At a Special Meeting of the Board of Commissioners held in the Commission C

of the City Hall, Paducah, Kentucky, at 4:20 P.M. on October 13, 1966, Mayor Wilson
presided and upon call of the Roll the following answered to their names: Commissi

the Board of Commissioners of the City of Paducah, to be held on October 13, 1966 at
4:20 o'clock P.M. Central Davlieht Time, be received and filed. Adopted on call of the
Roll, Yeas, Commissioners Johnston, Kressenberp, Paxton, Puryear and Mayor Wilson (5).
Commissioner Puryear offered motion, seconded by Commissioner Paxton, that the
resignation of James G. Apple as a member of the Civil Service Commission, dated Octob
11, 1966, he received, accepted and filed. Adopted on call of the Roll, Yeas,
Commissioners Johnston, Kressenberp, Paxton, Puryear and Mayor,Wilson (5).
Mayor Wilson made the following appointment: James G. Apple having resigned
as a member of the Civil Service Commission, subject to the approval of the Board of
Commissioners, I hereby appoint Walter H. King as a member of said Commission for a
term expiring December 9, 1967, so that said Commission as now constituted shall be
composed of the following members:
Kelly Crayne whose term expires December 9, 1966
Walter H. King whose term expires December 9, 1967
Cd Cain whose term expires December 9, 1968
Commissioner Paxton offered motion, seconded by Commissioner Puryear, that the
action of Mayor Thomas W. Wilson, appointing Walter H. King, as a member of the Civil
Service Commission, be approved. Adopted on call of the Roll, Yeas, Commissioners
Johnston, Paxton, Kressenberp, Puryear and Mayor Wilson (5). I

Commissioner Johnston offered motion, seconded by Commissioner Kressenberp I�
as follows: I

I move that Charles R. Gossett, Field Office Helper in the Refuse Division,
be suspended without pay for one week for insubordination because he refused to
acknowled-e receipt of a letter from the City Manager, dated October 12, 1966,
and deli rered personalis to him.

I iljrther move that the City Manager be instructed to prefer charges against
Paul Roterts and 'Willard Gipson, Foremen in the Street Division, for insubordination
..ecause ',Ye -,r refused to acknomledre receipt of a letter from the City Manager,
dated Octo}:er 12, and delivered personally to them. Adopted on call of the

Commissioner Johnston offered motion, seconded by Commissioner Kressenberp_,
that an ordinance entitled "AN ORDINANCE ESTABLISHING PROCEDURES TO BE USED FOR
GRIEVANCES BY EMPLOYEES OF THE CITY OF PADUCAH, KENTUCKY", be adopted. Adopted on
call of the Roll, Yeas, Commissioners Johnston, Kressenberg, Paxton, Puryear and
Mayor Wilson (5).
Commissioner Kressenbere offered motion, seconded by Commissioner Johnston,
that an ordinance entitled—AN ORDINANCE PERTAINING TO UNION AFFILIATION AND ACTIVITIES
OF SUPERVISORY PERSONNEL OF THE CITY OF PADUCAH, KENTUCKY", be adopted. Adopted on
call of the Roll, Yeas, Commissioners Johnston, Kressenber�, Paxton, Puryear and
Favor Wilson (5).
On motion the meeting adjourned.
