HomeMy WebLinkAboutMinutes Book 25, Page 1, January 8, 1963Proceedings of R—cl of r ­ isi­rs city of Paducah January R. 1963 At a Regular Meeting of the Board of Commissioners held in the Commission Chamber of the City Hall, Paducah, Kentucky, at 7:30 P.M. on January 8, 1963, Mayor Cherry presided and upon call of the Roll the following answered to their names: Commissioners Fendley, Cholson, Hornsby, Karnes and Mayor Cherry (5). Mayor Cherry offered motion that the reading of the Minutes for December 11, 19 and 27, 1962 be waived and that the Minutes of said meetings prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Fendley, Gholson, Hornsby, Karnes and Mayor Cherry (5). I Charles Rober Mayor Cherry made the following^ Appointment: Subject to the approval of the Bo Bell appoint Golf Comm. of Commissioners, I hereby appoint Charles Robert Bell as a member of the Paducah Golf Commission for the unexpired term of Jack Allison, such term expiring- March 26, 1963. Approve Chas. Commissioner Fendlev offered motion that the Board of Commissioners approve the Robert Bell Golf Comm. ` action of Robert C. Cherry, Mayor, appointing Charles Robert Bell as.a member of the Paducah Golf Commission for the unexpired term of Jack Allison, :which term expires on March 26, 1963, so that said board as now constituted shall be composed of the following members: Charles Robert Bell whose term expires Parch 26 1963 Frank R. Paxton whose term expires March 26, 19L Harry B. Ford, Jr. whose term expires March 26, 1965 Harry Bolser whose term expires March 26, 1966 I Dr. Clyde Peel, Jr. whose term expires Parch 26, 1966 Adopted on call of the Roll, Yeas, Commissioners Fendley, Gholson, Hornsby, Karnes and Mayor Cherry (5). Petition Mayor Cherry offered motion that the petition signed by Marshall Nemer and oche downtown St. lighting sys- regardinr chances in the street lighting system in the downtown area, be received and tem filed. Adopted on call of the Roll, Yeas, Commissioners Fendley, Gholson, Hornsby, Karnes and Mavor Cherry (5). Lenol D.Krone Commissioner Fendley offered the following motion.: It appearing from the report appointed J" Fireman of Ed Turner, Fire Chief, that Lenol D. Krone, an Applicant -Candidate in the Fire Depart. ment of the City of Paducah, has satisfactorily completed the 60 day training period as such Applicant -Candidate as provided by ordinance, I now therefore move that the said Police Report Dec. 1962 V Liability Ins T'iller & Johnson Lenol D. Krone be, and he is hereby, appointed a fireman in the Fire Department, at a salary of x;280.00 per month, effective January 16, 1963. Commissioner Fendley offered motion that the report of the Police Department for the month of December, 1962, be received and filed. Commissioner Gholson offered motion that the Certificate of Insurance issued by The Fidelity and Casualty Company of Hew York to C. C. Miller ,-. Clifton Johnson. d/b/a (1) Miller &. Johnson, (2) Miller E- Johnson Construction Company and the City of Paducah, Kentuckv, for a period of one year from January 1, 1963, be received, approved and filed Adopted on call of the Roll, Yeas, Commissioners Fendley, Gholson, Hornsb,r, Karnes and R'avor Cherry (5). Adopted on call of the Roll, Yeas, Commissioners Fendley, Gholson, Hornsby, Karnes and Mayor Cherry (5). Liab. Ins. Commissioner Hornsby offered motion that the Certificate of Insurance issued by lEd Downs & So Liab. Ins Harper & The Fidelity and Casualty Company of New York to Ed Downs & Son, Inc. and The City of FCdducah, Kentucky, for a period of one year from January 1, 1963, be received, approved and filed. Commissioner Hornsby offered motion that the Certificate of Insurance issued by The Fidelity and Casualty Company of New York to J. M. Harper