At a Regular ?'eetin.g of the Board of Commissioners held in the Commission Chamber
of the City Hall, Paducah, Kentucky, at 7:30 P.T'. on October 23, 1962, Ilayor Cherry
presided and upon call of the Poll the following answered to their names: Commissioners
Gholson, Hornsby, Karnes and 'avor Cherry (4).
...ayor Cherry offered motion that the reading of the Minutes for October 9th snd
20th, 1962 be waived -.and that the Minutes of said meeting prepared by the City Clerk
be approved as written. Adopted on call of the Roll, Yeas, Commissioners Gholson,
Hornsby, Karnes and Mayor Cherry (4).
Commissioner Gholson offered motion that the petition of Mr. and 'Srs. C. T. Sherbut
and others requesting a change of location for the proposed poorer line beginning at
Starke Street, be received and filed. Adopted on call of the Roll, Yeas, Commissioners
Gholson, Hornsby, Karnes and Mayor Cherry (4).
Commissioner Gholson offered the following motion: Upon recommendation of Paul
Holland, Chief of Police, I move that William Atkinson, a patrolman in the Police
Department, be promoted to Sergeant in said department, effective November 2, 1962.
Adopted on call of the Roll, Yeas, Commissioners Cholson, Hornsby, Karnes and ayor
Cherry (4).
Commissioner Gholson offered motion that the liability insurance policy issued by
United States Fidelity and Guaranty Company to the City of Paducah covering work done by
John P. Whitt for a period of one year from August 24, 1962, together with Bond of the
said John Whitt in the amount of $11,000 dated August 24, 1962, be received, approved and
filed. Adopted on call of the Roll, Yeas, Commissioners Gholson, Hornsby, Karnes and
Mayor Cherry (4).
/ Commissioner Hornsby offered the following motion: I move that .talker Boat Yard
be permitted to construct an access road on the easterly side of the right -of :•ray of
Ohio Street from a point 75 feet east of the Floodwall and extending to the Tennessee
River, under the following terms and conditions:
1. Such access road shall be fenced or barricaded in such a manner as will
prohibit it from use by the general public.
2. Such private use will be discontinued at any time it is deemed necessary by
the Board of Commissioners to open and improve said Ohio Street for general use by the
public. Adopted on call of the Roll, Yeas, Commissioners Gholson, Hornsby, Karnes and
Mayor Cherry (4).
Commissioner Hornsby offered the following motion: Upon recommendation of Paul
Holland, Chief of Police, I move that L. J. Stubblefield, a Sergeant in the Police Depar
ment, be promoted to Captain in said department, effective Fovember 1, 1962. Adopted o.

Director of Public Works, I move that 1.1illiam Thomas Attebury, Jr. be employed as mechan
helper, in the Street Division of the Public Works Department, effective November 1, 196
at a salary of tl.59 per hour. Such employment is temporary and no civil service rights
or other rights under any law or ordinance shall be covered b-: this employment. Adopted
call of the Roll, Yeas, Commissioners Cholson, Hornsby, Karnes and T.•:ayor Cherry (4).

Commissioner Karnes offered the following, motion: Upon recommendation of Paul
Holland, Chief of Police, I move that James P. Throgmorton, a Patrolman in the Police
Department, be promoted to Sergeant in said department, effective November 1, 1962.
Adopted on call of the Roll, Yeas, Commissioners Gholsoh, Hornsby, Karnes and ISayor
Cherry (4).
Commissioner Karnes offered the following motion: It appearing; from the report
of Ed Turner, Fire Chief, that James H. Futrell, an Applicant -Candidate in the Fire
Department of the City of Paducah, has satisfactorily completed the 60 day training
period as such Applicant -Candidate as provided by ordinance, I now therefore move
that the said James H. Futrell be and he is hereby appointed a fireman in the Fire
Department, at a salary of $280.00 per month, effective November 1, 1962. Adopted
on call of the Roll, Yeas, Commissioners Gholson, Hornsby, Karnes and Mayor Cherry
(4).
Mayor Cherry offered the following motion: Upon recommendation of the Police
Department, I move that the City Ianager be, and he is hereby, authorized to request
installation of a street light at 3637 Forest Circle, 8 feet from driveway and kedge
Fence. Adopted on call of the Roll, Yeas, Commissioners Cholson, Hornsby, Karnes
and Mayor Cherry (4).
Mayor Cherry offered motion that the letter of retirement of John Grimm, a
member of the Park Department of the City, effective October 1, 1962, be received,
accepted and filed. Adopted on call of the Roll, Yeas, Commissioners Gholson,
Hornsby, Karnes and Mayor Cherry (4).
Commissioner Karnes offered motion that the following bids on radio communica-
tions equipment for use by the fire department, be received and filed:

Commissioner Gholson offered motion that a Resolution entitled: "A RESOLUTION
GRANTING PERMISSION TO THE ELECTRIC PLANT BOARD OF THE CITY OF PADUCAH, KENTUCKY TO
CROSS VARIOUS PUBLIC WAYS P:ITHIN SAID CITY BY TRANSMISSION LINES PROPOSED TO BE
CONSTRUCTED BY SAID ELECTRIC PLAIJT BOARD", be adopted. Adopted on call of the Roll,
Yeas, Commissioners Gholson, Hornsby, Karnes (.3)l Mayor Cherry (116).

Commissioner Hornsby offered the following motion: I move that Kenneth Druce
Dieeks be employed as an Applicant -Candidate for employment as a Fireman in the Fire
Department of the City at a salary of A270.00 per month, effective November 15, 1962,
provided by such time he furnishes, at his expense, a satisfactory medical report as to
his physical condition, including an electrocardiogram.
This employment is made under the provisions of an ordinance providing for such
employment adopted April 27, 1962 by the Board of Commissioners, anal is subject to all
terms, 'conditions and provisions contained therein. - Adopted on call of the Roll, Yeas,
Commissioners Gholson, Hornsby, Karnes and Mayor Cherry (A).
Commissioner'Karnes offered the follooing motion: I move that Lonel Dickson Y.rone
be employed as an. Applicant -Candidate for employment as a Fireman in the Fire Department
of the City at a salary of 1:270.00 per month, effective November 1, 1962, provided by
such time he furnishes, at his expense, a satisfactory medical report as to his physical
condition, including an electrocardiogram.
This employment is made under the provisions of an ordinance providing for such
employment adopted April 27, 1962 by the Board of Commissioners, and is subject to all
