puryear and Mayor
Cherry (4).
Commissioner Lambert offered motion, seconded by Commissioner McNutt, that Edgar
Carson be employed as Applicant -Candidate in the Fire Department, effective February 1,
1968, provided by such time he furnishes, at his expense, a satisfactory medical report i
as to his physical condition, -including an electrocardiogram. Adopted on call of the
Roll, Yeas Commissioners Lambert, McNutt, Puryear and Mayor Cherry (4). i
ons Commissioner Lambert offered motion, seconded by Commissioner McNutt, that tax
exonerations prepared and delivered by the City Treasurer, being bills Nos. 3101 through
3186 and 3193 through 3196 inclusive, be received and filed, and that the amount of
same totaling $1,113.79 be exonerated on the tax bills shown and designated by said
exonerations. Adopted on call of the Roll, Yeas, Commissioners Lambert, McNutt,
Puryear and Mayor Cherry (4).
Commissioner McNutt offered motion, seconded by Commissioner Puryear, that Bobby
Powley, private in the Fire Department, be promoted to Engineer in said department,
effective February 1, 1968. Adopted on call of the Roll, Yeas, Commissioners Lambert,
McNutt, Puryear and Mayor Cherry (4).

letter dated January 18, 1968, from Fire Fighters Local 168, relative to deducting Union

Commissioner McNutt offered motion, seconded by Commissioner Puryear as
follows: I move that Mayor Robert C. Cherry and Acting City Manager Fred L. Nagel be,
and they are hereby, authorized and directed to execute and sign all checks of the
City of Paducah against all of its various bank accounts effective February 1, 1968,
and until further action of this Board.
I further move that the City Clerk be, and she is hereby, directed to send
a certified copy of this motion to each of the three (3) banks in the City of Paducah,

Commissioner McNutt offered motion, seconded by Commissioner Puryear, that al
motion adopted by the Board of Commissioners on November 9, 1965, authorizing and
directing the City Manager to lease to Art Seelye, Director of Parks and Recreation,
the resident house situated in Noble Park, be repealed, effective February 1, 1968.

Commissioner McNutt offered motion, seconded by Commissioner Puryear, that
as of February 1, 1968, the City Manatjer be, and he is hereby directed and authorized:

to lease to Art Seelye, Director of Parks and Recreation, the resident house situated!
in Noble Park, and that no rental be charged as the Director will occupy the premises
for the convenience of the City, but that the tenant pay all utilities required for
his occupancy, and in no event shall the term of this lease extend past the employment
of the said Art Seelye as Director of Parks and Recreation. Adopted on call of the,!

to M. C. Ruggles, Jr. and the City of Paducah, Kentucky, for a period of one year from
January 1, 1968, be received, approved and filed. Adopted on call of the Roll,

annual report of the Paducah Police Department for the year .1,967 be received and filed.

Commissioner Lambert offered motion, seconded by Commissioner Puryear, that
the letter dated January 9, 1968, from A. J. Legeay, Chairman, Board of Trustees of
Carnegie Public Library, together with the 1967 Financial and Book Reports of said
Library, be received and filed. Adopted on call of the Roll, Yeas, Commissioners

resignation of Rex E. Morrow as Director of Fiscal Affairs, effective February 1, 1968,1

Upshaw, engineer in the Fire Department, be promoted to Captain in said department,