d/b/a Harper & Gray and the City of Paducah, Kentucky, for a period of one year from January 1, 1963, be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Fendley, Gholson, Hornsby, Karnes and Mayor Cherry (5). oy James Commissioner Hornsby offered motion that James Franklin Gass be employed as a klin Gass ceman policeman in the Police Department of the City of Paducah, at a beginninP salary of $280.00 per month, effective January 16, 1963 at 4:30 A.M., provided that by such time he furnishes, at his own expense, the City Manager with a satisfactory medical report as to his physic6l condition, including an electrocardiogram. '� Commissioner Hornsby offered motion that I'lilliam Herbert Herndon be emplovad as Herbert Herndon Policeman policeman in the Police Department of the City of Paducah, at a beginning salary of 1280.00 per month, effective January 16, 1963 at 4:31 A.M., provided that by such time he furnis es, at his own expense, the City Manager with a satisfactory medical report as to his physic 1 condition, including an electrocardiogram. Sell lot Oakj/ Commissioner Karnes offered motion that the Board of Commissioners approve the Grove to Mrs. Eva Iaie 1i 1 sale of the south one-half of Lot No. 20 in Block No. 2 in the Mausoleum Addition to Oak Grove Cemetery to Mrs. Eva Maie Lampley for the sum of $220.00, and that the City Clerk be authorized to execute a deed of conveyance to said cemetery lot. Sec. 35 License Ord. i Commissioner Karnes offered motion that the claim of Billy Joe Shelton (627 McKinley Street, Paducah, Kentucky) against the City, in the sum of ?'16.7.72 for damaces to his motor vehicle on or about December 26, 1962, by Refuse truck of the City be allow and that the Treasurer pay said claim after securing a full and complete release. Alilkerson in the amount o $1000.00 dated January 3, 1963, be received, approved and filed. Adopted on call of th Roll, Yeas, Commissioners Fendley, Gholson, Hornsby, Karnes and Mayor Cherry (5). e Commissioner Gholson offered motion that a Resolution entitled: "A RESOLUTION GRANTING AN EASEMENT TO MARQUETTE CEMENT MANUFACTURING COMPANY, AN ILLINOIS CORPORATION, OVER CERTAIN LAND ON MEYERS STREET OWNED BY THE CITY OF PADUCAH, AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE, ON BEHALF OF THE CITY, AN INSTRUMENT GRANTING SUCH EASEMENT", be adopted. Adopted on call of the Roll, Yeas, Commissioners Fendley, Gholson, Hornsby, Karnes and Mayor Cherry (5). Commissioner Fendley offered motion that an ordinance entitled: "Al! ORDINANCE ACCEPTING THE BID OF RECORDAK•. CORPORATION FOR THE SALE TO THE CITY OF NICROFILMING EQUIPMENT, AND AUTHORIZING THE CITY MANAGER TO ENTER INTO AND EXECUTE A CONTRACT FOR THE PURCHASE OF SAM", be introduced and remain on file for one (1) week for public inspec- tion in the completed form in which it shall be put upon its final passage. Adopted on call of the Roll, Yeas, Commissioners Fendley, Gholson, Hornsby, Karnes and Mayor Cherry Commissioner Karnes offered motion that an ordinance entitled: "AN ORDINANCE REPEALING SECTION 35 OF AN ORDINANCE ENTITLED: 'AN ORDINANCE FIXING AND REGULATING THE LICENSE TAXES, AND T4ANNER AND FORT+'. OF GRANTING AND ISSUING SANTE ON THE VARIOUS LINES OF BUSINESS, TRADES, OCCUPATIONS, PROFESSIONS, VOCATIONS AND CALLINGS IN THE CITY OF PADUCAI KENTUCKY, AND PROVIDING PENALTIES FOR NON-PAYMENT THEREOF, AND FOR VIOLATION THEREOF, AN'. MAKING IT UNLAWFUL TO ENGAGE IN ANY SUCH LINES OF BUSINESS, TRADES, OCCUPATIONS, PROFESS IONS, VOCATIONS AND CALLINGS i4ITHOUT FIRST PAYING THE LICENSE TAY AND PROCURIEG LICENSES AS PROVIDED HEREIN; REPEALING ALL ORDINANCES IN CONFLICT THEREWITH, AND PROVIDIIIG A SEPARABILITY CLAUSE', WHICH '.IAS ADOPTED BY THE BOARD OF CO17•!ISSIONERS ON DZCZYBER 23, 1947", be adopted.
